5 Housing Europe Observatory Research Working Committee Launched in 2004, the Observatory is the research branch of Housing Europe. Key trends in the field of housing and social housing at EU level are identified and analysed in its publications, so that policy work is supported by providing evidence-based proposals. In 2015 Publication The state of housing in the EU The only Pan-European publication bringing together housing trends, statistics, policies, research & case studies.

Energy Efficiency We have made the case that the affordable housing sector is among the leaders in energy efficiency Strategic partnership with Solar Decathlon Europe 2014 in Versailles showcased innovative best practices Communication over our position for the EU 2030 Energy & Climate Objectives ahead of Paris 2015

14 Main policy themes 3. Social Innovation for Housing The ERHIN project showcased the importance of Responsible Housing by producing concrete outcomes: 1. CSR Code of Conduct for housing providers 2. European Declaration signed by housing stakeholders 3. European Responsible Housing Awards (70 examples from 12 countries) The ground is set for the European Responsible Housing Campaign 2015

Housing Finance The issue of sustainable housing finance was introduced at the Housing Ministers meeting in December 2013 in Brussels was among our priorities leading to the joint international conference with Finance Watch that identified the tools needed to lead from bubbles to resilience.

18 We must bring people s daily concerns to policy makers Marc Calon has been elected President of Housing Europe at the General Assembly on July 4th in Versailles, France. If people do not have a degree of certainty about their future, of having a roof over their head, an income, assurance of safety in their neighborhood there is no confidence and no sustainable growth. Current trends of reduced employment stability, evictions and ghettoization in our cities are detrimental for our societal development. We must make the link between people s every day concerns and policy makers at national and EU levels.

21 December 2014 Taskforce Report: The European Commission has heard our voice Report states: shrinking regional and municipal budgets are having a negative impact on urban social services, including the provision of social housing in several Member States. Social housing energy retrofit is included under the heading energy efficiency/energy Union p.46 under illustrative projects Investments supporting retrofitting of social housing to create energy -efficient housing.

22 Feb 2 nd 2015: Reaction & Invitation from European Investment Bank The EIB is confident that the Juncker Plan will be a catalyst for the financing of social housing and associated investment in Community development as a priority investment target provided the relevant eligibility criteria are met.

24 The EU Energy Union European Commission Vice-President Maroš Šefčovič announced on Feb. 25 the Energy Union Framework Strategy Why is it important? 25 The EU needs a citizen-oriented Energy Union The housing sector holds the key to a fair energy transition buildings not only account for 40% of the overall energy consumption in Europe but, with the right incentive and policy framework, also hold the key to a fair energy transition A successful Energy Union requires the trust of citizens Empowering and involving citizen-consumers and communities will be key to unlocking the full potential of every green energy transition strategy. (EKYL demonstrated in its work how important trust of citizens is!) What can the EU do? 1. positive long-term European and national incentives and regulation 2. Funding to further boost refurbishments (20% of ERDF to low-carbon economy AND a share of the Juncker Plan) From our Press Release issued on Feb. 25

26 A win-win mix Better quality of life and savings on energy bills is already a reality in many EU countries that can be used as best practices and guidelines Extensive monitoring (HIVE online energy consumption tracker) of 13 case studies in Bulgaria, Estonia and Italy over the last 3 years has proven the added value of a bottom up approach in order to achieve the expected results in terms of energy savings, costs, behavioral change and - last but not least - indoor comfort No space for one fits all solution but the potential within any given geographical and societal context should be examined This is the focus of Power House Europe initiative where EKYL is an active member of the Cooperative and Divided Ownership taskforce

Citizen s empowerment Fair, clear and secure decentralised access to the grid Not just smart meters but a wide range of activities, including proper training 2. Financing of Energy Efficiency First European Structural & Investment Funds as well as European Fund for Strategic Investments should be channelled towards both renovation and new construction. Protection of vulnerable consumers should be a priority 3. Energy Market Integration 4. Enabling existing EU legislation
