EG , dated August 1, 212, fro the Water Planning Engineer, regarding on-revenue Water (RW) progras, be received; and 2. THAT Report o. EG be forwarded to the Abbotsford Mission Water and Sewer Coission (AMWSC) for inforation. BACKGROUD Report o. WSC requested the City of Abbotsford and the District of Mission report back to the AMWSC on future initiatives to address non-revenue water (RW). RW is water that is consued but not billed. Soe of the sources of RW include hydrant flushing, fire fighting, water theft, leakage and non-etered flow. Soe RW is expected in any water supply syste and levels of 1% to 15% of the total supply are considered noral. Current data indicates the percentage of RW in the Abbotsford distribution syste is approxiately 18% of the average daily deand and Mission's RW rate is about 17%. It is proposed that an initial goal of a 2% reduction be set to bring Abbotsford's RW within the norally accepted range. Once this is achieved, further reductions will be sought. DISCUSSIO The ain sources of RW are hydrant flushing, fire fighting, non-etered use related to hydrant use perits and waterain leaks. Soe water theft does occur but it is relatively low at this tie. Hydrant Flushing and Fire Fighting Hydrant flushing and water used for fire fighting are necessary uses of water and we cannot control the aount used for these purposes. Although it is difficult to eter water during these events, we ay be able to develop progras to estiate the consuption for reporting and tracking purposes. on-etered Water Use A ajor source of non-etered water use is hydrant use perits. These perits are issued for a variety of reasons such as road or utilities construction and filling sweeper or flush trucks. When a perit is issued, a hydrant adapter is connected to the hydrant then the applicant connects a fire hose to the adapter and uses the water for the intended purposes. Hydrant adapters are not etered.

2 Report o. EG Page 2 of 5 The City installed bulk water filling stations, siilar to a card-lock fuelling syste, at two well sites. Custoers enter a code and draw water fro the filling station. The aount of flow is recorded and the custoer is billed for the water. More of these bulk water filling stations were planned but due to budgetary constraints were cut fro the 212 and subsequent budgets. Leaking Waterains The City's water distribution syste currently includes approxiately 117 kiloetres of asbestos ceent (AC) waterain. This pipe aterial was coonly used by any utilities until the early 197's, when it was found that the service life was uch shorter than anticipated. Most of the AC waterain in Abbotsford's syste was installed in the 195's and 196's and will reach the end of its expected service life within the next 15 years. A graph showing the aount of waterain due for replaceent in each year is shown in Attachent A. The current annual replaceent budget of $2.5 illion, will result in a backlog of approxiately $5 illion of inventory that has reached or exceeded its projected end of service life in 217. See additional details in Attachent B. In the short ter, it is likely this shortfall of replaceent funding will result in increased RW as well as increased nubers of waterain breaks resulting in property daage and overtie callouts. Once the AC inventory is replaced, RW attributed to waterain leakage should drop significantly. Abbotsford staff developed a non-destructive test that can ore accurately deterine the reaining life in AC waterains. Expansion of this progra to ore accurately assess the condition of pipes in different areas would enable staff to better optiie the replaceent progra and prioritie pipe replaceent. This would reduce the RW increase in the short ter and assist in optiiing the replaceent scheduling. Acoustic leak detection devices could be used in conjunction with the new AMI etering syste to "listen" for leaks in the pipe network. A liited nuber of these devices would be used to onitor critical or suspect areas. This syste should be used in conjunction with the non-destructive testing to ensure we axiie the service life of the existing infrastructure and detect leaks before we have catastrophic failures. Budgets for condition assessent and leak detection will be subitted in the 213 progra. Water Theft Water theft fro sources such as unauthoried use of hydrants or illegal service connections is difficult to catch and quantify. The only way we find these is through chance. The one type of theft we can detect is tapering with eters. The new AMI syste can detect cut cables, reoval of reg isters and eters that are reoved and installed backwards (reverse flow). Changes to the Water Rates & Regulations Bylaw are being brought forward that will have ore severe fines for these offences and will act as a deterrent. AALYSIS Soe of the sources of RW are necessary uses of water and cannot be discontinued; however we can iprove the tracking and estiation of water used for soe of these activities. Staff will work interdepartentally to ake this a priority. on-etere?d usage could be significantly reduced if the bulk water filling station progra is reinstated. The estiated cost per station is about $3, and we will need about four ore stations. Staff will include this progra in the 213 budget subission.

3 Report o. EG Page 3 of 5 Aging AC waterains will be a significant contributor to RW until they are replaced. Expansion of the condition assessent progra, ipleentation of acoustic leak detection and careful scheduling of replaceent progras will help optiie the service life of the AC waterains and reduce the ipact on RW. However, the backlog of end of life ains is too large to be copletely itigated. At this stage the best possible solution is to iniie the ipact using the progras available and increase the annual replaceent budget to deal with the backlog of end of life pipe. FIACIAL PLA IMPLICATIO The asset replaceent progra has a significant ipact on the City's financial plan. Adequate revenue will be required to fund the replaceent of aging water infrastructure. Existing reserves are not adequate to fund replaceent of the aging inventory; therefore future water rates will need to be evaluated to ensure they bring in enough revenue to eet funding requireents. Failing to adequately address replaceent needs will cause additional eergency and water loss costs in the future. STRATEGIC DIRECTIOS Key initiatives of the Strategic Plan include: Public health and safety; and Asset Manageent Strategy. COMMUICATIO PLA o counication plan is required. SUMMARY To address RW, it will be necessary to reduce water lost to leakage and non-etered use of water. Maintenance and fire fighting uses are necessary and cannot be reduced, though the volue used could be tracked ore accurately. Addressing this will require dealing with a significant aount of waterain that is at or near the end of its service life. Expanded condition assessent, leak detection and optiied replaceent scheduling could iniie the ipact on RW but the inventory requires adequate funding for coplete replaceent within the next 2 years. 5 Report o. EG Page 5 of 5 ATTACHMET B Initial review of the AC inventory predicted a large backlog of pipe to be replaced by the end of 216. To address this anticipated backlog, an annual replaceent budget of $5 illion was ipleented in 21. This aount would have been required until 216, then an annual budget of approxiately $2.5 illion would have been required until the projected progra copletion in 227. However this annual budget was cut to $2.5 illion in 211 to eet budget constraints. Asset anageent staff perfored an updated analysis of the existing AC pipe inventory and copiled a report in 211. This analysis took into account AC replaceent perfored in 21 and 211 and recalculated the backlog and annual value of pipe to be replaced. The current backlog of ains to be replaced is nearly $13.5 illion. More than half of the $4 illion AC pipe inventory is due for replaceent by the end of 217. A graph showing the updated aount of waterain due for replaceent in each year is shown in Attachent A. An ongoing replaceent progra will be required to address replaceent of the reaining AC inventory. At current progra levels, replaceent of the AC pipe network will not be copleted until at least 232. It will take about 2 years to reduce the City's RW by 2%. Increasing the AC replaceent progra to required levels will be proposed as part of the 213 budget process. Funding for non destructive testing and acoustic leak detection will also be included in the 213 budget process. By the tie replaceent of the AC pipe is copleted, it will be necessary to start scheduling replaceent of soe of the older ductile and cast iron pipe.
