The Code is a comprehensive instrument to mainstream gender and development in program planning, implementation, allocation, monitoring, and evaluation in the local government of Davao City. This Code undoubtedly contributed to Davao City winning the 2004 Galing Pook Award, with a special

4 Citation as Most Gender-Responsive LGU, and the 2009 Most VAW-Responsive LGU. Set the standard for Budget reviews and reporting - During 9-year tenure as Chairperson of the Finance Committee of the Sangguniang Panlungsod, set the standards for the conduct of budget hearings, as well as the content and format of Finance committee reports, with the end in view of providing transparency, as well as enabling all Councilors to acquire deeper understanding of the LGU appropriations and revenue sources, resulting in the speedy approval of the annual & supplemental executive budgets. Recommendations were made not only on the allocation of funds but also the conduct of operational audit and streamlining of systems, particularly in the Office of the City Treasurer, as well as recommendations to pass Ordinances aimed at providing regular budget allocations to certain programs such as the salaries of barangay health workers. Delivery of quality basic services to constituents As Councilor of Davao City s 3 rd District, implemented basic services and programs amounting to about P55-million. 80% of these are Electrification programs that provided electricity to 50 barangays (villages) benefitting some 35,000 families, aside from increasing commercial activities in those villages and enhancing the peace and order situation. There are many services wanting in a predominantly rural area, but none more basic as electricity, which not only provide lighting but also have impact on socio-economic conditions and peace & order. Transparent & genuine public service, unblemished record in 25 years While serving Davao City as Councilor for 22 years and Deputy Mayor for 3 years, all transactions and actions were above board, and there have been no complaints of irregularity.
