1 STATEWIDE RISK ASSESSMENT AND GAP ANALYSIS
2 BACKGROUND : DEM began working on a project to develop a statewide comprehensive risk assessment and vulnerability analysis, coinciding with a new federal requirement (but no guidance) for states to complete and submit an annual THIRA. DEM cancelled project once FEMA THIRA guidance was released; THIRA requirements were not as extensive as projected. In looking at the THIRA and its requirements at the time, it was determined that it was not beneficial in assisting with determining how best to direct resources (including funding) in an era where homeland security funding is dwindling. Domestic Security Oversight Council (DSOC) leadership recommended that the original Statewide Risk Assessment project move forward, with DEM as lead.
3 PROCESS DEM solicited a single representative from the Fire, Law Enforcement (Prevention), Law Enforcement (Response), Emergency Management, Health, Interoperable Communications, Critical Infrastructure, Campus Security, and Agriculture funding committees to serve on a project working group. Those in the working group have been the discipline-specific POCs for this project. This group assisted in fine-tuning the scope of work and ensuring that all of the critical areas and factors for assessment and analysis were addressed.
4 PROCESS (CONTINUED) Additionally, this group had the responsibility of ensuring that their discipline-specific subject matter experts were available if needed. DEM sought quotes through the State Term Contract. Ernst & Young (EY) was the contractor selected for the project. Their task was to develop an independent assessment of capabilities
5 THE PROJECT Divided into 3 phases Literary Review Methodology Development and Test/Pilot Assessment Risk Assessment and Gap Analysis for each region along with a statewide assessment based on the aggregated information from the regional assessments
6 THE PROJECT PHASE 1 Phase 1 Literary Review The contractor reviewed thousands of pages of documents in order to develop a methodology and courses of action for the remainder of the project. Documents reviewed included comprehensive emergency management plans, mitigation plans, domestic security strategies, hazmat protocols, medical protocols, and other relevant documentation provided by the project working group.
7 THE PROJECT PHASE 2 Phase 2 Methodology Development and Pilot Assessment Based on the literature review, the contractor developed a methodology for analyzing and determining gaps in resources and capabilities. The methodology was tested initially in Region 4 (West Central Florida) during the week of March 30. This pilot assessment allowed EY to evaluate the efficacy of the process and adjust as necessary prior to conducting the remaining assessments. This assessment involved interviews with regional discipline-specific subject matter experts, including county EMs, local LE, fire, campus security, critical infrastructure, Ag, hazmat, and health personnel. Such interviews also occurred at the state level.
8 THE PROJECT PHASE 3 Phase 3 Risk Assessment & Gap Analysis Remaining regional assessments and interviews were conducted between the latter half of May and mid-june. A statewide assessment was developed based on the aggregated regional information. The risk assessment will determine the capabilities and gaps of each region. These results will be used as a reference to guide resource decisions, requests, and future funding allocations. EY did not make recommendations based on the results of the risk assessment; they only conducted the risk assessment and produced the results.

Information contained in the assessment may be exempt from public records disclosure under F.S. The Risk Assessment & Gap Analysis document can be accessed ONLY through either the DEM Sharepoint or the Domestic Security (FDLE) Sharepoint. We will not be distributing via .
