1 2016 Iowa VOTING RECORD YOUR LEGISLATORS VOTING RECORD ON SMALL BUSINESS ISSUES 2016 EDITION th General Assembly: Roll call votes by your state legislators on the following key small business issues during the last two sessions of the Iowa General Assembly are listed inside. Although this Voting Record does not reflect all elements considered by a lawmaker when voting, nor does it represent a complete profile of a legislator, it can be a guide in evaluating your legislator s attitudes toward small business. Remember that many issues that affect small businesses did not go to a roll call vote in either the House or Senate. Please thank those legislators who supported small business. 1. Direct Deposit of Employee Wages (HF 286) Permits an employer to require an employee hired on or after July 1, 2005, as a condition of employment, to participate in direct deposit of the employee s wages in a financial institution of the employee s choice unless certain exceptions apply. A yes vote supports 2. Employer Alcohol Policies (HF 308) The bill reduces the minimum blood-alcohol content standard that employers may set when establishing alcohol policies in the workplace to 0.2. A yes vote supports 3. Minimum Wage Increase (SF 269) Increases the hourly minimum wage to $8.75 per hour by July 1, A no vote supports 4. Streamline Sales Tax (HF 621) Iowa is a member of the Streamlined Sales and Use Tax Agreement an effort to administer state sales and use taxes in all participating states according to the same simplified system. A yes vote supports 5. Federal Coupling (HF 2433) Provides a tax cut to thousands of Iowans by aligning Iowa s tax code with many federal tax changes for This coupling helps small businesses, farmers, teachers, college students and more. A yes vote supports 6. Consumables (HF 2433) Exempts consumables from sales tax. This includes supplies and replacement parts used in manufacturing, research and development, data processing, and recycling. A yes vote supports 7. Pregnancy Accommodations (SF 2252) Providing reasonable accommodations for pregnant workers if requested, unless it would cause undue hardship to a business. A no vote supports 8. Wage Theft (SF 270) The Senate passed a bill aimed at preventing unscrupulous Iowa employers from cheating their workers out of their pay. The House declined to take up the measure. The bill was aimed at situations that include nonpayment and underpayment of wages, violations of tipping laws, unauthorized or illegal paycheck deductions, and incorrect classification of employees to avoid paying minimum wage and overtime. A no vote supports 9. Permit for ID for Child Labor (HF 2274) This bill provides that a driver s instruction permit issued under Code section B, subsection 1, can be used as proof that a child is 14 years of age or more for purposes of obtaining a child labor permit from the labor commissioner. A yes vote supports 10. Child Labor Permits (HF 397) Reforms the child labor permitting process by removing schools from signing off on the permit, and puts all permit responsibilities within the Labor Services Division of Iowa Workforce Development. A yes vote supports
