4 FM for HITECH, E&E & MMIS We must know the amount of HITECH, E&E & MMIS funding awarded to each state by Federal Fiscal Year (FFY). We must know the amount of HITECH, E&E & MMIS funding expended by each state by FFY. 4

5 FM for HITECH HIT funds are by FFY and do not rollover. HIT Implementation grants are finalized for each fiscal year. Use the IAPD template located at Budget by FFY (10/1 to 9/30) we will approve up to 2 FFY- however, an annual update is still required 5

6 HIT IAPD Expiration Dates Example for 9/30/14 September: IAPD expires 9/30/14 August: CMS-37 due 8/15/14 for FFQ1 June 15- must submit IAPD-Update Recommend submitting in April or May- 36 states are expiring on 9/30/14. 6

7 Efficient and Effective FM- What s New? E&E APD template is still going through clearance. This will be required for all E&E APD submissions once approved. (HITECH already uses an approved APD template.) We are using an E&E approval letter template. We are currently creating a MMIS approval letter template. Stay tuned! All APD approval letters, HITECH, E&E, and MMIS, will contain the Medicaid Detailed Budget Tables. This includes line item reporting. (continued on next page) 7

8 Efficient and Effective FM- What s New? Medicaid Budget and Expenditure System (MBES) will be set up by FFY, not by APD or project for E&E lines 28A & B. CMS will work with each state/territory to make corrections to E&E line item reporting errors. For example, 50% Federal Financial Participation (FFP) should not be reported on E&E lines 28A & B, and past E&E expenditures should not be reported on MMIS lines or HIT lines. CMS will work with each state/territory to make sure all expenditures are reported timely. 8

12 Efficient and Effective FM Rules and Guidelines Each APD and approval letter must be by FFY, October 1- September 30. Approvals can be for multiple years but it must be broken out by FFY. For example, funds can be approved for FFY14 and FFY15; however, approved funds for FFY14 must be expended in FFY14 and cannot be expended in FFY15 unless approved. If approved funding does not get expended within the anticipated FFY but is needed in the following FFY, then the state/territory must request that in their APD update. Annual APD updates are still required with multiple year approval. (continued on next page) 12

13 Efficient and Effective FM Rules and Guidelines Each approval letter replaces all previous approval letters for the same FFY. This means that all approved funding for that FFY will be included in the most current Medicaid Detailed Budget Table (MDBT). Each approval letter must include the line items for reporting in MBES. The approval letters will contain the MDBT. APDs must be submitted timely. A minimum of 60 days must be given for CMS review. Please note, if CMS issues a Request for Additional Information (RAI) then it may take longer than 60 days, depending on the state s response time. States/territories must report expenditures timely and on the correct line item in MBES. 13
