1 COUNCIL AGENDA: 05/02/17 ITEM: CITY OF SAN JOSE CAPITAL OF SILICON VALLEY TO: HONORABLE MAYOR AND CITY COUNCIL SUBJECT: 8354-CAST IRON REPLACEMENT FY PACKAGE II Memorandum FROM: Barry Ng DATE: April 10, 2017 Approved Date (7 RECOMMENDATION COUNCIL DISTRICT: 3,5 Report on bids and award of contract for the 8354-Cast Iron Replacement FY Package II to the low bidder, Casey Construction, Inc., in the amount of $2,006,551 and approve a contingency in the amount of $200,655. OUTCOME Award of the construction contract to Casey Construction, Inc., will enable the 8354-Cast Iron Replacement FY Package II Project to proceed. Approval of a ten percent contingency will provide funding for any unanticipated work necessary for the proper completion or construction of the project. BACKGROUND The Department of Public Works has developed a Cast Iron Pipe (CIP) Replacement Program to address unlined cast iron sewer mains that have corroded significantly since their installation in the late 1950s. The Cast Iron Replacement FY Package II project is part of this program and will consist of the removal of existing corroded CIP and subsequent replacement with epoxy lined ductile iron pipe (DIP). This project will remove approximately 6,000 linear feet of 6-inch CIP sanitary sewer main and replace it with new 6-inch DIP, and remove and replace 45 existing sanitary sewer manholes. This project will utilize open-cut trenching methods for the removal and replacement of the existing pipelines. Construction is scheduled to begin in July 2017 with substantial completion in December ANALYSIS Bids for this project were opened on March 9, 2017, with the following results: Variance Over/(Under) Contractor Bid Amount Amount Percent Casey Construction, Inc. (Emerald Hills, CA) Cratus, Inc. (San Francisco, CA) $2,006,551 ($23,289) (1.15%) $2,021,735 ($8,105) (0.40%) Engineer's Estimate $2,029,840 Ranger Pipelines, Inc. (San Francisco, CA) JMB Construction, Inc. (South San Francisco, CA) Pacific Underground Construction, Inc. (San Jose, CA) $2,069,015 $39, % $2,175,470 $145, % $2,342,825 $312, % There were a total of 5 bids submitted that varied from 1.15 percent under to percent over the Engineer's Estimate. The low bid submitted by Casey Construction was 1.15 percent below the Engineer's Estimate. Staff considers the low bid submitted for this project acceptable for the work involved and recommends award of contract to Casey Construction. Casey Construction, Inc., has successfully completed a number of miscellaneous sanitary sewer projects with the City in the past and is currently working on a similar cast iron replacement project for the City entitled: 8303-Cast Iron Replacement FY Package I. Council Policy provides for a standard contingency of ten percent on public works projects involving utilities, storm drains or sanitary sewers. The standard contingency is appropriate for this project.

PUBLIC OUTREACH To solicit contractors, this project was listed on Bid Sync and advertised in the San Jose Post Record. Bid packages for all Department of Public Works construction projects were provided to various contractor organizations and builders' exchanges. This memorandum will be posted on the City's website for the May 2, 2017, Council agenda. COORDINATION This project and memorandum have been coordinated with the Departments of Planning, Building and Code Enforcement, the Department of Transportation, the City Attorney's Office, and the City Manager's Budget Office. COMMISSION RECOMMENDATION/INPUT No commission recommendation or input is associated with this action. FISCAL/POLICY ALIGNMENT This project is consistent with the City Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy. COST SUMMARY/IMPLICATIONS 1. COST ELEMENTS OF CONTRACT: Mobilization, Permits, and Traffic Control $96,525 Pipeline Removal and Installation $1,651,426 Manhole Construction/Rehabilitation $258,600 TOTAL AGREEMENT/CONTRACT AMOUNT $2,006, SOURCE OF FUNDING: Sewer Service and Use Charge Capital Improvement Fund. 4. OPERATING COSTS: The proposed operating and maintenance costs of this project have been reviewed and it has been determined that the project will have no significant adverse impact on the Sewer Service and use Charge Fund and General Fund operating budgets.
