2 Conference Summary The tide is turning and instruments to create new green enterprises in recycling waste are emerging due a mixture of instruments such as the Environmental Protection Agency s Guidance to Landfills on Pre-treatment & Residual Waste Management, the draft food waste regulations, the review of waste policy in Ireland and the development of the independently managed Cré Compost Quality Assurance Scheme. No one single instrument is going to develop our sector but rather a mixture of instruments reinforcing each other is needed to develop the composting and anaerobic digestion sector. With these new emerging instruments in mind, InterTradeIreland recently published a market report on the composting and anaerobic digestion sector. The report shows the issues and challenges in the sectors, but also the opportunities to develop cross-border trading of compost and technologies. The report highlights that if every household and business on the island were provided with a brown bin, up to 1.5 to 2 million tonnes of organic waste could be diverted from landfill and approximately 12,000 jobs could be created. This will help to stimulate a greener economy by creating skilled jobs in construction, collection, reprocessing marketing and distribution - and bring significant environmental benefits. This conference will be discussing how waste management policy is changing in Ireland and the impacts of these changes. The Cré Annual Conference, now in its ninth year, is Ireland s premier organic waste management conference. This year the remit of the conference has been expanded to be an overall waste management conference, discussing all the recent changes which impact the entire waste industry. Organised by the Cré Public Relations Committee each year, last year s conference was attended by over 170 waste management professionals, environmental managers, policy-makers and senior business professionals. She has been a member of Dail Eireann since She was opposition spokesperson on Educational Reform between 1995 and She served as a chairperson of the Oireachtas Joint Committee on the Irish Language between 1993 and 1995 and was a member of the British-Irish Parliamentary Body between 1991 and Ms. Coughlan served as a member of County Donegal County Council between 1986 and 2001 and as a member of the North Western Health Board between 1987 and She was also a member of County Donegal Vocational Education Committee between 1986 and 1999, where she was chairperson between 1991 and She is a former chairperson of the Board of Management, Abbey Vocational School, Donegal Town and a former member of the Board of Management of the Tourism College, Killybegs. She has also served as a member of Comhchoiste na Gaeilge (Chairperson ). Elected Honorary Secretary of the Fianna Fáil Party 1995, she is a previous vice-chairperson of Joint Oireachtas Committee on Tourism, Sport and Recreation. She is President of Killybegs Coast and Cliff Rescue Service. Ms. Coughlan was educated at the Ursuline Convent, Sligo and University College, Dublin (B.Soc.Sc.). Born in County Donegal in May 1965, she is a daughter of the late Cathal Coughlan, Dail Deputy for Donegal South-West between 1983 and She is married to David Charlton. They have one son and one daughter. Ronan Mulhall is the Principal Officer in the Waste Policy: Prevention and Recovery Section of the Department the Environment, Heritage & Local Government. He has previously served in a number of other departments including Education and Science, and Agriculture, Fisheries and Food. Michael Tunney is the Chief Executive Officer of the Donegal County Enterprise Board and is currently national Chairman of the County and City Enterprise Network. He previously worked as CEO of the Leitrim County Enterprise Board, Business Executive with Shannon Development in Tralee and as a Planner in local authorities in Kerry, Louth and Donegal. He has over twenty years experience in working with small businesses, as well as community and voluntary projects and with a range of agencies on both sides of the border. He is highly regarded as an innovator in the area of small business engagement. Michael has a BA, a Masters in Regional Planning, Diploma in Accounting and Finance, a Certificate in Business Counselling and an MSc in Innovation Management.

Cancellations / Substitutions For those unable to attend, a substitute delegate may be sent at any time for no additional charge. Alternatively a refund will be given for cancellations received in writing, by fax or letter, up to 21 days prior to the conference. Regrettably no refunds can be made after that date. Value Added Tax As the conference is held in the Republic of Ireland, VAT is 21.5% for all delegates, including those attending from outside the Republic of Ireland. The charge at the car park is for 4 hours and after that 2.70 per hour. There is a free car parking for 70 cars available at the Guinness visitor car park on Crane Street. However, this is also used by visitors to Guinness too and if offered on a first come basis. Train Heuston Station is only a 10 minute walk to the conference venue. If you are taking the LUAS from the Connolly train station, get off at St. James Hospital and the venue is only a 5 minute walk. Directions from the City Centre From Dame Street (outside Trinity College), keep straight ahead. Follow the road around passing Christchurch on the right, leading onto Thomas Street. Drive past the main St James's Gate Brewery Gates, which will be on your left. At the junction of James's Street and Echlin Street take a left turn. At the top of the road turn left (opposite the Old Harbour Pub). Take the first left on to Market Street. The pedestrian entrance to GUINNESS STOREHOUSE will be on the left. To reach the car park, take the next left onto Crane Street and the car park is immediately on the right. Luas stop is on James's Street. Once on James's Street turn right and continue walking down James's Street. At the junction with Echlin Street take a right turn. At the top of the road turn left (opposite Old Harbour Pub).
