During June 10 to 14, 2018, a World Bank Team 1 carried out the last Implementation Support Review of the Emergency 2007 Cyclone Recovery and Restoration Project (ECRRP). This Aide Memoire (AM) summarizes the findings on the status of project implementation, recommendations and agreements reached with the relevant agencies to take corrective measures and/or to expedite implementation. The AM was discussed at the wrap-up meeting on June 12, 2018 with Secretary of the Ministry of Planning as the Chair. As agreed at the wrap-up meeting, this AM will be classified as Public under the World Bank s Access to Information policy. OVERALL STATUS AND KEY PROJECT DATA 2. The project has achieved all Project Development Objective (PDO) indicators. The end of project target has been exceeded concerning total direct project beneficiaries due to the rehabilitation of protective infrastructure as well as the recovery of the agriculture sector and livelihoods for cycloneaffected populations. Regarding reduced risk to cyclone-affected populations, as of June 18, 2018, 4.80 million people are estimated to have benefited directly. 3. Components A (Recovery of Agriculture Sector) and D (Long-Term Disaster Risk Management) were completed successfully within their closing dates. Component B (Reconstruction and Improvement of Multipurpose Disaster Shelters), the overall implementation has been excellent. The team commends Local Government Engineering Department (Implementing Agency: Component B) for their dedication and commitment in achieving concrete results on the ground and enabling the multipurpose disaster shelters to become a flagship intervention in the country. 4. Component C (Rehabilitation of Coastal Embankments) during project implementation, faced delays and challenges, however, the pace of overall implementation improved recently by the time of closing. 2 5. Local Government Engineering Department (LGED) has completed the construction of 352 new multipurpose disaster shelters (DSs) out of the target of 353. The improvement of 459 existing DSs out of the target 460 has been completed. LGED has completed construction of 343 km of roads to the DSs out of the target of 343 km. The two DSs that are not being implemented through ECRRP will be implemented from other government resources as agreed during the April 2017 mission. Component C: Rehabilitation of Coastal Embankments 6. The implementation support review notes that Bangladesh Water Development Board (BWDB). has confirmed the completion of 501 km of the embankment, out of the total target of 502 km. The construction of remaining 1km of embankment has been dropped due to social safeguard issues of compensation payment. BWDB will construct 1km of the embankment from other resources. 7. In addition to completion of 501 kilometers of embankment, BWDB carried out additional works and completed construction of 166 new sluices and repair of 191 sluices for sustainable water management as well as 17,695 meters of embankment protective works to protect embankment against river erosion. 8. D&S Consultant (Engineer) is finalizing the final Interim Payment Certificates with the contractors of three works packages. The Project Implementation Unit (PIU) is expected to share with the Bank the schedule of payment to contractors by. It is anticipated that the PIU will complete the financial transactions with the contractors as outlined in the payment schedule. 9. The Contractors of three packages (W-18, W-19 and W-20) are handing over km of Rehabilitation of Coastal Embankment (Re-sectioning and Retired Embankment) as well as other works to the Employer (BWDB). The PIU is expected to complete the Post-Work Measurement by. 10. The Task Team carried out 16 technical field visits (Annex IV) since the March 2016 mission and shared the field visit reports with BWDB and Project Coordination and Monitoring Unit (PCMU). The technical field visits highlighted the activities that needed to be improved to complete the works packages within the contract period. Based on the suggestion, the PIU completed the works as per the technical specifications within the planned date. Component F: Project Management, Technical Assistance, Strategic Studies and Training, and Emergency Support for Future Disasters 11. The Project s Monitoring and Evaluation (M&E) Resettlement Action Plan (RAP) team is currently reviewing and evaluating the RAP implementation performance of rehabilitation of coastal embankments. It will cover both the physical progress of all activities under the RAPs and the outcome of their implementation versus the objectives as laid out in the RAPs. 12. As the project draws to its scheduled closing, the implementation support review discussed and agreed on the next steps activities for the preparation of the Implementation Completion Report (ICR), including the Bank s ICR preparation activities and the Recipient contribution to the ICR. The ICR is due by December 30, 2018, and it is important that the ICR preparation efforts should be geared towards capturing significant lessons to be learned from the project which should not be lost. Furthermore, data points which are essential for the efficiency analysis and demonstrating achievement of the PDO for the ICR are provided in Annex V. The PCMU will coordinate with the M&E Consultant team to finalize the Project Completion Report by June 25, FIDUCIARY COMPLIANCE 13. Procurement Performance: All Implementing Agencies (IAs) have completed their procurement activities. It has been mentioned that since the Project will close on June 30, 2018 all works are to 2

3 be completed or services performed on or before the closing date of the project. All PIUs are expected to share the updated ECRRP Procurement Plan for IDA by. 14. Financial Management (FM) Performance: Financial management performance of the project is Moderately Satisfactory (MS). Interim Unaudited Financial Reports (IUFR) were submitted mostly on a timely manner and found to be acceptable based on the Bank s desk review. The external audit report for the FY has already been submitted to the Bank. The auditors have expressed an unqualified opinion on the financial statement of the project and reported 12 audit observations out of which 6 observations were noted to be material from the Bank s perspective. The project has not yet responded to the Bank with their clarification and action plan to resolve the observations. It was agreed that the project will submit their written clarification on pending audit observations and an action plan by June 23, The financial management staffing noted to be adequate with the completion of hiring process of the Financial Management Specialist in PCMU. 15. Disbursements Status: The total disbursement under credit number has reached to 92.91% as of June 18, Currently according to client connection report, the undisbursed balance under the project is US$ 6.46 million. The implementation support review understands BWDB is experiencing cost-overruns due to the additional works (variation orders), price adjustment as well as Income Tax, Value Added Tax Excess of National Board of Revenue Current Rate over contract rate, etc. In the other hand, LGED will not be using its full allocation since the agency has completed all major tasks. Based on the request of BWDB, the Bank agreed to allow category over draw to BWDB for LGED s un-utilized funds not exceeding US$ 6.46 million. BWDB will incur all the costs within the closing date of the project and submit withdrawal application for the overdraw amount to the Bank for direct payment to the contractors. 16. The closing date of the project is June 30, Eligible Expenditures as per the Financing Agreement incurred till the closing date can only be claimed under the project. The Disbursement deadline of the project is October 31, There are undocumented Designated Account balances under DA-A (BWDB), DA-C (LGED) and DA-D (PCMU). Withdrawal applications in respect of undocumented Designated Account balances should be submitted to the Association before the Disbursement deadline date. Undocumented Designated Account balance as on the Disbursement deadline date should be refunded to the Association promptly. We request the project to plan the payment and refund actions as per this timeline to avoid application of the Association s remedies. 4 SAFEGUARD MANAGEMENT 17. Environmental Safeguards: LGED has completed all environmental safeguard documentation for of 469 rehabilitation shelters and 352 new cyclone shelters. Overall most of the on-site environmental aspects have been complied including provisions of safety gears for workers and health and safety measures. 18. BWDB has also completed all environmental safeguard documentation for 14 Polder under three works packages. It is noted that improvements have taken place in environmental management, especially on environmental health and safety issues, with new signage, and increased use of protective gears. Furthermore, BWDB has implemented km afforestation program in Polder 55/2D (5.875 km) and 55/3 (5.000 km). BWDB has planted selected mangrove and other salt tolerant species as a protective belt on the tidal inundation zone on the riverside of the embankment (on BWDB s own land). The afforestation program will ensure social, environmental and economic sustainability of the Polders. 19. Social Safeguards: All civil works by LGED under Component B for rehabilitation and improvement shelters were completed on existing available lands free from incumbrances without any issue of social safeguards. Works for rehabilitation of coastal embankments by BWDB involved involuntary resettlement in 28 out of 29 polders and land acquisition in 12 of them. Resettlement of involuntarily displaced squatters has largely been completed (99% progress). Land acquisition compensation payment is complete in 7 polders and is ongoing for the remaining Deputy Commissioners (DC) in Barguna, Patuakhali and Pirojpur have identified all the land owners, have received funds from BWDB accordingly, and are making payment of compensation for land in the remaining 5 polders with 65% progress as of May 31, The Implementation Support Review proposed that any pending land acquisition compensation payments after the project s closing would be supervised through the ongoing BWDB implemented Coastal Embankment Improvement Project Phase-1 (CEIP-I). The mission has discussed the approach by CEIP-I PMU to monitor, track, catalyze and coordinate with the DC offices for completing payments to the remaining affected land owners and report to the Bank on a monthly basis. The CEIP-I PMU will coordinate and report to the World Bank CEIP-I Task Team. 21. It is to be noted, as per the Government laws, funds placed with DC s account must be paid to the legal owners. If there is ownership dispute under settlement in the court of law, the court decides, the payment goes to the wining claimer(s) as per verdict. Overall Project Outcome: 22. The Project achieved multi-sectoral long-term disaster preparedness that included improved farmer resilience through improved agricultural inputs, training and technology and construction of new disaster-resilient shelters and embankments (with build-back-better elements). ECRRP also had a bottom up approach towards building long-term preparedness by focusing on local risk reduction capacity building interventions. The feasibility, preparation, and development of three ongoing World Bank financed projects were a result of ECRRP, including the US$ 375 million Multipurpose Disaster Shelter Project (MDSP), the US$ 400 million Coastal Embankment Improvement Project (CEIP-I) and the US$ 210 million Modern Grain Storage Facilities Project, in addition, the preparation of the River Management Improvement Project was also undertaken by ECRRP. 23. The implementation support review is pleased to note that Bangladesh is recognized as a global leader in the achievements of vulnerability reduction. The country has proactively invested in disaster risk management and ECRRP is considered a flagship intervention for long-term disaster risk management in Bangladesh. 4

Data from the field on use of newly constructed/rehabilitated shelters under ECRRP during cyclones and heavy rains. In how many instances were shelters used by approximately how many people? This was requested in December 2017 from LGED. Component C 1. Updated number of people and hectare of agricultural land benefited due to rehabilitation and upgradation of embankments. As of the last draft, based on M&E estimates, the number was over 3.8 million 2 people including 848,700 farm families (exceeding the estimated 3.7 million target defined in the inception report) and hectares of agricultural land due to the rehabilitation and upgradation of kilometers of coastal embankments under ECRRP. EFFICIENCY ANALYSIS For Efficiency Analysis, following clarifications/data are required. 1. Need clarification from PCMU/M&E consultants on the following table (from 2014 progress report) pertaining to achieving the objective of recovery of livelihood. It is not clear whether the income above BDT 60,000 is defined in nominal or real terms. If nominal, then BDT 60,000 in 2010 is not the same as BDT 60,000 in 2014 because of significant inflation. 2. In fact, if you look at the upper poverty line on this table, the BDT 63,000 in 2014 was equivalent to BDT 44,500 in So, the first row of this table does not make any sense. 2 Calculation by M&E consultants is based on 7075persons per kilometer of completed embankment, which is a 2009 baseline figure.
