Introduction The Maturity Framework (MF) for the Treasury / Public Financial Management System (PFMS) development process was developed during the "PEM-PAL workshop for Treasury Officials" held in Ljubljana, Slovenia from June 26-27, The goal of the workshop was to bring together leading government officials in public expenditure management from European and Central Asian (ECA) countries to share their experiences in designing and implementing reforms in treasury operations (Figure 1) in their respective countries. In addition to sharing knowledge, the intention was to establish a Community of Practice for the Heads of Treasury as part of the Public Expenditure Management Peer Assisted Learning (PEM-PAL) program ( which will offer various opportunities to get access to practical examples of reforms and good practices in the ECA countries. During the workshop, the Maturity Framework was presented to the participants as a new initiative to enhance learning and knowledge sharing among Heads of Treasury and related key officials in public expenditure management from 14 ECA countries. An interactive self-evaluation session was held immediately after the presentation of proposed maturity framework. Each country team evaluated their performance in various stages based on a standard scoring scheme for proposed indicators. Evaluation results were plotted and compared with our estimates to see the gaps. Finally, all results were compared and there was a discussion about the differences in evaluated and estimated values. As decided during the workshop, the Bank prepared a web site to publish the results and to facilitate interactive monitoring and management of proposed indicators. The web address of the Maturity Framework is and the authorized officials of participating countries can now access to available information for monitoring and updates. Special thanks to Mr. Louis Wahsieh Elliott (ECSPS) who developed the MF web site and all interactive tools. This document is designed as a quick reference manual for the users of MF web site and interactive tools. We hope that the participants will benefit from this practice and update the MF indicators regularly to monitor and evaluate the progress in various stages of their Treasury/PFMS projects. 4 2. Login The Maturity Framework (MF) is located at : Each user has a predefined user name and password to login. Username : Users can login by using their addresses as user name. ( addresses of country officials, who participated in the Ljubljana workshop in June 2006, were used to create initial user accounts ) Password : Default password is pempalpass. This can be changed at the first login. User names can be modified or added as necessary, based on the requests submitted by related country officials to PEMPAL organization. Passwords can be changed or reset by each user separately. Each country official has access to all information available in the web site; however, each country can modify only the values of their own indicators listed under evaluation category of 7 development stages. There is a generic user name / password ( pempal / enterpempal ) with read only access rights. 2
5 3. User Interface After successful login, following user interface is presented to all users. There are 6 tabs which can be used to view/modify information about the summary and details of all MF stages and indicators. These are explained below: Overview : A brief description of the Maturity Framework Indicators : Results of MF evaluation and estimation for all countries. Estimates : A graphical representation of the estimates for 7 stages of MF. Evaluation : A graphical representation of the evaluations for 7 stages of MF. Compare : Comparison of evaluated and estimated results for all countries. Update : Interactive tool to view or edit estimates or evaluations (80 indicators in 7 stages of Treasury/PFMS development process). 3
6 4. Indicators This web page presents the summary of all results in 7 stages of Treasury/PFMS development process. Estimates show the weighted scores of countries as an initial assessment from the World Bank s point of view. Evaluation section summarizes the self evaluation results of each country as presented during the Ljubljana workshop in June Total score column gives the maximum values of total weighted scores for each stage. These scores are dynamically updated after editing of indicators by countries or by the Bank for various stages of evaluation or estimation, respectively. Each indicator has a value ranging from 0 to 4. Each stage has a number of indicators and the total score of each stage is found from the summation of individual indicator values. Each stage has a weight depending on the importance of that stage in the whole Treasury/PFMS development process. These weights are listed in Total Score column. Weighted scores of stages are calculated by scaling the total score using these weights. 4
7 5. Estimates Estimated scores of various Treasury/PFMS development stages are presented as a graph for all countries. 5
8 6. Evaluation Evaluations of various Treasury/PFMS development stages by all countries are presented as a graph. 6
9 7. Compare A comparison of evaluated and estimated total weighted scores is given for all countries to demonstrate the differences in assessment of development indicators. Countries mapped close to the diagonal line : good correlation between estimated and evaluated results. Countries located away from the diagonal line : relatively large difference between estimated and evaluated results. Sources of these discrepancies can be analyzed by looking at the indicator values of related stage(s) separately. 7
10 8. Update Users can select a country from the following list to view/edit related information. Once selected, following options are listed: Country officials can view all information for all countries; however, they can edit only the indicators of selected phases (Evaluation) for their own country. The World Bank specialists can view all information, and they can edit the indicators of selected phases (Estimation) for all countries. 8
