2 The Pioneering Spirit The Opportunity - Alberta Indigenous Climate Leadership Programs The Reality - Indigenous community discretionary capital is limited When a community has risk capital available for project expenditure, they are more likely to commit to the project. When so many communities are already running deficits, community contribution prevents many from applying. In many cases, budgets are already allocated at the community level where Alberta Indigenous communities can revise their Capital Plans. However, Green Energy Projects still compete with water, waste water, roads, and housing, all of which are critically underfunded. The Pioneering Spirit says we must proceed regardless of the challenges. We must focus on the opportunities at hand with an excitement for development and progress - with balance in mind and benefits for all sides. As Caretakers of the Earth we are happy knowing the efforts we commit and the benefits we receive as a community also provide support to the Alberta Government in making our province green again.
