(n) (i) Audit of the Accounts for 1930 of the Grants of the Rockefeller Foundation towards the Budget of the Health Organisation. The agreements concluded between the League and the Rockefeller Foundation provide that annual statements of accounts of the various grants of the Foundation shall be rendered to the Council and Assembly of the League (document A.3(è).i93i.X). (ii) Accounts for 1930 of the Eastern Bureau of the Health Organisation. In accordance with the Financial Regulations and with the agreement concluded with the Rockefeller Foundation, the accounts for 1930 are rendered to the Council and to the Assembly of the League (document A.3(a).i93i.X). (b) Transfers in the Budget. New Work involving New Expenditure on the Part of the League. In accordance with a decision taken by the Assembly, the Council is called upon to report each year to the Assembly any decisions it has taken since the last session of the Assembly which might involve the League in additional expenditure. d) Contributions in Arrears. In a resolution dated October 3rd, 1930, the Assembly requested the Secretary-General to submit to the Council before the next Assembly a detailed report on the position with regard to contributions in arrears. (e) Gift from the Egyptian Government. The letter accompanying this gift is contained in document C X. In accordance with Article 23 (a) of the Financial Regulations, the Council may accept gifts which do not involve any financial liability for the Members of the League. The Permanent Mandates Commission met from June gth to 2jth. The Minutes of the session, and the report of the Commission are contained in document C.422.M V I, which will be circulated towards the end of August. 3. R epo r t of th e I nternational Com m ittee on Representative of France. I ntellectu al Co-operation on its T h ir t e e n t h Se s sio n. The Committee met from July 20th to 25th. Its report, which will be circulated towards the end of August, includes, in addition to an account of the work of the plenary Committee, the reports of the Executive Committee of the Institute, and of the various Committees of Experts. 5. In accordance with the Council resolution of May 22nd, 1931, the High Commissioner will in due course submit a second report on this question. 6. (a) Appeal by the Deutscher Volksbund of June 5th, 1930, concerning the Non-Admission to the Minority Schools of the Voivodie of Silesia of Sixty Children examined by M. Maurer, Pedagogical Expert (document C ). (See also documents C , C.140 and C I.) On M ay 15th, 1931, the Permanent Court of International Justice gave an advisory opinion on this question (document C.408. M V, and its Annex). The Council, on M ay 23rd, 1931, adjourned this

3 3 (b) Petition from Prince von Pless, dated January 7th, 1931, concerning the Situation of his Father s Landed Property in the Voivodie of Silesia (Poland) (document C ). (See also documents C.132, C.373 and C I.) On May 23rd, 1931, the Council adjourned this Representative of Japan. Petition from M. Guido Bienek, dated March 15th, 1931, concerning his Personal Situation. This petition, together with the Polish Government s observations, is contained in document C I. 8. Petitions from Representatives of the Descendants of the Former Szekler Hungarian Frontier Guard Regiment (documents C.169, C.174, C.347 and C I). On M ay 21st, 1931, the Council adjourned this Special T em porary Com m ittee on A ssistance to F oreign M ino rs and th e R ecognition and E x ecution of Main tenance O rd er s A bro ad. In accordance with its decision of M ay 20th, 1931, the Council will be called upon at its September session to designate the countries which should be invited to nominate experts to sit on this Committee, and to fix the date of its first session. It will report on the question which the Council asked it to examine viz., how Governments of European States not Members of the League could accede to the Convention signed on M ay 21st, 1931, for the creation of the International Agricultural Mortgage Credit Company. 17. R esig n a tio n of th e Com m issioner of t h e L eagu e in B u l g a r ia : R epo r t of th e F inancial Comm it t e e. The Council took note of M. Charron s resignation on January 23rd. It was subsequently informed (see document C.241.M-i (A)) that M. Charron had agreed to continue temporarily to act as Commissioner in an honorary capacity, and that the Financial Committee proposed to re-examine the question of the appointment of a successor at its September session. 18. Mix e d G reco-b ulgarian E m igration Commission : A pplica tio n of th e Mo llo ff-ca phandaris A g r e e m e n t. Representative of France. In a letter dated July yth, 1931 (document C I), the neutral members of the Mixed Commission requested the Secretary-General, in virtue of Article y of the Molloff-Caphandaris Agreement of December 9th, ig2y, to submit to the Council the question of the transfer of the functions conferred on the Mixed Commission under this Agreement to any other person or organisation approved by the Council. ig. The advisory opinion which the Council requested on M ay 19th from the Permanent Court of International Justice will be circulated as soon as it is received. 20 L a y -out of an A er o d r o m e n ea r t h e Sea t of t h e L ea g u e of N a tio n s. In a letter to the Secretary-General (C VIII) the Chairman of the Advisory and Technical Committee for Communications and Transit asks that the report (document A VIII) of the Committee on the proposed lay-out of an aerodrome near the seat of the League of Nations should be transmitted to the Assembly. s i. The Chairman of the Advisory and Technical Committee for Communications and Transit, in a letter to the Secretary-General (document C VIII), asks the Council, in conformity with the Assembly resolution of September 30th, 1930, to approve the proposals relating to the means of identification of aircraft carrying out transport duties of importance to the working of the League at times of emergency. The Chairman of the Advisory and Technical Committee for Communications and Transit, in a letter to the Secretary-General (document C VIII), draws his attention to certain difficulties encountered by the Organisation for Communications and Transit in its negotiations with the Universal Postal Union as regards co-operation in civil aviation. A list of ratifications and signatures of Conventions concluded under the auspices of the League of Nations will be circulated to the Council during its coming session, in conformity with the Council resolutions of December 6th, 1926, and May 13th, 1930.
