2 1. The Finland s Strategy of Research Infrastructures Interim evaluation
3 The short history of research infrastructure actions in Finland The Prime Minister chaired Research and Innovation Council recommended in 2011 that a body should be established to govern development of research infrastructure policy and its implementation Ministry of Education and Culture assigned the Academy of Finland with the task of setting up the Expert committee for research infrastructures and it was appointed in April In Dec 2013, the Expert Committee approved the Finnish Research Infrastructure Strategy and Roadmap At the same time, significant part of OKM research infrastructure actions and funds were transferred to peer review process of Academy of Finland (FIRI-Funding) New Act on the Academy of Finland (2014) mandated Academy to appoint the new body, designated National Finnish Research Infrastructure (FIRI) Committee 3
4 Tasks of the National Research Infrastructure Committee (FIRI) as laid down by the law of Academy of Finland Monitor and develop Finnish and international research infrastructure activity Develop a long term plan for research infrastructures for the board of the Academy of Finland Govern allocation of annual FIRI grants and monitor funded infrastructures Take care of other infrastructure tasks as assigned to it by the Academy Board 4
5 Finland s research infrastructure ecosystem In addition to the infrastructures on the national roadmap, the Finnish research infrastructure ecosystem comprises several international infrastructures that Finland has joined through (state) agreements as well as local infrastructures. 7 Three key features of the FIRI Committee Aims to improve the strategic nature and cooperation of research infrastructure (RI) actions for instance by: Accepting applications only from an organisation or from a consortium of organisations Promoting cooperation between infrastructures from the same field Highlighting the importance of quality and international relations Implementing research infrastructure surveys Establishing an open data bank for research infrastructures in collaboration with the Open Science and Research initiative Gives recommendations of Finland s memberships in international infrastructure (like ESFRIs) The composition of the FIRI Committee is large and representative including Rectors of universities, Director Generals of national research institutes, representatives from 3 ministries (Min. of Education and Culture, Min. Of Economic Affairs and Employment and Min. Of Social Affairs and Health), representatives from 4 research councils of Academy of Finland and 7 from Unifi and Arene.

21 Conclusions of the strategy and roadmap interim review 2018 The strategic development of research infrastructures plays an important role in the optimal direction of resources in order to achieve goals Through the FIRI funding calls, the Committee has supported high-level scientific research encouraged infrastructures to openness in usage policies and systematic data management encouraged broader cooperation between actors Avenues for future development To further develop the principles to identify key infrastructures To enhance cooperative activities internationally, nationally, with the private sector and other societal actors To enhance the long term sustainability 21
