1 Strategic Plan Fiscal Year 2015 The Fiscal Year 2015 Strategic Plan, the first of such plans for the City, reflects the City of Cocoa Beach s Mission, Vision, Values and Goals. The five strategic goals, adopted by the City Commission, are as follows: 1. Ensure a Safe City. 2. Deliver effectively the services that Cocoa Beach citizens need, want and are willing to support. 3. Maintain a low-density residential and familyfriendly resort-oriented community, where citizens and visitors can find and afford the values, services, and lifestyles they seek. 4. Maintain effective stewardship of Cocoa Beach s significant natural resources. 5. Build and maintain a healthy business climate. REPORT DATE: JANUARY 2015

4 GOAL 1. ENSURE A SAFE CITY Implement the use of the Traxx System accident reporting software to monitor the number of crashes involving alcohol, and create a database that can be used to create a five year average benchmark ( yellow) (Status: Reports are being generated electronically using the Traxx System, however, there is an issue with the State s computer server accepting the reports. IT is attempting to work out logistics with the State as to why this is occurring.) Start construction of the Sanitary Sewer Rehabilitation Project ( green) Start Cycle Testing the Aquifer Storage and Recovery Well (1.2.3 green) Award a competitively bid Solid Waste Services Contract ( blue) Prepare a Water Supply Work Plan for Adoption ( blue) Start Cycle Testing the Aquifer Storage and Recovery well ( green) Blue - Task Completed Green - Task Proceeding On Time Yellow - Task Proceeding Behind Schedule Red - Task Not Started REPORT DATE: JANUARY
5 GOAL 2. DELIVER EFFECTIVELY THE SERVICES THAT COCOA BEACH CITIZENS WANT, NEED, AND ARE WILLING TO SUPPORT Train the Development Services employees to use Click2gov and Doc. Management System (DMS) software to improve electronic customer access to services (2.1.3 red) (Status: Waiting on Information Technology Dept. to schedule training.) Begin offering hands-on training after-hours and on weekends to all fee payers to teach them how to access and utilize Click2goc services on line ( red) (Status: Waiting on Information Technology Dept. to schedule training.) Reduce the cost, the time and the process required for permit and site plan approvals, to incentivize re-development (2.1.6-green) Develop, implement and maintain a program that allows for the waiving of Development Service fees to incentivize re-development (2.1.8-green) Re-evaluate the 2007 space needs assessment and explore funding options ( (and duplicate) - green) Develop an IT Master Plan (2.2.1 yellow) (Status: Draft publication is underway and several samples of other cities have been obtained as reference. Operational requirements and heavy project schedule will delay production of document.) Implement the results of a pay and classification study ( green) Develop an incentive program to reward employees for reaching milestones under the health and wellness program ( green) Establish a comprehensive debt policy ( blue) Initiate a five year plan to design/build a new police station. ( green) Initiate a four year plan to design/build a new City Hall ( green) Create a GIS Division within the IT Department ( blue) Create and maintain a Geographic Information Systems (GIS) Master Plan ( yellow) (Status: GIS Manager appointed, developing strategy, plan. Delayed start will probably delay production of an outline and plan document later into 2015.) Establish a budget for the GIS Division ( yellow) (Status: GIS Manager appointed, working with the FY 15 budget. New budget will be developed for GIS division for FY16 onwards.) Implement the use of ESRI ArcGIS as the City s GIS platform ( yellow) (Status: Implementation of servers and services has started. Data gathering, assessment of layers and of other data is underway.) MAINTAIN A LOW DENSITY RESIDENTIAL AND FAMILY FRIENDLY RESORT-ORIENTED COMMUNITY WHERE CITIZENS AND VISITORS CAN FIND AND AFFORD THE VALUES, SERVICES, AND LIFESTYLES THEY SEEK Develop and Implement a Marketing Plan (3.1.1-blue) Implement a budget to accomplish the Marketing Plan (3.1.5-blue) Develop and implement a Recreation Master Plan addressing recreational use of the Beach, the Banana River Lagoon, the Sports Complex, the Recreation Center, the County Club, the Civic Center, the Skate Park, and the Surfside Playhouse ( green) Initiate design of the Country Club Docking Facility (3.6.6-green) Begin implementing the strategies defined in the FY2014 Downtown Parking Study (3.8-yellow) (Status: The plan will go before the Planning Board and the City Commission for review and approval in February 2015) Blue - Task Completed Green - Task Proceeding On Time Yellow - Task Proceeding Behind Schedule Red - Task Not Started REPORT DATE: JANUARY
7 GOAL 4. MAINTAIN EFFECTIVE STEWARDSHIP OF COCOA BEACH S SIGNIFICANT NATURAL RESOURCES Evaluate current beach vendors and locations for assessing vendor capacity and desirability. Record associated adverse impacts or incidences ( yellow) (Status: Delayed for citizens/business owners workshop.) Evaluate current beach franchises and locations for assessing franchise capacity and desirability. Record associated adverse impacts or incidents ( yellow) (Status: Delayed for citizens/business owners workshop.) Identify a certified arborist to be utilized by the City ( green) Coordinate with the City s solid waste contractor to establish a more effective curbside trash/recycling program ( green) Coordinate with the City s solid waste contractor to provide commercial recycling opportunities for City business ( yellow) (Status: Sent to WM on 1/5/15 to initiate dialogue to discuss opportunities for WM providing commercial recycling for City business) Identify a certified arborist to be utilized by the City ( green) Obtain a dredging permit from FDEP for residential canal dredging ( green) Complete the design of the canal dredging cross section ( green) Blue - Task Completed Green - Task Proceeding On Time Yellow - Task Proceeding Behind Schedule Red - Task Not Started REPORT DATE: JANUARY
8 GOAL 5. BUILD AN MAINTAIN A HEALTHY BUSINESS CLIMATE Establish a business-climate baseline and the means to track the key elements of commercial and residential sales, new business elements, tax receipt, and supply of commercial property available (5.1.1-green) Place a tax abatement referendum on the 2014 ballot (5.6.1-blue) Blue - Task Completed Green - Task Proceeding On Time Yellow - Task Proceeding Behind Schedule Red - Task Not Started REPORT DATE: JANUARY
9 Remarks: Earlier in 2014, the Cocoa Beach City Commission adopted the City s first, five-year Strategic Plan. To implement the adopted goals, the Plan, through its actions and tasks, provides for a broad framework of direction. The Strategic Plan has been integrated in the City s Comprehensive Plan. For the first time also, City Management will be integrating the Strategic Plan requirements into the FY 2016 Budget. The first quarter of the Fiscal Year 2015 Strategic Plan ended on December 31, The City is pleased to present the quarterly report on progress made to -date. City Management and the Employee Team is committed, and is to be commended for the dedicated efforts to stay on track with the Plan s direction.
