1 UNITED STATES ENVIRONMENTAL PROTECTION AGENCY BROWNFIELDS QUARTERLY PROGRESS REPORT County of Ottawa, Michigan Cooperative Agreement No. BF 00E Quarterly Report No. 1 USEPA FY16 Reporting Period: October 1, 2015 December 31, BROWNFIELD ASSESSMENT QUARTERLY REPORT This report outlines activities and key measures documented during USEPA FY16 Reporting Period No. 1 of the County of Ottawa s Community-Wide Brownfields Assessment project. 2.0 MODIFICATIONS TO THE WORK PLAN No modifications to the Work Plan were requested. 3.0 ACTIVITIES DURING REPORTING PERIOD The following activities have been completed or occurred in accordance with the approved work plan during Reporting Period No. 1. TASK 1 Project Management Prepared Quarterly Report No. 4 (USEPA FY15). TASK 2 Community Outreach Community outreach completed by Lakeshore Environmental, Inc. (LEI) was done as in-kind, as all previous contractual community outreach funds were expended. Ongoing networking with Commercial Alliance of REALTORS (CAR) organization. Phone calls, s and/or meetings with Ottawa County units of government: the City of Hudsonville, Georgetown Township, Blendon Township, Olive Township, City of Grand Haven, Village of Spring Lake, City of Holland, Holland Township, City of Zeeland, Grand Haven Township, Spring Lake Township, and City of Ferrysburg. Ongoing discussion regarding funding available, target Brownfield sites in these communities, and potential redevelopment opportunities. Continue to meet with numerous commercial realtors: Colliers International-Holland, MI, Northstar Commercial, Cherette Group, NAI Wisinski, Capstone Companies, and Signature Associates. Outreach with local commercial lenders from Macatawa Bank, Community Shores Bank, Chemical Bank, West Michigan Community Bank, Bank of Holland, Fifth Third Bank, Huntington Bank, and West Shore Bank. Meetings with attorneys from Scholten Fant, Gielow Groom Terpstra & McEvoy, Rhoades McKee, and Warner Norcross & Judd regarding potential projects. Continued outreach to developers and businesses in Ottawa County regarding redevelopment/expansion projects on Brownfield sites. 1
2 TASK 3 Environmental Site Assessments ACRES LEI continues to update property profiles through ACRES. Projects Project summaries provided below discuss assessment activities in-process or that were completed by LEI during reporting period 1 of USEPA Fiscal Year These activities were approved by USEPA and/or the Michigan Department of Quality (MDEQ), as applicable. In some cases, certain projects include privately funded activities (noted as necessary). Gull Lake Marine (Petroleum & Hazardous), Wright Twp. USEPA assessment grant funds were utilized to finalize Baseline Environmental Assessment (BEA) activities, which provided liability protection for the new land owner/developer. MS Metal Solutions (Hazardous), Grand Haven Twp. Phase II ESA reporting, funded with USEPA assessment grant dollars, is mostly complete. North Side Triangle (Hazardous), Holland Twp. USEPA assessment grant funds were utilized to complete Phase II ESA activities that would assist with cleanup planning efforts. 136 E. 6 th Street (Hazardous), City of Holland Phase II ESA and BEA reporting were completed (utilizing USEPA assessment grant funds) to protect the developer/new site owner from cleanup liability. 612 W. Savidge Street (Hazardous), Village of Spring Lake Phase II ESA reporting in process (utilizing USEPA assessment grant funds) Arbor Street (Hazardous), City of Zeeland Phase I and II ESA work was conducted (privately funded). Contamination was discovered. To protect the future owner of the site from cleanup liability pertaining to existing contamination, a BEA was completed utilizing USEPA funds. The MDEQ acknowledgment letter was received in Q1, FY Pine Street (Petroleum), City of Ferrysburg Phase II ESA reporting, funded with USEPA assessment grant dollars, is mostly complete. 705 Washington Street (Petroleum), City of Grand Haven A Phase II ESA was completed by LEI. Contamination was discovered. Phase II ESA reporting, funded with USEPA assessment grant dollars, is mostly complete. To protect the future owner of the site from cleanup liability pertaining to existing contamination, a BEA was completed utilizing USEPA funds. 411 North Griffin Street (Hazardous), City of Grand Haven Phase II ESA reporting, funded with USEPA assessment grant dollars, is mostly complete. A BEA for a new operating entity at this industrial site is proposed. GHBLP Site (Petroleum), City of Grand Haven RECs were discovered during a Phase I ESA. A Phase II ESA SAP was prepared and approved by USEPA. Phase II ESA activities to occur in Q2, FY E. 8 th Street (Petroleum), City of Holland MDEQ eligibility determination approved to conduct a Phase II ESA. A SAP was approved by USEPA. Project was terminated due to change in redevelopment plans. 2
3 156 W. 11 th Street (Hazardous), City of Holland USEPA assessment grant funds were utilized to assist with the completion of a Phase I ESA. The Phase I ESA revealed no RECs. No further assessment work required Cleveland Street (Petroleum & Hazardous), Spring Lake Township MDEQ and USEPA eligibility determination approvals were granted related to Phase II ESA work. A SAP was approved by USEPA. Phase II ESA field work has been conducted. Contamination was discovered. A BEA is necessary Chicago Drive (Petroleum), City of Hudsonville An MDEQ eligibility determination approval was granted related to Phase I ESA work. The Phase I ESA was conducted and RECs were discovered. A Phase II ESA is warranted. TASK 4 Clean-up Planning Similar to the Task 3 project summaries above, clean-up planning conducted by LEI during reporting period 1 that has been approved by USEPA and/or the MDEQ, as applicable, is summarized below. In some cases, certain projects include privately funded activities, which are noted in the summaries below: Gull Lake Marine (Petroleum & Hazardous) LEI is in the process of preparing a DDCC Report (privately funded) and a Brownfield Plan (assessment funds) to facilitate the safe redevelopment of the site. North Side Triangle (Hazardous), Holland Twp. LEI is in the process of preparing a DDCC Report. An Act 381 Combined Brownfield Plan (privately funded) has been prepared and approved by Holland Township and the MDEQ. Approximately $250,000 has been leveraged for response activities necessary to safely redevelop the site. 705 Washington Street (Petroleum), City of Grand Haven LEI commenced with the preparation of a Due Care Plan to evaluate whether response activities were necessary relative to the existing contamination and document compliance with due care obligations. 4.0 PROBLEMS ENCOUNTERED No problems were encountered that will affect the project schedule or the ability of the county to meet the performance outputs/outcomes. 3
