Each of the foregoing entities is a separate and distinct legal entity. YWCA Women s Shelter Contract: Authorize the Clerk-Recorder-Assessor to execute a three year agreement with the YWCA to provide domestic violence shelter based services pursuant to SB 1246 (Welfare and Institutions Code, Section 18305), for the period of uly 1, 2017 to une 30, 2020 and not to exceed the Trust Fund accumulated balance estimated to be approximately $300,000 over the term of the agreement. 2. Geothermal Appraisal Services Agreement: Authorize the Clerk-Recorder-Assessor to execute an agreement with Harold W. Bertholf, Inc. for geothermal and power plant property appraisal services for the period of uly 1, 2017 to une 30, 2020, in an amount not to exceed $544,200. COUNTY ADMINISTRATOR/AUDITOR-CONTROLLER-TREASURER- TAX COLLECTOR 3. Cannabis Business Tax Ordinance: Adopt an Ordinance amending Chapter 35 of the Sonoma County Code to adopt cannabis business tax rates and regulations (Second Reading Ready for Adoption). GENERAL SERVICES/TRANSPORTATION AND PUBLIC WORKS 4. Construction of Temporary Structure at Charles M. Schulz Airport: Authorize the Chair of the Board to increase the current ob Order Contract maximum from $2,000,000 to $2,250,000 for A.E. Nelson Construction effective for the current FY contract term to expedite construction of a temporary structure to expand the Charles M. Schulz Sonoma County airport gate area, thereby improving public opportunities for travel to and from Sonoma County. 4

Sonoma County Animal Services Revenue Agreement: Authorize the Director of Health Services to execute the first amendment to an agreement with the Town of Windsor for the County to continue to provide animal care and control services for an additional year through une 30, 2018 and to receive additional revenue of approximately $251, First 5 Commission: Teachers Acquiring Language Learner Knowledge Program Agreement: Authorize the Director of Health Services to amend an agreement with Sonoma County Office of Education (SCOE) for the Teachers Acquiring Language Learner Knowledge program, where SCOE provides early care and education teachers with training and coaching to support interacting with English learning children. Amendment increases the agreement by $15,250 to support expanded program costs, resulting in a new not to exceed amount of $695,250 for the period uly 1, 2015 through une 30, PERMIT AND RESOURCE MANAGEMENT DEPARTMENT 7. Approval of Farm Family Housing Authorize the Chair of the Board of Supervisors to execute a Grant Deed of Agricultural Easement and Covenant to allow one detached farm family dwelling unit on property located at 6309 West Dry Creek Road, Healdsburg; APN Grist Vineyards LLC, c/o Robert Eu, ZPE (Fourth District) SHERIFF S OFFICE 8. Agreement for Supplemental Law Enforcement Services with Sonoma Raceway: Authorize the Sheriff to execute the Supplemental Law Enforcement Services Agreement with Sonoma Raceway for its NASCAR Races from une 22, 2017 through une 25, 2017 for revenue in the amount of $124,963 to ensure the safety of Sonoma County citizens during a major outdoor event. 9. Approve Resolution opposing review of Greater Farallones and Cordell Bank National Marine Sanctuaries designations. GOLD RESOLUTIONS PRESENTED ON A DIFFERENT DATE 10. Approve a Gold Resolution proclaiming une 4th as Pride Day in Sonoma County, and the month of une as Pride Month in the County of Sonoma. 11. Adopt a Gold Resolution Recognizing une 18-25, 2017 As Amateur Radio Week In The County Of Sonoma. (Third District) 5
6 III. REGULAR CALENDAR PRESENTATIONS/GOLD RESOLUTIONS 12. Adopt a Gold Resolution Commending Cordel Stillman. HUMAN SERVICES 13. Human Services Department Contracts: A) Authorize the Director of the Human Services Department to execute 26 contracts to deliver Economic Assistance; Employment and Training; Family, Youth and Children; and Adult and Aging services to the community, as listed on Attachment A for a total amount of $12,058,441. B) Authorize the Director of the Human Services Department to execute amendments to Catholic Charities, TLC Children s and Family Services, Social Solutions Global, Community Child Care Council, and Document Fulfillment services as listed on Attachment A, increasing the total amount by $332,955, for a new total amount for all contracts of $2,877,695 and extending the term date for two contracts as indicated on Attachment A. C) Adopt three (3) resolutions authorizing the Director of Human Services to sign contracts with the State of California to receive funding for senior programs for a total amount of $4,114,374 and to execute future agreement amendments to adjust for revenue changes. PERMIT AND RESOURCE MANAGEMENT DEPARTMENT/COUNTY COUNSEL 14. Comprehensive Planning 2-Year Work Plan: Implement the Board s comprehensive planning priorities by making the following resource and policy adjustments: A) Approve the 2-Year Work Plan that will focus in FY on the Board s planning priorities of the Housing Program and affordable housing projects, Winery Event Regulations, Local Coastal Plan Update, Development Code Modernization, and the Airport and Springs Specific Plans; and in FY will focus on developing Phase II cannabis regulations, enhanced housing programs to comply with new state law, and scoping for a future General Plan Update. B) Increase position allocation effective uly 1, 2017 adding 2 full-time equivalent positions (PRMD Division Manager and Secretary) in the Permit and Resource Management Department Comprehensive Planning section funded by General Plan Administrative Fees to achieve the Board s planning priorities, including the upcoming General Plan update. C) Increase position allocation effective uly 1, 2017 to add one full-time equivalent attorney position (Deputy County Counsel III) in the Office of County Counsel required to achieve the Board s planning priorities included in the Comprehensive Plan. D) Direct staff to return to the Board for a study session to inform the approach to the General Plan Update. 6
