1 Iowa VOTING RECORD YOUR S VOTING RECORD ON SMALL BUSINESS ISSUES 2018 EDITION Roll call votes by your state legislators on key small business issues are listed here. Although this Voting Record does not reflect all elements considered by a lawmaker when voting, nor does it represent a complete profile of a legislator, it is a guide in evaluating your legislators attitudes toward small business. Please thank those legislators who supported small business KEY VOTES 1. PREEMPTION: HF295 The Preemption Bill prevents cities and counties from unilaterally implementing minimum wage increases and other employment mandates that are inconsistent with the rest of the state. 2. WORKERS COMP: HF 518 Workers Comp Reform is legislation that rebalances an employee s need for medical care and replacement income due to injuries on the job with an employer s need for predictable and insurable cost-effective structures to accommodate their employees. 3. PROJECT LABOR AGREEMENTS: SF 438 PLA Reform is legislation eliminating the practice of governmentmandated project labor agreements. These agreements affect all publicly financed construction projects and would typically require that all employees be referred through the union, designate the union as the sole representative of the employees, and require private contractors to contribute to union benefits funds. 4. TORT REFORM: SF 376 Asbestos Reform is legislation that relates to asbestos bankruptcy claims. It requires a plaintiff to disclose claims against other trusts within 90 days and is designed to stop double dipping, which has put small businesses at a disadvantage in the past. 5. COLLECTIVE BARGAINING: HF291 Chapter 20 Reform legislation makes many changes to laws governing collective bargaining for wages, healthcare, and other benefits for public employees. It mostly excludes public safety professionals from the bill. The bill will make government more efficient, streamline many outdated processes, and save taxpayers billions of dollars on overtime. 6. PROPERTY TAX ASSESSMENTS: HF 478 The Property Assessment Appeals Board Bill is legislation that eliminates the sunset on the property assessment appeals board and changes how protests are treated at the local level. The protest portions of this bill were added late in the session due to the outrage by many property owners over large increases in their assessments KEY VOTES 7. TAX REFORM: SF 2417 The Tax Reform bill is a momentous step in changing Iowa s tax climate from one of the least competitive in the nation to potentially one of the most competitive. Here are a few of the highlights for small business: lowers individual income tax rates. Phases in Section 199A (the new, federal qualified business income deduction) from 25 percent in tax year 2019 to 75 percent in Fully couples in 2020 with Section 179 expensing, which is $1 million/$2.5 million and annually indexed. This includes the repeal of likekind exchange (1031) for all but real property. Lowers corporate tax rate beginning in tax year FUTURE READY IOWA: HF 2458 Future Ready Iowa legislation, championed by Gov. Kim Reynolds, will transform how Iowa trains and educates the workforce in Iowa. It creates a registered apprenticeship program, a volunteer mentoring program, a pilot program for at-risk youth, an employer innovation fund, a last dollar scholarship program, and a skilled workforce grant program. 9. DRAM SHOP REFORM: SF 2169 Dram Shop Reform is legislation that will reduce the legal and financial liabilities of bars and restaurants that serve alcohol in their places of business. This legislation will lower the caps an establishment can be held accountable for, create a higher standard for personal responsibility for overconsumption of alcohol, and dramatically lower the cost of insurance for these small businesses.

LEASE PURCHASE AGREEMENT REFORM: HF 2253 Lease Purchase Reform is legislation that will tighten open bidding laws in Iowa to ensure a fair and open process for contractors and protect the taxpayer by having a competitive process for building and construction projects. 11. PRIVATE EMPLOYER ALCOHOL TESTING REFORM: HF 2383 Private Employer Alcohol Testing Reform is legislation that conforms Iowa s testing for alcohol to the federal motor safety carrier guidelines. Iowa currently has a.04 standard, and the federal guideline for transportation is.02. The bill conforms with federal standards. 12. CARD SWIPE FRAUD REFORM: HF 2199 The Card Swipe Fraud legislation strengthens penalties for individuals who use and now possess credit card skimming technologies. Iowa was the most lenient state for credit card skimming fraud.
