Financial evaluation suggests that the railway is not viable at the freight levels assumed. Commencement of ESIA studies being delayed as a consequence. Re-work by consultant would be needed to determine break-even traffic levels One of the projects which formed the work based project (Mbarara-Ntungamo Project) was finalized and substantial completion was achieved on 23 April The Project handover was made. The second project is also been finalized. It is programmed to be handed over at the end of July Uganda National Roads Authority Kenya Highway Authority Developer Selection for Kampala-Jinja Expressway PPP Project Economic Analysis of the Kibuye Busega Mpigi Expressway Project Eldoret-Webuye-Malaba A-104 NC Road Rehabilitation Power cuts impeded meeting between Mentor and participant in the month of June. Participant got good value from immersion at Aurecon and the opportunity to see applied use of HDM4 modeling on a Namibia road. Sensitivity analysis will now continue as comments are addressed and different scenarios are considered Still about 9 km of road remains to be completed. Participant now being given other project priorities by his Agency, but is being supported to devote work time to completion of online learning modules. Arising from the Project Risk Management Course, they have developed a Risk Management Plan for his WBP and participant believes this may be the first KenHA project a risk management plan which goes beyond the current norm of simply a risk "register". Kenya Railways Dev't of a better risk mgm't plan for oversight of KE roads construction Rehab and upgrade capacity of Nairobi Commuter Rail Participant has now moved on to design of risk management work-flow as a preliminary step to drafting improved risk management procedures for consideration by KenHA WBP is now all consuming especially with respect to preparation of preliminary cost estimates of the Nairobi Commuter Rail project. Project area of budget and scope are used in project progress reporting detailing the percent physical completion and % financial especially relative to fixed budget allocation

Immersion in Aurecon was valuable and may lead to some direct engagement. Participant met with Agency peers and Directors to share experience as is their norm. His Agency team has requested him to present overview of Aurecon operations as there is intention to collaborate with Aurecon on some issues. Project document and implementation manual has been endorsed by the Transport Minister. Participant attended Northern Corridor Heads of States Summit in Kampala (Uganda) from 3rd to 5th June at which the delegates recommended that DRC declare whether or not it will become a member of the Std. Gauge railway project and cluster working group member. Sudan Ministry of Transport Railway Directorate Establish framework for effective mgm't of SS Railway infrastructure Effective delivery of railway signalling services w/in SS Railway network No update for June. Responsibility for final design aspects of the SS Std. Rail signalling system have been assigned to the construction contractor. Participant will familiarize himself with the proposed design

Participant working to understand the existing condition on the project whereby national unit taking an interest to run with the project. Participant therefore helping the latter to think through all aspects to be covered in TOR Participant is overcoming challenge of lack of stakeholder buy-in through extensive stakeholder consultation and preparation of an acceptable legal documentation. Stakeholder workshop held and report produced NCTTA - Secretaria Securing finance for 2 pilot Roadside Stations in Northern Corridor Feasibility study & detailed design for Mbarara- Kisangani Upgrade Project mgm't of Nairobi Transmission Ring The investors conference held on April 28, 2015 in Nairobi, Kenya. It was attended by more than 200 participants from both the public and private sectors. The RSS program was presented to the participants. Potential investors have now been identified. Shortlist of the final list of potential investors to whom the task forces is going to target for sending a request for expression of interest. RSS task force is currently been set up in each member state and would be assisted to publish the request for expression of interest. The investors conference report is in the final stages of been published on RSS website. Participant prepared TOR for the two sections of the corridor, each the subject of a consultancy, should funding arise but the major priority is still to obtain funding. Participant is also focusing on land acquisition, social and environmental issues. Contractor audit underway to be completed in July. Still aiming for completion of Isinya - Suswa transmission leg to be completed by October 2015 but two other segments are now being re-tendered due to contract severance with original contractor. Kenya Transmission Company Procurement for Kenya-Tanzania Power Interconnection project AfDB has given 'no objection' to the bidding documents. Kenya tender board has approved the shortlist of consultants and RFP is being prepared. Site visits conducted on the Kenyan side substations with shortlisted consultants.

Participant now in a stronger negotiating position to reach the best bargain for KETRACO Model development well underway and in process of being populated w/capital cost + primary cost for transport, O&M cost for primary cost of all capacity. 90% complete External consultants have begun a review study of the Kenya transmission system planned for 2018 and issued draft assessment report. Participant and KETRACO colleagues need to revert with some changed assumptions as some planned projects will not be completed as originally scheduled Tanzania Ministry of Mines & Energy Tanzania Monitor progress on Makamako-Songea 220 KV TX Line Overseeing tendering processes w/in the TZ-KE T- line projects Implementation of upstream (pre-construction) works on ZTK TX line Currently preparing agreement between Rural energy Agency (REA) and TANESCO. Working on a proposal to ring fence donor financing for project specifics so as to cut down on disbursement delays On 5 June 2015 KETRACO & TANESCO jointly invited the 6 Shortlisted Consultants to submit Proposals before 16th July Held a pre-proposal conference on June 22. AfDB has given 'no objection' to the consultant shortlist arising from the EOI process. RFP now being issued to consultants. Execution of loan agreements w/afdb and JICA forthcoming imminently and evaluation of PAPs 'project affected properties' for compensation of wayleave is 30% complete. Reschedule works re completion/eval'n deadlines Chipata TX Line Evaluation of project performance continued. The need arose to address erosion protection at 10 sites involving individual designs at each site and assessment of related costs and the implications for cost sharing between ZESCO and EPC. Zambia Lusaka South Multi-Facility Zone; TX lines and Sub- Station Order for equipment on revised Phase 1 scope has now been placed. Civil works are completed and connection agreement finalized. Power Purchase Agreement being negotiated

5 Oversight of Zambia-Malawi Chipata Transmission Project Define Scope & Procurement for Sub-Stations of Lusaka T & D Project Way leave acquisition and line survey now 100% complete. 66KV bypass line now installed. Excavation works have started for 8KM 33KV line and 50% of Chipata Sub-station foundation installed Justification for expanded scope accepted by ZESCO. Pre-Qualification documents were completed to WB satisfaction but WB advised to skip to full tendering to stick to timeline. Participant and PIU colleagues starting on full tendering documents and are planning to go on a breakaway to draft them Office PPPI, PMU for ZTK PIDA Project Malawi Dev't of trading mechanisms for ZTK Project Cross border coord'n to deliver Feasibility study for Malawi-Zambia TX Feasibility studies for Malawi - Zambia Interconnection T-Lines Market study to be done and ready by August Road show being organized for July 2015 Pre-feasibility Study Report was submitted in June. Formal presentation by the Consultant and commenting by all key stakeholders done in Blantyre later in the month and report is now being finalized for resubmission mid-july. Utilities Escom and Zesco continue to lobby their governments to sign IGMOU. Consultant's draft of pre-feasibility report was received in June as expected but still awaiting approval. Communications with consultant have improved. EAC Secretariat-- Infrastructure Division Feasibility Study for Kigali-Bujumbura Pipeline 30 Expressions of Interest received for Kigali-Bujumbura pipeline study, but waiting for July start to new fiscal year before evaluating. Contract award expected by September and Inception report by October 2015.
