5 ppropriation Language Fiscal Year (FY) 2020 President s Budget Procurement of mmunition, ir Force For construction, procurement, production, and modification of ammunition and accessories therefor; specialized equipment and training devices; expansion of public and private plants, including ammunition facilities authorized by section 2854 of title 10, United States Code, and the land necessary therefor, for the foregoing purposes, and such lands and interests therein, for the foregoing purposes, and such lands and interests therein, may be acquired, and construction prosecuted thereon prior to approval of title; and procurement and installation of equipment, appliances, and machine tools in public and private plants; reserve plant and Government and contractor-owned equipment layaway; other expenses necessary for the foregoing purposes, and overseas contingency operations, $2,607,394,000 to remain available for obligation until September 30, FY 2020 Overseas Contingency Operations funding can be separated into the following categories: OCO for Direct War s ($572,621,000): Direct War costs are those combat or direct combat support costs that will not continue to be expended once combat operations end at major contingency locations. OCO for Enduring Requirements ($366,812,000): OCO for Enduring Requirements are enduring in-theater and in-conus costs that will likely remain after combat operations cease, and have previously been funded in OCO. OCO for Base Requirements ($1,667,961,000): OCO for Base Requirements is OCO funding for base budget requirements in support of the National Defense Strategy. The Budget requests these funds in OCO to comply with the base budget defense caps included in the Budget Control ct of Volume 1 - iii

The ir Force uses the 2.75 inch diameter rockets system to support various missions including low collateral damage engagements,target marking, and battle field illumination. The system can be employed from both high and low speed aircraft. - The 2.75 inch diameter rocket motor (H07) is a single stage, solid grain rocket motor used to propel unguided and guided payloads to their targets. The H07 is able to carry the WGU-59B (HB24) dvanced Precision Kill Weapons System II (PKWS II) guidance section, and the following payloads: illuminating flare warhead (H812), infrared (IR) illuminating flare warhead (H06), Signal Practice warhead (H872), White Phosphorus (WP) warhead (H855), M151 High Explosive warheads (H842 and H843), and M2822 Penetrator warhead. The 2.75 inch rockets are launched from reusable pods, the LU-131 (H149) and LU-131/ (H91) extended length launcher, carried on -10 and F-16 aircraft. These items are procured by FLCMC/EBH through the U.S. rmy Missile Command, Joint ttack Munitions Systems (JMS), PEO Missile and Space at Redstone rsenal, labama, and Department of the Navy PM-242 at Patuxent River Naval ir Station. - The WGU-59B PKWS II weapon system is employed on the -10 and F-16 aircraft. PKWS II ll Up Round (UR) is composed of a fuze, M151/M282 Warhead, WGU-59B guidance and control section, and a MK66 rocket motor launched from a LU-131/ or LU-68F/ rocket launcher. The weapon is effective in any terrain, including, but not limited to, urban, desert and mountainous. It provides an ability to engage and destroy moving and transient targets. PKWS II offers greater precision, reduced collateral damage, and increased standoff range to enhance crew survivability. - The M151 (H843 and H842) and M282 Multi-Purpose Penetrator (MPP) warheads are low-cost, low-collateral damage capabilities. The M282 MPP warhead provides aircrew and ground commanders greatly enhanced weaponeering options to engage targets protected by urban and cave environments. Equipment such as MKIII and MKIV testers, peculiar support equipment, clamping and torqueing fixtures and tools, or other assets that pertain to assembling and testing PKWS or unguided rockets are also procured. - The Illuminating Flare (H812) and IR illuminating flare (H06) warheads provide forward air control aircraft with the target locations from a standoff distance in a hostile environment.
