9 Ⅰ ESCO market developments since last meeting Ⅰ The 3 regions are in the process of transposing the Energy Services Directive Ⅰ Several private ESCOs are increasing efforts to develop their service offerings In particular BAC companies (Siemens, Honeywell ). Johnson Controls is somewhat more looking at how the market will develop Maintenance companies have understood the growth opportunities and prepare to defend existing market share Ⅰ We made good progress towards finalizing creation of BELESCO, the Belgian ESCO association, probably the first one created in the EU since 5 years. Currently a core group of 13 co-founders of which 5 private ESCOs We used the occasion of ESCO Europe 2008 being in Brussels last week to have a networking dinner for market players Ⅰ Brussels and Walloon regions have reformed green certificates schemes making it more profitable for smaller installations, with ROI s as low as 2 years in Brussels
10 Ⅰ ESCO market developments since last meeting Ⅰ City of Antwerp has plans to use TPF and possibly EPC on a large scale to renovate public buildings Ⅰ Energy Managers Association of Belgium launched its Expert Class Energy Management in cooperation with the University of Antwerp Mgmt School
11 Ⅰ Recent achievements by Fedesco Ⅰ We got the federal agreement to agree on an ambitious objective of 22% energy savings by 2014 Ⅰ We will propose a management contract between Fedesco and the federal state To include a 210 million gross investment plan over the next 5 years based on third party financing and > 60 million for 10 year EPC contracts To include energy monitoring and bookkeeping for all buildings To include behavior campaigns in large number of buildings Ⅰ We worked on lifting current obstacles and a new functional model will be part of the management contract Multiyear commitment from federal government Review obligation to sign individual contracts with internal customers Replace current budgetary procedure of redistribution of internal budgets by central budgetary procedure based on reimbursement based on M&V Some other practical arrangements Ⅰ Development of Transversal Services concept for large scale energy renovation Isolation Boiler replacement HVAC regulation Solar heat reflecting window films Relighting

Higher qualilty of ES s and implementation capacity Within Fedesco, certainly Standard adopted framework and certification foreseen in BELESCO 3. Contribution to the implementation of the Energy Services Directive Yes, but not currently measuring or reporting on this No coordination with Belgian authorities, but putting Regions in contact with experts 4.
