4 1. Steering group Art 1: The first stage of the cooperation project will involve the following activities involving all participating FLAGs: 1) establishing the project Steering Group and expert group Art 2: Should there be a need to extend the implementation time the matter needs to be taken in to Steering Committee agenda and be decided on at latest 30th November 2018 (now ) Art 3: Should some FLAG wish to join the partnership after 30 th June 2017 deadline and hope to cover less than their euro share of cofinancing it will have to be discussed and approved in the Steering Committee In case there is not enough funding allocated to the implementation costs it is up to the Steering Committee to decide outside running and administrative costs which activities will be left out.

5 1. Steering group Art 5: The project is led by the Transnational Steering Committee, where all partner territories can nominate maximum one member per partner country. The names and agreements of the members will be handed to the Lead Partner after the Agreement has been signed. The number of the members can be increased when new Partner countries join the Partnership but should not be more than 8-10 people altogether. The committee will have four meetings during the project. The partner areas may establish territorial level steering groups for the project implementation. To ensure the implementation and information flow of the Transnational Project work-shops could be organised simultaneously with the Steering Committee meetings. Those who wish to join the partnership after 30 th June 2017 will announce their interest to Steering Committee Art. 10: Any modification to the present agreement shall form the subject of an additional clause to this contract, which shall be submitted for the approval of the Transnational Steering Group and the Lead Partner.

6 1. Steering group - budget Member costs; accomodation and travel > for 10 people, 400 /person for 4 meetings Meeting costs; facilities, catering, program > for 10 people, 200 /person for 4 meetings -> decision on how to deal with 14 participating FLAGs and therefore increased budget!!!!!

Steering group - suggestions 8 members, north-south, mix fishermen-flag-project management, 2 or 3 from each country 7+1 (one from each country + Lead Partner) 2 from several Flag-countries and 1 from Countries with only 1-2 Flags Fairly representation, at least 1 from each participation country -> How about: 2 from Finland, 2 from Sweden, 1 from Estonia, 1 from Germany and 1 from the other possible later joining countries

Coordination- Lead Partner tasks; Art 5: The Lead Partner performs the following functions leading and coordination of the joint activities financial and administrative coordination of the project joint activities coordination and practical arrangements of the Steering Committee meetings Art 3: Lead partner will invoice partners of their share of the cofinancing ( is it okay to send invoice by ?) 1/4 th of their agreed share in 14 days within signing the contract in voicing by 15 th Nov with the due date 30 th Nov /4 th with a due date the 1 st December /4 th with due date the 30 th June 2018 and 1/4 th with a due date the 1 st December 2018.

Coordination- Lead Partner tasks; Art 4: The Lead Partner and the other aforementioned partners, Shall make all the necessary arrangements to ensure that any audits or documents that may be required by the duly authorized, Regional, National and Community Authorities are carried out. Undertake, in the case of an audit carried out by any duly authorized national or community authority, to present all the justification documents (such as minute approval, nomination of chair, secretary, record of attendance at meetings) that they shall keep for 10 years following the last payment. (estimated until 2029)

Coordination- Lead Partner budget; Operational coordination Project coordination, including the project preparation and partnership collection, Steering Group chairing and coordination, financial administration, book keeping and reporting: responsible person (e.g. Steering Committee Chair) and assistant salaries & travel costs, one day/week, 80 weeks ( 24 months), total 640 working days Book keeping, financial management, 24 months Other coordination costs eg. Coordination/administration- Lead Partner budget; Project activities as a purchased service or ESKO personnel? tendering, coordination, supervision of surveys, work-shops etc. approx The mentioned prices are based on the real net costs of ESKO FLAG from the year ESKO FLAG will nominate the person who is responsible for the activities together with the Steering Group and someone to act as an assistant. Both will work for the project part-time, according to the needs of the project.

Internal communication Art 2: Objectives in the long term: 3) to strengthen cooperation between FLAGs around the Baltic and their local stakeholders, to help them develop joint solutions, stimulate various forms of exchange How to share information with ALL project partners (also those not members of the SC) A. Project activities Art. 1: Objectives in the short term: 1. to collect and analyze existing studies and documents concerning seals and cormorants in the Baltic Sea region, to explore their impact on the fisheries sector, including fishing tourism, game fishing and aquacultures, and the range of alternative solutions. Project activities TOOLs: Project activities as purchased services - research survey in 4 countries, (20 days x 400 /day - calculations on losses of the catch, 2 weeks work time to develop technical calculation model, surveys on damages in each country and FLAG territory, 10 territories x 2 weeks, (3.500 /territory)

Project activities Art 1: Objectives in the short term: 2. to help develop higher quality population management plans of seals and cormorants and a joint message on the problems and solutions 5. to build a joint evaluation framework to be used on the local level to measure concrete losses that seals and cormorants cause to fishermen. This will be complemented by interviewing about 20 professional fishermen on each FLAG area with the same, joint questionnaire in cooperation with the FLAG.

Communication Art 1: Objectives in the short term: 3. to disseminate this message among stakeholders and regional, national and European level civil servants and decision-makers 4. to create a platform of exchange between stakeholders, including fishermen, fisheries communities and researchers, as well as environmental stakeholders Art 2: Implementation 6) disseminating the conclusions and recommendations.

25 6. Communication Suggested aims are to reach politicans and leading officals eg. EU-Com and - parliament members, EU-fishery and environmental council, national goverments/minstery and parlaments; newspapers and scientific papers reach ordinary people and politicans Suggested methods like web-forums, films, Facbook and YouTube broadcasts traditional ways (reports) website, press releases, s,interviews on radio and tv, creating a movie
