3 1 Project Background The Uttar Pradesh Health System Strengthening Project (UPHSSP) supported by the International Development Association (IDA) is implementing various strategies to improve the quality of health care services in the State of Uttar Pradesh. As a part of this process, it is proposed to introduce Social Accountability (SA) mechanism to improve health service delivery. The intervention is aimed to build trust and capacity among citizens by involving them in improving health service delivery mechanism and also holding Health Service Providers accountable and augmenting their responsiveness to the health needs of the community. UPHSSP intends to introduce community assessment of health and health care services at the local level and use Community Audit of service delivery and assess information to stimulate community action to demand better services, and enhance positive health behaviors. Mechanism is needed to be developed and implemented to enhance the Social Accountability of Service Providers and the Health System through engagement of Village Health, Sanitation & Nutrition Committee (VHSNC) and Block level PRI representatives in the State under Social Accountability Intervention Project it is proposed and planned to undertake multiple complementary and interactive activities, i.e. informing citizens, creating simple feedback mechanisms, improving service response and enhancing community, household and individual health behaviours, thereby strengthening interface among health service providers agencies, panchayats and community. SAI Project design comprises of 12 Districts in which 51 Blocks are taken as pilot blocks in which 4238 Gram Panchyats are coming under this pilot project. The proposed districts are 1. Banda 2. Objective The Social Accountability Intervention Project envisages to inform the community of their health entitlements, facilitate monitoring based on agreed benchmark indicators and enable feedback on the indicators to the health system to facilitate corrective action in a framework of accountability, and enable the community to be partners in the process of improving the functioning of health systems as envisaged by National Health Mission (NHM). The specific objectives of the project are : 1. to develop a design for the Social Accountability Intervention at Block and Village level to enable the community to be informed of their health entitlements, 2. to facilitate monitoring based on agreed benchmarks indicators & enable feedback on the indicators to the health system to facilitate corrective action in a framework of accountability, and 3. to enable the community to be partners in the process of improving the functioning of health system as envisaged by NHM. 4th State Level Review & Planning Meeting of District & Sub District Coordinators 2

5 2 Objective of Meeting The objectives of the Review & Planning Meeting of District and Sub District Coordinators were to take reports of the activities those have been initiated in the field after third review meeting of District Coordinators and Sub District Coordinators and the hurdle faced in implementing the activities till October Further, planning of next one-two months activities and other priorities are to be discussed and fixed. As per Agenda (refer to page No. 6) the meeting started with welcoming participants by Mr. Thomas K Cherian, State Project Manager, SAI. Dr. O.P. Pandey, Project Director, CDA-SIRDUP, put light on the purpose of the review meeting. Major issues for review meeting were as follows :- 1) Status of Action Taken Report (ATR) as of October ) Submission of Activity report on prescribed format for the month of October, ) Submission of Activity plan for the month of November, ) Submission of other reports 5) Status of Training plan of AAA & VHSNC members - Target v/s achieved/reporting 6) Status of vacant position of GPC 7) Planning and preparing tentative plan for organizing "Jan Savand" at block level. 8) Constrains/Issues at field level, if any 9) Discussion of monitoring of SATHI Apps and problem faced during the field reporting. 10) Settlement of advances 4th State Level Review & Planning Meeting of District & Sub District Coordinators 3

6 3 Proceedings of Fourth Review & Planning Meeting As per schedule, review meeting of Social Accountability Intervention project was held on dated 15 th November, 2016 to 16 th November, 2016 at State Institute of Rural Development under the keen guidance of the Director General, SIRDUP. The meeting was well executed as per the preplanned agenda. All the DCs and SDCs were participated from across 12 districts. Meeting starts with brief introduction of participants both newly joined and old. Proceedings of meeting are as below: Day-1 Review meeting was inaugurated by Dr. O.P. Pandey, Project Director, SAI by his welcome address. He asked the team to work in a professional manner and to maintain quality and authenticity of any information/data given by district coordinators and sub district coordinators. Other Important point of his discussions were :- 1. ATR compliance are to be done on top priority, collected all hard copies of ATRs brought by DC-SDC. 2. Review of activities and status of AAA & VHSNC training taken place in each districts were discussed with each DC and SDC. Collection of report as of October 31, 2016 were done. Points regarding hurdle came in the training were discussed. 3. Collected of soft copies of all reports, (ATR, VHND & VHSNC status, AAA & VHSHC training and special event report along with photographs and videos). 4th State Level Review & Planning Meeting of District & Sub District Coordinators 4

7 4. Collected of all bill/vouchers of expenditure till October 31, 2016 against the advance given to DC-SDC. Day-2 Day-2 of review meeting started with a brainstorming session regarding ideal VHSNC meeting and VHSNC session. After this Mr. Brij Mishra, IT Expert discussed about SATHI control panel/ application problems faced at District & Block level and explained the latest development. Instruction is given to update the Gram Panchyat Profile in control panel by end of November Dr. O.P. Pandey, Project Director, has asked each from DC-SDC individually regarding status of ATR submitted and compliances done. He also asked for not completing the ATR compliances in time, instructed them to follow it up on regular basis. In case of poor performance strict action will taken. District wise details regarding AAA and VHSNC members training were discussed and instructed them to get completed training in time. He also discussed HR Agencies issues related to non-release of two month's salary of GPC, it was said that as soon as the third installment is released from UPHSSP, CDA-SIRDUP will release the same to HR Agency. Finally, it was told that "Jan Savand" has to be taken place in the field for which every GPCs has to identify atleast 2 Gram Panchyats and SDC should compile it and sent it to SPMU after discussing with DC and concern Principal/DTOs.
