3 I vancouver school board ITEM 1 October 3, 2013 To: From: Subject: Plenary Education and Student Services and Finance and Legal Committee (Plenary Committee IIIN) Senior Management Team Savings Plan for Support Staff Collective Agreement Increase On September 18, 2013 a Provincial Framework Agreement was reached between the BC Public School Employers' Association (BCPSEA) and the CUPE BC K-12 President's Council and Support Staff Unions. The Provincial Framework Agreement recommends certain changes to the collective agreements between local support staff unions and Boards of Education. The rights and obligations of the local parties under this framework are contingent on the completion of local bargaining and ratification by both parties by December 20,2013. With respect to the Vancouver Board of Education (VBE) the Provincial Framework Agreement applies to CUPE 15, CUPE 407, IUOE and Trades members. The major financial terms of the agreement are as follows: A two year term (July 1, 2012 to June 30, 2014) Wage increases as follows: o July 1, % o February 1, % o May 1, % The Province has requested that Boards of Education fund the incremental costs related to the support staff collective agreement increases. The Ministry of Education has requested that Boards of Education submit savings plans by October 15,2013 outlining how they intend to fund these collective agreement increases without impacting core educational services. Provincial approval of individual savings plans is required before a Board can ratify a local support staff collective ~greement.... /2

4 2 Estimated Cost Impact The estimated cost increase for the VBE as a result of the proposed wage increase is $2.43 million for 2013/2014 and $4.25 million for 2014/2015 and on-going, as outlined in the following table. Estimated Cost Impact of Proposed Wage Increase 2013/ /2015 ($ million) Operating Fund Wage Increase Increase in Wage Related Benefits Special Purpose Funds Wage Increase Increase in Wage Related Benefits TOTAL * Primarily pension and WeB contributions Fiscal Framework As noted above, the VBE will be responsible for funding an additional cost of $2.43 million for 2013/2014 and $4.25 million for 2014/2015 related to the proposed support staff collective agreements. The Province has stated that they will not be providing Boards of Education any additional funding to cover the cost of these collective agreements. As noted as part of the 2013/2014 budget process, the VBE was already facing a projected funding shortfall of $24.1 million for 2014/2015 (see Attachment A). Accordingly, with the VBE having to fund the cost of the proposed support staff collective agreement increases, the total estimated funding shortfall for 2014/2015 is now estimated to be $28.35 million. The VBE's preliminary operating budget for 2013/2014 is $492.1 million (see Attachment B). In order to submit a balanced budget for 2014/2015, the VBE will need to make budget reductions of $28.35 million (or the equivalent of 5.8% of the current operating budget). This will be a significant challenge given that the VBE has already had to make budget reductions in 9 of the last 10 years and that a significant portion of VBE's expenditures are constrained by legislative or collective agreement requirements.... /3

5 3 Proposed Savings Plan The VBE will determine the budget reductions required to submit a balanced budget for 2014/2015 as part of the preliminary operating budget process in the spring of As in the past, this process will involve a full review of the budget and options for reductions in consultation with VBE stakeholders. The Province however, has requested that Boards of Education identify potential savings related to the proposed support staff collective agreement increases by October 15, As this timing does not provide sufficient opportunity for a review of our budget options, nor full consultation with stakeholders, a preliminary, high-level, budget reductions plan has been prepared for the VBE at this stage for submission to the Province. This plan may be updated or revised later in the year as more information becomes available or priorities change. Attachment C provides an outline of the proposed savings plan for 2013/2014 and 2014/2015. It is proposed that stakeholders will have an opportunity to provide comments on the proposed savings plan at the Education and Student Services and Finance and Legal Committee scheduled for October 9, 2013 at 7:00 pm at the Education Centre. It is proposed that the Board of Education will approve the savings plan at its regular meeting scheduled for October 15, Recommendation It is recommended that the Vancouver Board of Education approve the Savings Plan for Support Staff Collective Agreement cost increases for 2013/2014 and 2014/2015 (Attachment C) for submission to the Ministry of Education.

8 PROPOSED SAVINGS PLAN FOR SUPPORT STAFF COLLECTIVE AGREEMENT INCREASES Attachment C Savings for Allocation from 2012/2013 Unrestricted Surplus $ million 2.43 The VBE ended the 2012/2013 fiscal year with a $3.20 million unrestricted surplus due to the release of additional provincial holdback funds and greater savings in certain expenditure categories. It is proposed to allocate $2.43 million of this prior year surplus to fund the 2013/2014 cost impact of the proposed support staff collective agreement wage increases. Total for 2013/ Savings for Consolidated Purchasing 1Shared Services 0.15 The VBE participated with a number of other school districts in the Province to negotiate a multi-year agreement for voice, data and conferencing services with Telus. This new agreement is estimated to save the VBE $150,000 per year. Additional Revenue 0.58 The VBE anticipates receiving additional revenue as the number of international students is greater than projected and additional lease revenue is anticipated. Reduction in Supplies and Services 0.85 Savings will be achieved in facility-related supplies and services due to energy efficient and other property-related projects. Reduction of Non-Core Staff 2.00 As over 90% of VBE's budget is comprised of salaries and employee benefit costs, reductions will have to be made in staffing in order to fund the proposed collective agreement increases for support staff. The estimated savings of $2.0 million in salaries and benefits could result in a staff reduction of FTE. The precise number and type of staff reductions will be confirmed as part of the 2014/2015 budget process in the spring of The intent is that these staff reductions would not directly impact K - 12 core services. Reductions in Special Purpose Funds 0.67 Approximately $0.67 million of the estimated cost increase for the proposed support staff collective agreement wage increase relates to Special Purpose Funds. These are funds allocated for a special purpose such as the Annual Facilities Grant (AFG) and CommunityLink. Assuming that the Province will not provide any additional funding for these Special Purpose Funds, services will have to be reduced in these areas. Total for 2014/
