This is an historic event for the DP Committee, and a huge honor for our volunteer organization. (See separate article on page 2.) The Equipment Test sub-committee had its first meeting on March 8th. It has benefited from its new leader, Chad Fuhrmann of MAC, who has a collaborative style. We wish the sub-committee well. Suman Muddusetti held a three-day workshop in Asia this spring that focused on Developing Quality Activity Specific Operating Guide-lines/Well Specific Operating Guidelines. This is an effort to help the DP Consulting community, vessel owners and others develop ASOGs/WSOGs that properly recognize risks and are useful to vessel DP teams. February 12, 2016 CALL FOR PAPERS ISSUED FOR DP 2016 The DP Technical Committee has issued a Call for Papers for DP 2016 Conference. The deadline to submit abstracts is April 30, February 10, 2016 W O R K S H O P O N D E V E L O P I N G Q U A L I T Y A S O G S / W S O G S The MTS DP Committee is holding a workshop in Houston April 26th 28th on Developing Quality ASOGS/ WSOGS - Leveraging MTS DP Guidance Documents to Achieve Consistency and Standardization. WORKSHOP SYNOPSIS: The participants will be taken through the relevant sections of the MTS Guidance Documents (Design, Operations, People, and TECHOPS) which will form the basis of a developing a quality ASOG/WSOG. The method of delivery will be interactive with room for discussion. Case studies will be used to demonstrate the whys of incorporation of certain elements and identification of focus areas which have no room for error. There will be discussion on the focus areas with examples to reinforce the learnings. Opportunity will be taken to address Learnings from Incidents and how they can be incorporated in ASOGs. The response to the workshop was overwhelming and unfortunately we are not able to accommodate many of the requests to attend. However, the response highlighted the desire for education on this topic. The MTS DP Committee is looking towards offering more courses in the future and developing an alternative to periodic DP courses that would be more accessible. The MTS DP Committee thanks Noble Drilling for extending its training center as a venue for the workshop. T E C H N I C A L A D V I S O R S T O U S C G A T T H E I N T E R N A T I O N A L M A R I N E O R G A N I Z A T I O N ( I M O ) F O R U P D A T E O F M S C C I R C G U I D E L I N E S F O R V E S S E L S W I T H D Y N A M I C P O S I T I O N I N G S Y S T E M S DYNAMIC POSITIONING COMMITTEE AWARDED OTC S DISTINGUISHED ACHIEVEMENT AWARD The Offshore Technology Conference (OTC) has named the Dynamic Positioning Committee the recipient of its prestigious 2016 Distinguished Achievement Award. In 2015 IMO opened 645 for update. The MTS DP Committee acted as Technical Advisors to USCG at the International Maritime Organization (IMO) for the update. At the IMO SSE 2 session last spring a correspondent group (CG), led by Norway, was set up to review changes proposed and to make a recommendation to IMO at SSE3 in While agreement was reached on a number of issues, there were some topics where the correspondents group could not achieve alignment. The secretariat reviewed the report of the CG at SSE 3. The CG s efforts were extended by another year, with explicit instructions restricting the work to an agreed to terms of reference. The result of this effort is to be reported out at SSE 4 in spring of The DP Committee supported US Coast Guard as Technical Advisors during the entire process and was part of the US delegation at SSE 2 and SSE 3.

3 Page 3 O T C D I S T I N G U I S H E D A C H I E V E M E N T A W A R D Each year the Offshore Technology Conference Awards Committee considers major technological, humanitarian, environmental, and leadership contributions to the industry. If truly significant, the committee names an individual and an organization as recipients of the prestigious OTC Distinguished Achievement Award. This year the organization is the Marine Technology Society Dynamic Positioning (DP) Committee for its leadership of and contributions to Dynamic Positioning safety and reliability. In 1996 the five founders started the Dynamic Positioning Committee as a Professional Committee of the Marine Technology Society. The founders believed that Dynamic Positioning safety and reliability could be improved by sharing knowledge. The Committee has been successful in developing DP knowledge, in sharing of DP knowledge and in acceptance of that knowledge by others in the DP community. Sub-committees develop the activities of the committee, they are conference, guidance, history, thruster guidelines, equipment test and communications. The Dynamic Positioning committee thanks the Offshore Technology Conference for this huge honor. We also thank the volunteers who support the DP Committee s mission with their ideas, time and energy. They have earned the award. We thank our sponsors for their encouragement and for their support for our mission. The annual DP conference started in 1997, it is the largest DP conference worldwide, and it offers free availability of its library of conference papers to the public. The conference and associated workshop shares knowledge among the participants. The acceptance of the DP Operation Guidance by oil companies, vessel owners and a regulator is based on merit, originality and innovation in the methods and tools. The concepts of Critical Activity Mode and Task Appropriate Mode were first published in the Operating Guidance. When applied together with Activity Specific Operating Guidelines they have been effective in achieving incident free DP operations. In addition, a growing set of 30 unique peer reviewed documents called TECHOP s address specific topics of significant interest and impact on DP safety. All the Guidance Documents and TECHOPS are freely available for download. (

F U H R M A N The DP Equipment Testing Subcommittee conducted its first meeting in several years on 08 March This first teleconference marked the revival of the Subcommittee s overall mission and included a discussion regarding its long and short term goals. The primary mission of the DP Equipment Testing Subcommittee remains as the development and maintenance of comprehensive guidelines for the testing of DP systems throughout the lifecycle of a DP capable asset. The knowledge and information obtained will be shared throughout the industry with the intent of improving the safety, reliability, and performance of DP vessels. With this same overarching goal in mind the Subcommittee has assumed a shorter term objective. Given the cyclical nature of the industry and the current state of the market, it was determined that a forward looking perspective would not only assist in the formation of needed guidance but also help effect an optimistic outlook in an otherwise discouraging time. It was therefore the consensus of the Subcommittee that it should undertake the development of guidelines addressing the particular concerns involved in the reactivation of DP capable assets following lay-up. This objective fits well with the Subcommittee s primary mission. The lay-up, or stacking of a vessel is a purgatorial status from whence the speed and general success of its atonement rely on three key factors preparations beforehand, routine maintenance during, and compliance with the requirements of many concerned stakeholders in the reactivation process. It therefore occupies a unique area within DP equipment testing and assurance, incorporating elements of CAT, FAT, commissioning, routine/preventive maintenance, proving & annual trials, and suitability surveys, among others. The DP Equipment Testing Subcommittee seeks to generate a standalone guidance document that deals directly with the issues involved in the reactivation of DP assets following lay-up. The guidance will compile the knowledge of its participating members and the relevant expertise available within the wider industry and will form the basis of a more comprehensive DP equipment testing guidance document in the future. A preliminary document is currently in progress and will be provided for review by the larger MTS DP Committee by October Input from the industry is encouraged and welcome. 5 C O M M I T T E E C H A I R P E R S O N S P O T L I G H T : D I E T M A R D E T E R Dietmar Deter grew in Germany. In the early 1950s he sailed as an assistant engineer in the German Merchant fleet, gaining practical experience in marine engineering and vessel operations. He studied mechanical engineering at Munich University and Naval Architecture and Marine Engineering at the University of Berlin, with continuing education at University of Texas and MIT. Following graduation, he worked for several European shipyards and shipping companies, and an international consulting company. Dietmar joined TRW Pleuger (now Flowserve Hamburg) before moving to the United States in the late 1960s to work in the Baylor Company division of SEDCO. As their Chief Marine Engineer he was deeply into development, design and manufacture of propulsion systems for 39 offshore drilling units. We built the world s largest thrusters and the largest anchor windlasses. We pioneered SCR-powered propulsion and drilling systems. We developed the first automated ballast control system. Those were exciting, pioneering times, he said. Early among these was his pioneering work with NSMB (now MARIN) in the Netherlands on thrusters for the world s first Dynamically Positioned oil exploration drillship, the SEDCO 445. Another world s first for him was the DP semisubmersible, SEDCO 709. After five years again with Pleuger as Manager of their Western Hemisphere office, he formed his own consulting company NAUTEX, INC. in Since then he has plied his trade as a world-class expert in propulsion systems on a wide range of construction and drilling vessels, including the US Navy s studies for their Mobile Offshore Base. In the late 90 s Dietmar developed a station keeping analysis program, which is installed on approximately 30 MODUs today. Each program is custom tailored for a specific vessel and allows an accurate prediction of a vessel s DP capabilities for any kind of environmental conditions and thruster/power system failure modes. It is the most accurate, comprehensive and versatile method available. Howard Shatto recruited Dietmar 20 years ago to help form an MTS DP Committee. He became one of the five founding members and continues to be one of the three original active Dietmar Deter (ctr) with Howard Shatto (lt) and Chuck Richards. members today. Dietmar was awarded the MTS DP Committee Distinguished Achievement Award in He is currently working on two guides for the MTS DP Committee: A Guide for the Testing of Thrusters in DP Service, and Guide for the Selection of Propulsion Systems for DP Vessels. Dietmar is one of few individuals who are fellows in both professional societies; the Marine Technology Society (MTS) as well as the Society for Naval Architects and Marine Engineers (SNAME). Dietmar received the SNAME Blakeley Smith Medal in The medal is the highest award presented by SNAME biannually for Outstanding Achievements in Ocean Engineering. He was the 16th recipient, the first foreign born, and the first who did not work for a major corporation. In our modern times of technical complexity, only a team can accomplish a complex task. I share this award with all my colleagues and coworkers who have worked with me on countless challenging and rewarding projects, he said in his acceptance speech. Dietmar s latest publication, AURORA BOREALIS: Propulsion and Stationkeeping in Solid Drift Ice was presented at the 2012 SNAME Offshore Symposium. The SNAME Featured Paper Committee elected this paper as a significant contribution to Naval Architecture in 2012 and published it in the 2012 SNAME Transactions.
