2 3. Approval of Minutes A motion was made and seconded to approve the minutes from the September 23, 2013 meeting of the CCP. Ochs: Aye Pozzi: Aye Ravitch: Aye Schwedhelm: Aye Freitas: Aye Minutes approved. 4. Smart Justice - discussion with Attorney General s Office Linda Denly: Lead on a project attorney general announced last month. DOJ was not part of original launch of AB 109, not a part of any funding or communication conversation about AB109. However, after enactment, CDCR coordinated a meeting re data base, and compiling info on offenders when leave CDCR and report to a county. Three Directives: 1) Need a Statewide solution that gathered all data, in one source - provide it across each and every County and across jurisdictions; 2) No money, so no one wanted to pay for anything; 3) Need today. DOJ created Executive Team - engage with Public Safety partners, for probation perspective, from a law enforcement perspective, courts. Probation and Law Enforcement First phase. Probation submit information State data base for all probationers. Then, integrate with the State system. Start with Offender Profile taking data from all DOJ systems Goal is, when officer enters CII no. or name or DOB that officer will retrieve info in one clean sweep. Critical info is pulled from all the systems allows to share across the State- all info in one query. DOJ picking up tab. Objective: target date to have State integrated - July 1, Chief Ochs: Points addressed: How complete we are with SRF. Also, CPOC rep, mentioned small cost on a yearly basis for Smart Justice. Per Linda Denly, costs associated if systems need to be integrated, or made mobile, etc. Status of Readiness Mode: Charlie Klipp Information Systems Manager, Probation: Supervised Release File - full readiness mode in about 1 ½ weeks. Background: 3 phases 1) Create and begin using new SRF transactions for PRCS and Mandatory Supervision. Started using new transactions about 1 ½ weeks ago. 2) For all PRCS and Mandatory Supervision SRF s that were entered using the Formal Probation transaction, delete the currently existing SRF and reenter using the new PRCS or Mandatory Supervision transaction. Expect to complete in about 1 ½ weeks. 3) Hide the SRF s entered by CDCR for PRCS Offenders who have completed PRCS Supervision and for active PRCS offenders for whom Sonoma County Probation has entered an SRF. Provided

3 DOJ with a list of all PRCS offenders who completed PRCS. DOJ hid the CDCR-entered SRF s. Completed last week. DOJ implemented procedures to automatically hide the SRF that CDCR entered SRF upon receiving a PRCS SRF from the County. As we re-enter PRCS SRF s using the new PRCS transaction, the CDCR-entered SRF will be hidden automatically. Expect to complete re-entering PRCS SRF s within the next 1 ½ weeks. 5. Data evaluation subcommittee recommendations on outcome reporting Rob Halverson, Research and Program Manager, Probation; Co-Chair - Kim Gilmore. Rob Halverson gave a preview of three decision items that will be brought to the CCP Executive Committee soon, hopefully at the next meeting: 1. System logic model. Individual program logic models were developed through collaboration with each funded agency. These map to a system-level logic model, which describes resources invested, activities to be performed, and short-term, intermediate and long-term outcomes expected. This forms the foundation for an evaluation of what AB 109 funds are accomplishing in Sonoma County. The subcommittee will present the logic model to the Executive Committee for input/approval. Per input from attendees, bail will be added as a pre-trial release option on the model, and a correction will be made to correctly show that all three areas of emphasis (offender behavior & stability, offender accountability, and victim advocacy) work together to prevent victimization. 2. Recidivism definition and measures. The subcommittee is making progress on a definition and set of measures to use in reporting recidivism for the AB 109 population (which can also be applied to other populations). The proposed definition and measures will be presented to the Executive Committee for input/approval. 3. Funding request for evaluation services. After an assessment of what would be involved in generating an AB 109 outcome report, the subcommittee members agree that hiring an outside evaluator would be the most effective approach in evaluating and reporting how well AB 109 activities are performing and the outcomes achieved. The subcommittee will present a funding request to the Executive Committee for input/approval. 6. Sheriff s request for additional funds for housing Count high for some time. Sheriff Freitas indicated a unit had to be opened. Last Budget set aside monies for contingency for a jail unit. This budget-no money set aside. There is contingency money, but none dedicated for anything specific. Request money from CCP to fund the unit that had been open - carve away some contingency money until end of this budget cycle. Count is 1165, steadily increasing. Concern: Holidays usually dip in population. Unsure if 1170 Population is going to affect that dip. Total Realignment Inmates: 224 (at least 2 units). Have already spent money and would like to get that back. Questions: How much? End of fiscal year? Or lump sum of money for 6 months, then request additional funds? Chief Ochs: Previously Sheriff provided a projection for how long the unit would need to be kept open; is there a projection now? Sheriff: Not sure. Population last year: 1062; this weekend:

4 1192. For remainder of FY, Cost about $92,715 month, so $800, through the end of the fiscal year. Budget discussion will follow re: funding for following fiscal year. Discussion: This year s contingency have over 2.4 million. Anticipate $830-$840k approximate cost for remainder of FY. Medical costs: won t change. Proposal to set aside $850,000 from contingency available to Sheriff to draw down as needed to keep other unit open. Motion for approval. BOS approval of SB 1022 application Jennifer Murray Presented on the recent BOS approval to apply for state funding for a new Justice Facility. This body provided some funding for application assistance. Proposal: 80 Minimum Security Beds and 80 Bed Community Corrections Center one building. Funding by AB900 money and SB1022. Combined - approximately 67 million. Some BOS comments about the kitchen, however, most concern on how to fund the operational components. Goal: Occupy in summer There will be time to plan, consider actual operational costs, and plan for funding. BOS voted 5-0 to move ahead with application, with understanding there are opportunities ahead to change our minds. 8. Pretrial update Jim Robertson reported on operational meetings. Finalizing flow chart then focus on integration of technology into this operation. How information will be shared, collected and developed into a reporting structure. Risk Assessment Tool Mike and Jim completed report on the methodology used, the collection of the information, how data evaluated, how the scores were produced. Completed report forwarded to Chief Ochs for review. January still target date for implementation. Chief Ochs: Attended the Bench Bar Retreat - Private Bar was interested in underlying makeup of the SPRAT. In the near future, we ll ask Mike Jones to conduct a presentation on origin and creation of that document, provide MCLE credit for attorneys, 9. Future meetings November 4 th and December 16 th. 10. Public comment on items not on the agenda

5 John Storm: Of 1065 inmates currently have in-house, how many sentenced offenders serving greater than a year. Randall Walker: 1170h would have gone to prison, that s 196. Sheriff Freitas: Is the question, serving a year? Some stay in County jail more than a year when they are waiting for trial, or are you asking about just the ones that are sentenced for more than a year? Storm: Sentenced. Chief Ochs: Are you interested in those who were sentenced to jail, specifically, who before 109 would have gone to prison? Storm: Yes, if that data is available. Chief Ochs: That would be the 1170h Population, which I believe is about 194. Meeting came to a close at 3:48 pm.
