Services are to begin no later than 3/1/17 and end by 12/31/18. The compensation for this work is not to exceed $40,000 for the biennium. REQUEST FOR PROPOSAL The purpose of this RFP is for Metro Parks Tacoma to enter into a contract with a qualified contractor to provide transient camp cleanup and removal of hazardous material (hazmat) services in emergency or nonemergency situations. Services provided may include environmental assessment, containment, cleanup of hazardous materials, and disposal of waste within District-wide locations which may or may not include Enterprise Fund locations. In emergencies the goal is to clear an area for use. In non-emergencies the goal is to remediate environmental releases or cleanup hazardous materials and then package and dispose of waste at a District approved treatment or disposal site. SCOPE OF WORK / TASKS The contractor shall provide on an on-call basis, all labor HAZWOPER, a sufficient number of trained employees, tools, materials, equipment, vehicles and incidentals necessary for the removal of bio-waste, syringes, hazardous waste and regulated waste which has been discarded on District property. Contractor s staff should be clearly identifiable by uniform, safety vests, or identification badges. The contractor will be responsible for securing the site and keeping the public out of the cleanup site. This work includes working on level terrain as well as on steep slopes, heights, uneven terrain, overgrown vegetation, and heavily forested locations. The contractor should use caution during site cleanup to minimize damage to landscaping, turf, trees, and vegetation. Emergency service will be on an on-call basis, twenty-four (24) hours a day, seven (7) days a week, with the ability to arrive on-site at the District location within a reasonable time of notification. Non-emergency services may be scheduled, but should be addressed as soon as possible. The District may provide contractors with up to 7 days advance notice to respond to a non-emergency work request. 1 Emergency on-call hazardous materials spill response and clean-up services on a twentyfour (24) hour basis shall include spills of hazardous chemicals, biological or infectious materials, and trauma scene clean-up in areas that cannot be isolated or secured for next day service. Required response time of within 2 hours to subject location. 2 Non-emergency hazardous materials clean-up, spill clean-up, environmental assessments, waste containment in appropriate containers, sewer or flood clean-up, trauma scene cleanup in secured areas, and debris removal. Typically, non-emergency hazardous materials clean-up can be scheduled during normal hours of operation. Summary of Work, Metropolitan Park District of Tacoma, Page 1 of 5
2 The contractor will be required to identify, reduce contamination, neutralize waste, and remove, transport and legally dispose of waste substances, debris, and other materials. Labor shall include all Personal Protective Equipment (PPE) (levels C and D). Contractors are expected to own and include in pricing all hand tools, hand trucks, Hudson style compression sprayers, forklifts, bobcats, trucks, and any other equipment necessary to provide the services required by this scope of work. The District will not pay additional equipment fees or rentals. The District will reimburse the contractor for dump/disposal fees. The emergency and non-emergency recovery of hazardous materials clean-up must be provided in a manner that meets park, city, county, state and federal regulations and requirements. Waste materials generated during cleanups will be contained by the contractor into appropriate containment devices. The contractor will dispose of cleanup materials at District approved disposal sites, unless the material designates as a hazardous waste. The types of waste includes, but is not limited to: bio-hazards, hazardous, regulated, and hazardous materials, which may be scattered, containerized or stockpiled. Waste may include human waste, bodily fluids, syringes, petroleum based containers of gasoline, diesel fuel, pressurized containers of propane, chemicals, contaminated soil and used batteries. Billable work hours will start when the contractor arrives and starts work at the job site; and end when the contractor leaves the job site, or for those involved in disposal, the disposal site. The contractor throughout the terms of the contract will maintain all applicable Washington State and Federal licenses, endorsements, registrations, identification numbers, and permits for the removal, transport, and/or storage of hazardous and regulated materials as described herein. Worker Classifications, as listed below, are used in this scope to describe a specific type of employee. The contractor shall ascertain the appropriate Washington State Department of Labor and Industries craft/classification prevailing wage rates in accordance with the work described herein. A)Lead Technician/Supervisor: Provide on-site supervision of contractor s employees engaged in hazardous waste operations. Must have knowledge of the employer s safety and health program, PPE, spill program, and health hazard monitoring procedures and techniques. B)Operator/Driver: Perform hazardous waste cleanup operations in industrial settings. Have skills and knowledge to safely and effectively contain, clean up, transport, and dispose of hazardous materials. Operators shall possess a valid driver s license of the appropriate class. C)Laborer: Under the direction of the Operator/Driver, the Laborer shall assist the Operator/Driver with performing hazardous waste cleanup operations. Upon proposal award contractors may be required to provide the following: Examples of Health and Safety Work Plans mandatory Required Licenses mandatory Spill response methodology and clean-up strategy specific to technical parts and suppliers Reasonable mobilization time capability to respond to District sites in emergency and nonemergencies mandatory Summary of Work, Metropolitan Park District of Tacoma, Page 2 of 5

4 REQUEST FOR PROPOSAL Describe how the service will be delivered. Include a detailed listing and description of tasks and deliverables. Provide a summary of the proposed approach to the project, as well as a detailed description of the methodology to be used to provide the requested service and deliverables. Proposers are encouraged to include tasks they believe would add value to the proposal. Information regarding the history and organization of the firm and a personal history or resume of key personnel. Specific evidence of experience and capacity in providing Transient Camp Remediation. Description of services of a similar nature undertaken by the firm, including their locations, and client contact information that Metro Parks Tacoma may use as a reference. Description of the firm s experience with public agencies. Please provide us with (2) two copies of the above information. Following an evaluation of the RFP s received, the firm(s) considered to have submitted the best proposal(s) may be requested to participate in an interview and final consultant selection process. No further action beyond submission of the above information is required at this time. QUESTIONS: Questions regarding this Request For Proposal may be directed to Vito Iacobazzi REJECTION OF PROPOSALS: Metro Parks Tacoma reserves the right to reject any and all proposals and to waive irregularities and informalities in the submittal and evaluation process. This Request for Proposal does not obligate Metro Parks to pay any costs incurred by respondents in the preparation and submission of a proposal. Furthermore, the Request for Proposals does not obligate Metro Parks Tacoma to accept or contract for any expressed or implied services. CONTRACT AWARD: Metro Parks Tacoma reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be initially submitted on the most favorable terms the firm can offer. Metro Parks shall not be bound or in any way obligated until both parties have executed a vendor contract. The firm selected will be expected to enter into a contract with Metro Parks Tacoma. PAYMENT: All invoices shall be paid by mailing a Metro Parks Tacoma warrant within 30 days of receipt of a proper invoice after approval of the firm s completed tasks/deliverables to the date of the invoice or monthly report, as appropriate. 5 REQUEST FOR PROPOSAL INSURANCE REQUIREMENTS: Must provide proof of insurance not less than $1,000,000 combined single limit for comprehensive general liability: $2,000,000 combined single limit annual general aggregate; and $2,000,000 annual aggregate for products and complete operations liability. Automobile liability limits should not be less than $1,000,000 combined single limit. Stop gap liability should not be less than $1,000,000. Insurance must list Metro Parks Tacoma as additional insured. BUSINESS REGISTRATION AND TAXATION: The firm awarded the Contract will be subject to City of Tacoma Business Registration and Business Taxation. NON-ENDORSEMENT: As a result of the selection of a vendor to supply products and/or services to Metro Parks Tacoma, Firm agrees to make no reference to Metro Parks in any literature, promotional material, brochures, sales presentation or the like without the express written consent of Metro Parks. NON-COLLUSION: Submittal and signature of this Proposal swears that the Proposal is genuine and not a sham or collusive, and not made in the interest of any person not named, and that the Firm has not induced or solicited others to submit a sham offer, or to refrain from proposing. COMPLIANCE WITH LAWS AND REGULATIONS: In addition to nondiscrimination and affirmative action compliance requirements previously listed, the Firm awarded the Contract shall comply with federal, state and local laws, statutes and ordinances relative to the execution of the work. This requirement includes, but is not limited to, protection of public and employee safety and health; environmental protection; waste reduction and recycling; the protection of natural resources; permits; fees; taxes; and similar subjects. PUBLIC RECORDS: Under Washington state law, the documents (including but not limited to written, printed, graphic, electronic, photographic or voice mail materials and/or transcriptions, recordings or reproductions thereof) submitted in response to this RFQ (the documents ) become a public record upon submission to Metro Parks Tacoma, subject to mandatory disclosure upon request by any person, unless the documents are exempted from public disclosure by a specific provision of law. If Metro Parks receives a request for inspection or copying of any such documents it will promptly notify the person submitting the documents to Metro Parks (by U.S. mail and by fax if the person has provided a fax number) and upon the written request of such person, received by Metro Parks within five (5) days of the mailing of such notice, will postpone disclosure of the documents for a reasonable period of time as permitted by law to enable such person to seek a court order prohibiting or conditioning the release of the documents. Metro Parks Tacoma assumes no contractual obligation to enforce any exemption
