2 Goals and Objectives of CEI Established by the Centre for the Monitoring of the Energy Sector and Investments Act adopted by the Parliament on 28 March 2012 Development of new investments (PPP) CEI is a non-profit organisation with a public authority Enable and support developments in the energy sector Facilitate transparency in monitoring public investments

4 According to the Second National Action Plan for Energy Efficiency CEI has been appointed as the National Coordinating and Implementing Authority for Energy Efficiency: 1. Close coordination of the implementation of all measures undertaken by other institutions and companies 2. Operational management of the System for the Monitoring and Verification of Achieved Energy Savings 3. Implementation of specific EU measures in accordance with the Law on Energy Efficiency in Direct Consumption CEI has been given a mandate to engage in activities that fall within the jurisdiction of the Agency for Energy Efficiency CEI is listed in the National Action Plan for Energy Efficiency as the body with which all other implementing institutions and companies must coordinate their activities
5 CEI is assigned with: 1. Running SMIV system for monitoring, measuring, and verification of energy savings 2. Acts as the central body for data collection, analysis and reporting on achieved energy savingsi n all sectors of power consumption on the national level; governs, maintains and improves the System for the Measurement and Verification of Energy Savings SMIV 3. Assessing the effect of implemented programmes and measures in all sectors pertaining to energy efficiency 4. Preparing reports for MOE, MoCPP and MoENP 5. Preparing the base for the drafting of national documents and plans in the field of energy efficiency 6. Initiating and conducting informative campaigns, educational and training activities 7. Conducting activities that will realise the goals of the energy policy in the field of EE and RES 8. Developing and implementing policies established by the National Programme on EE and National Action Plans for EE 9. Preparing and implementing projects for the withdrawal of EU funds; providing technical assistance in the development and implementation of EE and RES projects 10. Providing expert assistance and collaborating with MOE and MoCPP in passing legislation and implementation regulations, plans and programmes 11. Promoting and coordinating the activities of central governmental bodies, FZOEU, EIHP, local and regional energy agencies 12. Cooperating with international organisations, in particular with EU 13. organisations and professional networks within the EU
6 National Energy Efficiency Action Plan - basics National Energy Efficiency Action Plan (NEEAP) is a comprehensive implementation document covering the energy efficiency policy. It is a three-year plan that reports on the EU Member Country progress in achieving national targets for energy efficiency It is written and adopted by the Government every three years by April 30, while every year there is a yearly report on the implementation of the current NEEAP NEEAP sets out measures to be achieved by reducing consumption through means of energy efficiency enhancement. Implementation of these measures does not mean cutting down on consumtion, but instead encouraging the development of more rational use of energy through advanced processes and raising behaviour awareness Measures considered in the NEEAP take into account both the savings in primary and final consumption The goal of increasing energy efficiency is expressed as an absolute level of primary and final energy consumption in the 2020
7 Goal of increasing energy efficiency EU goal: that the Union s 2020 energy consumption has to be no more than Mtoe of primary energy or no more than Mtoe of final energy; Croatia s goal: The indicative national energy efficiency target expressed as an absolute amount of direct energy consumption in 2020 is PJ ( 7.00 Mtoe ) In terms of pripary energy, this is equivalent to PJ ( Mtoe ) in 2020 In total, Croatia needs to achieve savings of
8 Goal of increasing energy efficiency The goal of 19,77 PJ in 2016 will be increased through 4 sectors: Sectorial goals of EE savings in 2016 (TJ) Industry Service sector Households Traffic
9 Projected consumption Final energy consumption has drastically declined so new amendments have been made for These new projections show a much lower expected consumption. However, official projections remain those of 2010, and in any case the projections do not affect the national savings target, which is calculated considering the historical consumption. Kk Kk Kk k
10 Report on the implementation of 2nd NEEAP: Appendix A in 3rd NEEAP is actually a report on the implementation of 2nd NEEAP The report, Appendix A4.4. lists all the measures of the second NEEAP, in the order they were presented and describes all the activities that took place, with achieved savings per measure Top-down calculations showed that savings achieved in 2012 are at PJ, or 61 % of the target for 2016 and it is expected that the goal will be achieved. In comparison to 2010, increased Savings occured in each sector, with the largest increase in industry and transport. BU calculations showed that in % of targeted savings was achieved, compared to the target for 2016, while in 2012 the estimate grew to 23% of the target (4.5 PJ). In reality, more savings were realized, but measuring and monitoring did not anticipate collecting data on these savings. 11 Report on the implementation of 2nd NEEAP: From 4,5 PJ of bottom-up measured savings, the greatest savings were achieved through service sector, and then households sector. 12 Report on the implementation of 2nd NEEAP: From 4,5 PJ of savings calculated with BU method, Fund for environment protection and energy efficiency accounts for 34 % of all savings through co-financing 14 measures. For the first time, dana was gathered about many realized measures implemented by local governments, which were not cofinanced by the Fund. 14 3. NEEAP implementing bodies: Over 180 institutions were contacted during the. CEI is listed in many measures as a monitoring body since CEI will monitor all savings through EMIS. All implementation bodies are obliged to enter dana on energy savings in EMIS. 15 3. NEEAP implementing bodies: Plus regional energy agencies, local governments, central governmental bodies, universities, buildings management facilities

NEEAP preview of measures and savings: EU regulation: Total planned savings are 10,16 PJ by and 16,66 PJ by Article 7 savings, which demand a 1,5 % yearly savings from to which for Croatia means cummulative saving of 54,25 PJ by Croatia has opted to achieve this through a combination of alternate measures and obligation schemes. Ammount of obligation schemes will be around 60 % of total cummulative goal. For this to realize, 10 existing measures were taken and recalculated through specific methods for Article 7 measures calculations. They are outlined in NEEAP chapter Table 3-8. on page 35 in NEEAP sets out all alternate measures and their expected sasvings
17 11 measures are informative or do not have specifically determined implementation of the measure activities so their effects were not taken into account. However, these measures will also contribute to total savings. Other 29 measures account for 10,16 PJ savings in 2016:
18 National programs of the Ministry of construction Out of all measures in NEEAP, these programs result with greatest savings, 26 % of total expected savings by 2016 or 2,69 PJ. 21 Measure H.9 integrirated information system for monitoring the implementation of EE measures All savings achieved through the implementation of EE measures from NEEAP will be measured through EMIS. It will take account all sectors and will result with a total savings by sector, in kwh, as well as in CO2 saved. EMIS will be utilized by all governmental bodies, companies that have contracts for energy efficiency service contracts and bodies that co-finance EE measures This means that from now on implementation of every measure will have an exact measurement, shown and reported through EMIS. EMIS was created through an international project with GIZ, and Ministry of construction was a partner on the project. Ministry of construction declared CEI as an operative project lead. This system is extremely useful and inovative and Croatia is the most advanced in its implementation. Kk Kk Kk k
