1 JFPR 9174-MYA: Enhancing Rural Livelihoods and Incomes Project (ERLIP) TERMS OF REFERENCE BOAT PYIN TOWNSHIP, THANINTHARYI REGION SUPPORT SERVICES PROVIDER (SSP) I. BACKGROUND 1. The Republic of the Union of Myanmar has received a grant in the amount of US$12 million from the Japan Fund for Poverty Reduction (JFPR) administered by the Asian Development Bank (ADB), to implement the Enhancing Rural Livelihoods and Incomes Project (ERLIP). The Ministry of Livestock, Fisheries and Rural Development (MLFRD) is the executing agency (EA) for the Project and the MLFRD Department of Rural Development (DRD) is the primary implementing agency (IA). The other IAs are: Level Union Regional Township Village Tract Village IA DRD Grant Management Unit (GMU) Suitable implementation arrangements to be agreed. DRD Grant Implementing Unit (GIU) Existing Development Support Committee (VT-DSC) Existing Development Support Committees (Village-DSCs) 2. ERLIP Impact and Outcome: The expected impact is reduced poverty. As the project name implies, the intended direct outcome is increased incomes - to be achieved through improving the main agricultural 1 livelihoods of the poor in targeted areas: Target State/Region Ayeyarwady Delta Central Dry Zone Shan State Tanintharyi All Four S/Rs Expected Main Livelihoods Rain-fed or flooded rice Oilseeds and pulses Horticulture (garlic, chilies) Dried fish and shrimp Aquaculture or capture fishery 3. Participatory Community-Driven Development (CDD) 2 Process: ERLIP will follow a participatory development process driven by the village DSCs. The starting point will be the generic National Community-Driven Development Project (NCDDP) process that is also being implemented by DRD. 3 This will require adaption, as ERLIP will: (i) focus on livelihoods and incomes and (ii) cover only 16 priority VTs per township. The initial ERLIP CDD process, its anticipated durations and outputs are summarized below. 1 Agriculture includes livestock, capture fisheries and/or aquaculture etc as well as crop production. 2 Based on ADB experience CDD is defined as encompassing: (i) participatory planning, design and implementation, (ii) community control of resources and (iii) participatory monitoring and evaluation. 3 NCDDP Operations Manual: Part 1 Project Information and Part II Community Project Cycle.

Process adaptation will be based on: (i) ADB Project Administration Instruction (PAI) No. 5.10: Implementing Small Projects with Community Participation, 8 (ii) other relevant ADB policies and guidelines, 9 (ii) experience of the Livelihood and Food Security Trust Fund (LIFT) ( (iii) needs of the Green Village program being initiated by DRD, (iv) relevant NGO experience and (v) the results of pilot implementation presently being initiated by DRD supported by the Start-Up Team (SUT). 4 This initial stage will not be necessary in Tanintharyi Region where ERLIP will cover all 19 VTs (para 6). 5 Three representative start-up pilot VTs will also be selected in Boat Pyin and Ngaputaw townships. 6 Between later phases CFs will be: (i) debriefed re the previous stage and (ii) trained for the next stage. 7 Village representatives are: (i) village volunteers, assisted by the CFs, and (ii) grievance focal points. 8 Available at 9 ADB Strengthening Participation for Development Results: A Guide to Participation for example.

3 5. The VTs, in each township, will be provided with three block grants of $24,000 per year for three years. DRD will administer the approved block grants and transfer funds to the VT DSCs. There is an average of 800 households per VT 10 and these block grants represent either: (i) $132/household, if allocated to only one priority village/vt (ideal), or (ii) only $30/household if allocated to all villages in the VT. To achieve a multiplier effect, and increase the size and cost of their subprojects, villages will also be encouraged to contribute additional inputs. However the ERLIP participatory CDD process and its very small subprojects are effectively an initial village and VT capacity development catalyst. Therefore DSCs will need additional ongoing support, not financed by ERLIP, to implement the larger higher priority subprojects in their VTDPs. 6. ERLIP Scope: ERLIP will cover all 19 VTs in Boat Pyin Township, Tanintharyi Regionand 16priority VTs in each of the other five townships listed in Table 3 below. The SUT will help DRD procure the: (i) community facilitators (CFs), (ii) support service providers (SSPs), for the two townships, and (iii) Main Implementation Consultant (MIC) and the remaining SSP packages. OBJECTIVES OF THE ASSIGNMENT 9. The main objectiveof this assignment for Boat Pyin Township is to: i. Improve household livelihoods and incomes by implementing self-selected village subprojects using the first annual (2015) round of small VT block grants in 19VTs; ii. Developcapacities, toprepare and implement their own development plans,of the Boat Pyin DRD GIU and all 19 VT DSCs and 102 Village DSCs; iii. Develop an efficient and effective participatory process, to improve livelihoods and incomes, for subsequentintensification and extensification or scaling-up. III. SCOPE OF SERVICES AND DELIVERABLES 10. Engagement of the SSP entity/firm will follow the ADB Consultant s Qualifications Selection (CQS) procedure. 11 CQS simplifies the selection of a consulting firm (or NGO) by: (i) requesting amplified and detailed expressions of interest (EOIs), in a standard template, and (ii) inviting the bestqualified to (ii) submit a combined technical and financial proposal. 12 Therefore, this EOI performance ToR specifies: (a) the scope of services and expected outputs, (b)criteria for assessing the EOIs including the curriculum vitae (CVs) of(c) indicative key personnelavailable for the assignment. 11. The scope of services is to proactivelyassistthe GIU, VT DSCs and Village DSCs: i. Completepilot CDD process implementation and adaptation, of the 1st annual block grant round, in the three representative pilot VTs in Boat Pyin Township; 11 ADB Project Administration Instruction (PAI) No. 2.03: General Procedure for Selecting and Engaging Consultants, available at 12 The NGO or firm will be engaged if the proposal meets the requirements and if the negotiation succeeds.

5 ii. Implement the full participatory CDD process, for the 1st annual block grant round, and implement the village subprojects in the remaining 16 Boat Pyin VTs. 12. Execution and implementation arrangements are in para 1. The assignment is to cover a period of 12 months, to support the 1st annual round of Boat Pyin VT block grants, from about the start of Q to the end of Q Possible downstream work is dependent on: (i) satisfactory performance of the entity or NGO, (ii) the need for further support and services, (iii)adb sextension of the Projectclosing date, and (iv) availability of funds. Capacity development, involving on-the-job training or learning-bydoing in implementing the CDD process, is a specific requirement of the assignment. 13. The SSP will report directly to the Boat Pyin GIU Head 13 with responsibility for: i. For three representative VTs: take over from the independant CFs and complete pilot implementation and process adaptation,for their 1 st annual block grants; ii. Review and synthesise pilot CDD process implementation experience and help document the participatory ERLIP CDD process in a draft Operations Manual; iii. For the remaining 16VTs, facilitate efficient and effective implementation of the participatory CDD process to deliver main (Table 2) and associated outputs; iv. Help the GIU and DSCs develop their subproject management capacity through on-the-job training and learning-by-implementing the participatory CDD process; v. Assist the GMU to synthesize Ngaputaw experience and hold a multi-stakeholder review workshop, to launch ERLIP in the other townships (see para 6), involving: (a) GIU and other DRD staff, (b) the Main Implementation Consultant (MIC), (c) other township SSP staff, (d) ADB and other donors and (e) relevant civil society. 14. Once the best-qualified entity or NGO is selected, on the basis of their EOI and the selection criteria, it is expected that theirproposal will include but is not restricted to: (i) a detailed approach and methodology, demonstrating how the entity will deliver the outputs (with which activities and with what inputs, etc), (ii) arrangements for the management and supervision of the services, and (iii) provision of sound technical advice during subproject design and construction or implementation. IV. TEAM COMPOSITION ANDQUALIFICATIONS OF KEY EXPERTS 15. The minimum indicative key personnel, on which the EOIs will be evaluated, are: (i) one full-time dedicated national Township Team Leader (TTL), with 12 person-months (12 pm) input, (ii) one part-time international CDD specialist (CDS) (4 pm) and (iii) fiverepresentative full-time dedicated national community facilitators(ncfs) representing about a third of the estimated total requirement of 14 CFs x 12 pm = 168 pm The GIU heads will report to the Union-level DRD GMU through the Ayeyarwady Region DRD. 14 Other proposed expertise may include, but is not limited to, (i) environmental and social safeguards, (iii) participatory M&E, (iv) financial management, (v) procurement to support GIUs and (vi) technical (agricultural extension and engineering etc) facilitators or other arrangements with the relevant departments for the provision of sound technical advice during subproject design and construction or implementation etc.

6 11. The required qualifications and experience, on which the EOI and curriculum vitae (CVs) will be evaluated, are: 16. Township Team Leaders and CDD Specialist: The TTLand CDS will ideally beentity staff members with the following qualifications and experience: i. Management and on-the-job trainingof CFs for efficient and effective livelihood and income programs at scale (19 VTs and 102 Villages simultaneously); ii. CDD implementation based on the entities own participatory process manual; iii. Work in Thanintharyi Region and with its main ethnic and religious minorities; iv. Demonstrated commitment to equitable inclusive growth and its sustainability; v. Pilot implementation/development of efficient/effective participatory processes; vi. Transparent financial management by community-based organizations (CBOs); vii. Capacity development of DRD GIUs, VT DSCs and Village DSCs or other CBOs; viii. A bachelor s degree in the social sciences or similar relevant discipline; ix. Facility in the English language (speaking, reading and writing) and reporting. 17. Community Facilitators: Relevant practicalexperience in facilitating: i. Efficient and effective livelihood and income programs and participatory CDD processes at scale (10 villages simultaneously) involving; ii. Work in Thanintharyi Region and with its main ethnic and religious minorities; iii. Demonstrated commitment to equitable inclusive growth and its sustainability; iv. Experience of transparent financial management will be an advantage; v. A university degree, in any relevant discipline, will be desirable. V. DELIVERY SCHEDULE AND REPORTING REQUIREMENTS 18. The SSP will facilitate timely, efficient and effective participatory CDD process implementation and submit: (i) one six-month progress report, (ii) a Delta experience synthesis report, to support the multi-stakeholder review workshop (para 13.v), and (iii) a Final Report.The indicative output delivery schedule is in para 3. Depending on implementation progress and actual output delivery, report timing will be adjusted in agreement with DRD and ADB. All reports will be: (i) submitted first in the form of a draft,(ii) commented on by DRD and ADB and (iii) finalized accordingly.
