2 LLWR Ltd NDA Head of National Programmes Report to WCSSG Contents Progress against NDA Business Plan Objectives Review of Performance 1. Progress against NDA Business Plan Objectives NDA set the overarching Performance targets for LLWR Ltd. These targets directly support our Business Plan Objectives and are set out in the NDA Annual Business Plan. Progress against the targets is reported on a bi-annual basis on the NDA website. The year end position is reported in the Annual Report and Accounts (ARAC) published on 19th July on the NDA website: and is attached to this report. LLWR made very positive progress against the Business Plan objectives for this Financial Year with strong progress made against key programmes and completion of the Site Perimeter Fence project. One target in the area of Site Decommissioning and Remediation remained at amber status and is in relation to the decommissioning of the historic Plutonium Contaminated Material facilities. This programme continues on the accelerated schedule and has maintained good progress despite some challenges associated with legacy wastes and unavailability of transport packages. The year also saw approval of Planning Permission to 2050 on 15 th July 2016 by Cumbria County Council. This represents many years of work and is a very significant achievement as it provides certainty around the long-term use of the Repository for disposal of Low Level Waste. This is indicative of LLWR s continued positive engagement with key stakeholders, something that NDA recognises and is encouraged by. In addition the Repository Development Programme was approved by NDA Board. The first project in this programme, which will allow the Repository to move towards a full engineered cap providing long term protection over existing waste in Vault 8 over the next 10 years, was also approved. This is also an area of significant Regulatory interest. The NDA continue to incentivise LLWR for outcomes and benefits which are often delivered from medium and long term programmes of work, and from initiatives that drive value for the taxpayer, for example waste treatment services. We recognise that different challenges and changes will occur that may impact the expected delivery, such as funding and requirements of Regulators, however we are committed to work with and support LLWR to achieve the right outcome at all times. The site has remained focussed on performance against the Business Plan targets for this Financial Year along with working on the longer term delivery of the contract and the targets through to 2018, which are a priority in the NDA Business Plan. Consultation concluded on the NDA Business Plan for following which the final Plan was published in March 2017 and can be found at: Page 2 of 4
3 2. Review of Performance Overall LLWR achieved 5 years without a lost time accident. This reflects the continued focus LLWR place on Safety. LLWR maintain a proactive approach to address challenges faced, ensuring minimal impact to the safety and security of the Repository Site. They continue to work closely with the Engineering, Design and Construction Framework (EDCF) contractor to embed an improvement plan, adopting a single team approach and encouraging positive working relationships through the second half of the four year contract. An incident occurred in November where a Low Level Waste road delivery to site from Tradebe Inutec missed the turning to the Repository and collided with a bridge on the B5344 near Seascale. This caused minor damage to the parapet of the bridge, LLWR confirmed there was no radioactive release from the container and no-one was injured. Network rail repaired the damage and the road was reopened a few days later. NDA are pleased to note that LLWR followed all procedures, the incident team managed the response effectively, and good stakeholder management and communication was demonstrated with LLWR actively supporting the local community. The SLC continue to deliver many key programmes, in line with the Business Plan targets including: Continued decommissioning of the PCM facilities. The continuation of security enhancement works (including completion of the Site Security Fence), delivery of waste management services. The national LLW programme and overall asset and infrastructure management (including the Leachate Management System refurbishment). Grouting targets have been met through a better performing Grout Plant after the refurbishments and investments undertaken during last year s outage. The Repository Development Programme has received all required approvals which allows focus on the completion of the final cap to provide long term protection of existing Low Level Waste at the Repository Site in line with regulatory expectations. Safety Since the Perfect Day initiative was launched in April, LLWR have achieved 193 Perfect Days, equating to 53% of total days for 2016/17. This provides a sound platform for further progress during the next financial year. They recognise focus needs to be maintained on conventional safety. Programmes and Projects - The PCM programme has demonstrated excellent progress on decontamination of the magazines this year and progress continues to the accelerated 6 year schedule by realising efficiencies and embedding learning into the forward programme. All Performance Based Incentives have been delivered despite the challenges faced with legacy wastes. This year has also seen evidence of cross-site collaborative working from the PCM programme through the demolition of a legacy building on site providing potential cost savings to other programmes and demonstrating physical progress through change to the skyline. The Security programme has made good progress despite a number of significant challenges faced with unforeseen ground conditions on the site and on 31st October ONR confirmed that the LLWR Security Fence met the required standard, a successful regulatory milestone achievement for LLWR and the Fenceline project is now complete. The Repository Infrastructure Programme continues to ensure that the site has the right facilities and assets to deliver a waste management service. The programme has made significant progress on key areas of Regulatory interest within the year. The Type B Programme has made significant progress this year despite the many challenges faced. The programme to manufacture new Type B transport packages, has produced one Page 3 of 4
4 pair of units with more to follow in FY17/18 and ONR Transport have approved the license for the Novapak container. This programme demonstrates excellent concerted working with local Cumbrian manufacturing firm Bendalls, which has allowed the challenging, schedule to progress at pace. The new packages will be used by a variety of licence holders to ensure the safe and compliant transport of nuclear material. Waste Treatment and Disposal Services The diversion of waste (metals, combustibles and VLLW) continue to be successful with nearly 90% of LLW diverted away from the repository for alternative treatment and use during FY2016/17. LLWR Have demonstrated a positive and pragmatic approach to Special Projects working successfully with other SLCs on topics such as the disposal of Magnox FED LLW, which has the potential to realise significant savings for the tax payer across the NDA Estate. The National Programme continues to lead on behalf of the NDA, the implementation of the UK LLW Strategy and this year, a three yearly review of the LLW Strategy was undertaken and the user friendly output published on the LLWR external website: In Summary - LLWR have had a strong year this year in terms of programme delivery. They are delivering a significant amount of scope whilst actively pursuing efficiencies, retaining a focus on safety, and improving safety culture and performance. NDA have observed excellent examples of collaborative working with contractors through a factory visit to Bendalls Engineering in Carlisle and Site Tours of the Repository Site. LLWR hosted a number of familiarisation visits to senior representatives in NDA this year including NDA Board and Stephen Henwood in his position as Chairman. The NDA look forward to continuing to work closely with the Site Licence Company in the delivery of the key requirements both on the site and for the National Programme for LLW. The present contract with UK Nuclear Waste Management reaches the end of its second term in NDA are currently considering options to ensure the continued safe, secure delivery of existing operations for the Low Level Repository Site. This includes continuation of the arrangements with the current Parent Body Organisation, using the third term option included in the existing contracts. A number of factors are being considered, such as performance within the 2nd Term and how LLWR, like all Site Licence Companies, can contribute to the delivery of NDA s Integrated Waste Management strategy, as described in NDA Strategy III. Summary of Quarter 1 Performance LLWR have now entered the final year of the Second Term Contract. The first quarter of the year has seen a continuation of positive performance on key programmes. The Repository Development Programme is beginning to mobilise and is now in design phase. Some challenges have been experienced on the Type B Programme but the programme maintains quality as a key focus and they continue to work collaboratively with all parties to reach a resolution of any issues. Waste diversion has made a good start to the year. NDA are aware of the mis-consignment of waste events and recognise it is important the facts and drivers for each event are fully understood. This will drive actions and the views of Regulators and NDA. Only then judgements can be made as to best to improve and ensure the risks of further mis-consignments are minimised. 5 NDA Annual Report & Accounts 2016/17 Low Level Waste Repository Ltd National Low Level Waste (LLW) Programme The National Low Level Waste programme is a UK-wide initiative led by the Low Level Waste Repository Ltd to deliver the UK Nuclear Industry Solid Low Level Waste Strategy. Programme objective To champion the adoption of the Waste Hierarchy (prevention, minimisation, re-use, recycling and disposal) across the NDA estate to signifi cantly reduce the costs of dealing with low level waste and to avoid the need for a second UK low level waste repository. Recent progress The waste diversion programme continues to be successful, with nearly 90% of LLW diverted away from the repository for alternative treatment and use during 2016/17. LLWR received planning permission from Cumbria County Council in July 2016 for construction of future disposal capacity and capping of existing facilities. LLWR has also completed upgrades to site security with construction of a new perimeter fence and site entrance facilities. Propose and implement medium-term organisation structure and accommodation strategy. Complete the upgrades to the perimeter fencing. Continuation of information assurance activities and supporting processes.
