He recently supported one of the French regions in their franchise negotiations with SNCF. But during all that period he has been mainly involved all over the world in railways projects, on behalf of different international institutions( World Bank, IMF, European institutions...). As an railway expert, he has been selected by the EU TAIEX Directorate to disseminate the basic principles and ''acquis'' of the EU transport policy and was requested to hold seminars on the EU new rail policy in Bucharest, Riga and Prague between 2003 and Meanwhile he also took part in the restructuring projects of 7/5/2012 1
2 Greek railways in 2006 and 2007, project funded by the EU Commission. As an international railway expert he has been involved in institutional, legal, organisational and financial projects, in different European countries Portugal, Italy, Greece, Ukraine, Latvia. As a railway expert, he has been appointed associated professor between 2000 and 2009 at the French University of Cergy Pontoise, and during that period, he wrote three specific books on world geostrategic strategies published in 2009 and 2011 by the French publisher ''L'Harmattan'', specialised in international political and economic issues. His last book, focusing on the present economic European issues, dates back to July 2011.His works can be found on the Google network. as Booz Allen Hamilton, London, UK, Senior Associate Legal and economic adviser of the restructuring of ZTP in Serbia Mr. Estival was involved in the company restructuring of ZTP Belgrade. ZTP is the corporate entity responsible for railways operations and the railway system within the Republic of Serbia. He was specifically involved in the reorganisation process, labour restructuring plan and the human resources development plan. Supported the negotiations for a French region Mr. Estival supported one of the French regions in their negotiations with SCNCF on the train service provisions. In this role he advised on the various aspects related to franchising such as: required service levels, cost allocation, rolling stock requirements, performance payment regimes, etc. General Directorate of SNCF, Paris, France. July August 2002, Head of the Department of European Affairs and Charging Systems Implementation of the European directives - Implementation of the European directives and creation of the first charging system of SNCF covering 14,000 trains a day, responsible for the future level of access charges, the determination of revenue requirement and the technical implementation of the system. Mr. Estival participated in the project regarding the separation of the railways assets between the Infrastructure Manager in France and the historical French operator SNCF: evaluation of the assets and liabilities for both actors and definition of new financial relationships between both bodies. Participation in all the working groups regarding these matters at the national and European level (CER and UIC) and more specifically participation in the creation of the French legislation processes regarding access charges, and path allocation. Participation in the European projects: the so-called Péage I, Péage II and Péage III projects Participation in the European working groups regarding external costs (IWW project; UNITE project) and elaboration of a a new methodology for infrastructure marginal costs in France Participation in the European working groups regarding European corridors: creation of a specific organisation of an international corridor (North/ South) and of the one stop shop concept Participation in the preparation of the liberalisation Financial Strategy and Projects Department Financial Direction SNCF, Paris, France. 3 Leading several projects - Mr Estival was in charge of the Management Information System for the Financial Direction of SNCF (190,000 agents; 30,000 km lines; 35 billions of tonkm for freight traffic; 62 billion passenger km for passenger traffic). In his capacity, he had to lead all the groups working towards improving the SNCF financial organisation and on replanning SNCF activities. He led major financial applications, among them: Legal and institutional issues at the top level of the company as well as the regional level Reorganisation of station cashiers Setting up of an automatic payment system in association with banks for payments to suppliers and for a comprehensive automatic ordering system Remote payments Remote bank transfers And more particularly reorganization of the finance management of SNCF Mr. Estival was appointed in 1991 as Project Manager for the Osiris Project ( ). The aim of the project was to adapt (for the first time in the world) the US airline reservation and pricing software to the needs of a big European railroad company and to introduce the first yield management system in the pricing policy of the railways. Within this project, he was in charge of the integrated financial aspects of the new software along with a consortium of international banks and Master card and Visa international networks. He was subsequently appointed Project Manager for the Nefertiti Project ( ) to set up an automatic passenger-related cash flow system based on a custom tailored software program and the remote collection of data. For the preparation of the Business Plan of SNCF (GARP Project), he was appointed in 1995 as the representative of the Financial Direction in charge of improving company flexibility in all its various aspects and to insert proposals into the company Business Plan. During this period, between 1992 and 1993 (a part- time responsibility) he was appointed by the Financial Director of the Company responsible for the institutional, financial and economic aspects of the Ukrainian mission in KIEV, whose objectives was to reshape the whole network after the collapse of the Communist regime and to introduce new management rules in order to enforce a new management responsibility, particularly a new market-orientated strategy, a businessunit approach, a new accounting system and new financial concepts. During the entire project he had intense contacts with the General Direction of the Ukrainian railways and with senior executives of the Ministry of Transport in Kiev, in charge of the national railways policy. On a part-time basis, he was appointed in Barcelona, in 1989, under the responsibility of SYSTRA, as a responsible for the organisation study of the future operator Catalan railways for the future high-speed line Barcelona-French border, which enabled him to have permanent contacts with the regional Catalan public authorities ( ). Within the project he was responsible for designing and installing an accounting and management control system Financial Strategy and Projects Department Financial Direction SNCF, Paris, France. October 1989 June 1995, regional division planning, management control and accounting unit Paris Leading a management control and accounting unit - Mr. Estival was in charge of regional legal, economic, and budgetary issues and of managing contracts for the regional passenger railways. He acquired during that period an in-depth knowledge of railway legal 7/5/2012 3
4 and institutional issues particularly in relation with regional authorities, railways costs, calculation of commercial margins and railways investment profitability, in a major region of SNCF, consisting of more than 10,000 agents. He prepared the Region s project business plans and new business appraisals as well as the institutional relations with regional authorities. Therefore he was also involved in the preparation of all the conventions and contracts in all the fields of the railway regional life, with all their legal, financial and economic aspects as well as in the regional procurement policy. He brought a deep awareness and understanding of the financial aspects of the Human Resources policy; its dramatic impact on railway costs and was involved in the first redundancy schemes of the Region. His permanent participation in the regional conventional procedures for passenger traffic gave him an in depth experiences both in legal and accounting aspects of regional passenger traffic. During that time, he set up the first inter-regional data exchange network. He also led a team in charge of performing organization studies, of restructuring 25 SNCF regions and of establishing a first regional computerization plan. Because of his experience in railways financial problems he was appointed by UIC to preside over two important international working groups: A working group analysing and explaining the increase of railways historical debts in 15 European countries (the so-called Project The Burden of Railways Debts ) This indepth report with a catalogue of recommendations was handed over to the European Commission and has inspired the objectives of the European directive 91/440 A working group involving all major European railroads for the harmonisation throughout Europe of the methodologies related to the calculation of marginal costs in the railway freight sector in order to set up a sensitive international freight pricing policy for the first time in Europe ( on a part-time basis). Previously, Mr. Estival took part, in two more UIC high-level working groups: A benchmarking study about productivity in European railways compared to American railroads (1985 on a part-time basis): reactions to the publication of a report called The Railways problem Clarification of public subsidies to European railways ( ) in which he dealt with the financing mechanisms of PSOs throughout Europe, the funding mechanisms of railways investments and the normalisation procedures of railway operating accounts. Because of his financial and economic abilities, he took part in several international SYSTRA missions in the world and more particularly: In Algeria (Algiers: mid 1989, on a part-time basis): the aim of the mission was to define a new investment planning procedure for the Algerian railways: the mission had to be interrupted because of the civil war. In Portugal (1987-February 1989, on a part-time basis): in this mission, Mr Estival was responsible for a reorganization study of the Portuguese railways (CP) financial system and definition of a new budgetary policy and a new costing methodology in accordance with the new railway strategic options Budget Direction of SNCF, Paris, France. 5 The first short-term pricing forecast model that SNCF had to implement just after the worldwide crude oil crisis ( ) Designing and implementing the first railway energy-saving budget as part of a program developed by SNCF in conjunction with the National Agency for Energy Savings. Computerizing the company budgetary procedures. Reorganizing budgetary procedures in order to set up an internal contractual relation between production and costing units. Reorganizing the financial relationships between the State and SNCF During all this time, he was assigned: For 1 month, to the British Rail s Financial Direction (1981) in order to study BR s financial system and more particularly its organization into Profit and Cost Centers and the notion of prime user and of single user in the British railway playing field. For 6 months, to the Financial Direction of the German National Railways in Frankfurt in 1980 ( Finanz Bereich ) in order to study the German financial organization and the system of public subsidies to the German railways.
