10 PARTICIPATORY DEMOCRACY IN COTACACHI In 1996, Mr. Auki Tituaña a Males, an economist, was elected as the first indigenous mayor (kichwa( people). Reelected in 2000 and 2004, he has promoted an innovative process for democratic and participatory municipal management based on: Organization of the citizenry Comprehensive development planning Transparency, accountability Combating corruption, and Community self-management Meeting of actors and organized sectors
