2 Introduction The Ministry of Finance derives its mandate from the Constitution of Somaliland, which provides for proper budgetary and expenditure management of the government financial resources. Some of its key functions are: Formulating financial and economic policies. Developing and maintaining fiscal policies Facilitating socio-economic development. Managing public investment Managing revenues, expenditures and government borrowing. Coordinating government ministries/departments in the preparation of the annual national budget 2

12 12 Tax Exemption items In 2015 To encourage the environment protection, the cooking equipment, like cooking gas stoves should be text exempted, in which 2014 budget exempted the for the cooking gas. Farm equipment and the fertilizers should be tax exempted. The fertilizers can increase the agriculture production. In 2014 the all imported farm tractors were tax exempted. The agriculture production should be increased so that we can cover 20% of the food consumption. In order to encourage the usage of Solar and wind energy, the tax for the Wind and Solar equipment should be exempted. Imported Roads construction bulldozers should be tax exempted The Ambulance and the firefighters vehicles should be tax exempted, if they are used for other purposes the tax will be charged.
