Review and Approve 3/14/2017 Board Minutes Motion per T. Nelson to approve the March 14, 2017 meeting minutes as presented, seconded by C. Nelson, motion 5. Visitors Comments : None 6. Wastewater Manager s Report g. Bills to be Paid Motion per T. Nelson to approve the consent Agenda items as presented, seconded by C. Nelson, motion 8. Administration a Village of Ephraim Audit Report: Amber Drewieske one of our Auditors from Schenck is here to present their report. The Auditor reported that overall the Village is in stable financial condition. While Ms. Drewieske did not comment on specific numbers for the following departments I have included pertinent information for those who have not seen the audit report. The Budgeted amount for the Village was $1,205,652 for 2016 and the actual received was $1,256,892 leaving a positive balance of $51,240. Expenditures totaled $1,218,042. The Auditor provided explanations of the goal of the audit report and the reporting responsibility of the Village. The Auditor also provided some suggestions on how we can improve financial report thru segregation of duties so that no one individual is responsible for the initiating, authorizing and approving transactions.

2 Page 2 of 5 Wastewater Utility: 2016 Operating revenues totaled $389,399 up $51,399 from Operating expenses totaled 529,174, resulting in an operating loss of ($139,775). Nonoperating revenues totaled $101,895 resulting in a net loss of ($37,880) for The water testing portion of the department had a profit which helped offset the deficit. The Utility has been experiencing increases in expenses. As such, it has not been generating sufficient cash to finance operating cash expenses and other required uses. The Auditors recommend the Utility monitor its cash flow to determine when it will be necessary to increase user rates. Fairly stable for Ephraim-Gibraltar Joint Airport: Operating Revenues totaled $75,499 for 2016 and expenses totaled $73,814 resulting in a positive balance of $1,685. The Airport maintains an asset consisting of fuel inventory of $6,922 on hand as of December 31, Additional suggestions included a written policy and procedure to strengthen our Credit card usage activity, maintaining additional documentation to support Journal Entries and quarterly reconciliation of Account Receivables. Audience members inquired if the Auditor advises the Village on how to spend the money in the Capital Reserve Account, no replied Drewieske, they only advise on how much we should have in reserve to remain a financially healthy municipality. b. Discussion and consideration regarding Resolution , Budget Amendment: Request that the sum of $ be transferred from the Treasurers Cash Account to the Fire Department for the repayment of the Wisconsin DNR Fire Grant money. Motion per T. Nelson to approve Resolution as presented, seconded by Roppuld, motion c. Discussion and Consideration regarding Ephraim Business Council TEMPORARY CLASS B License: Rocky Marciano introduced this item, they would like to serve beer at the FYR BAL festival. Mike McCarthy also provided information on why they want to do this. A copy of the current Chapter 15 Alcohol Licensing Ordinance was included in the Board packets for their reference. The Ephraim Business Council (EBC) is requesting a temporary Class B License for the 2017 FYR BAL festival slated for June 17 th, T. Nelson inquired about where the trailer will be located, McCarthy replied that it will be delivered the morning of the festival and will be secured. C. Nelson is concerned that alcohol will be consumed all thru the road closure area, the Board has previously discouraged walk around alcohol consumption and we have not yet addressed the road closure itself.. Marciano responded that the area where alcohol could be consumed would not change if we did not close the road. So walking around with beer during the festival is acceptable asked C. Nelson. Roppuld is concerned that we may be going beyond our original brick and mortar consideration to allow alcohol in Ephraim. McCarthy responded that we will be keeping it in relatively confined in a controlled area. T. Nelson has no issues as long as we are in line with the State restrictions regarding alcohol consumption on a State highway. Motion per T. Nelson to approve the application from the Ephraim Business Council for a Temporary Class B license as presented, seconded by C. Nelson, motion

Discussion and Consideration regarding Ephraim Fire & Rescue Association TEMPORARY CLASS B License: Paul Pillet here to answer any questions, they would like to serve beer at FYR BAL and the Hill Climb. C. Nelson commented on the dates in their application, they indicated the 16 th and 17 th. Pillet responded that was in error they only will be serving on Saturday the 17 th. Motion per C. Nelson to approve the application from the Ephraim Fire and Rescue Association for a Temporary Class B license as presented for Saturday June 17th, 2017, seconded by Roppuld, motion e. Discussion and Consideration regarding Trixie s LLC 9996 Pioneer Ln. Combination CLASS B & CLASS C Retailer s License: Sara Holmes presented this item. This request is for a prorated license from May 4, June 30, They will reapply in June for a full year license. Bristol mentioned that they cannot get a fire inspection until all building is completed. Therefore this application is missing a fire inspection and a health department inspection and the application is not complete. Holmes commented that they inspection is expected on May 2 nd. Motion per T. Nelson to approve the application from Trixie s LLC for a combination CLASS B & CLASS C prorated Retailer s License for May 4, 2017 thru June 30, 2017 contingent upon providing proof of recently passed Fire and Health Inspections, seconded by C. Nelson, motion f. Discussion and Consideration regarding Ephraim Business Council request for HWY 42 closure as a part of 2017 FYR BAL Festival: The EBC is requesting that Highway 42 be closed from Moravia to Cedar St during the FYR BAL celebration on June 17 th, This is requested to provide a safer celebration for the Village. Marina traffic will remain open. Mike McCarthy added that he knows this plan impacts some people but there is a true safety factor that our Fire Chief is concerned about, therefore they have come up with a plan that is doable. McCarthy mentioned that there will be 3 different bands and a comedy group to provide entertainment this year. Vendors will be focused on Harborside Park. There will be a wristband identifying those who may be served alcohol. We have 2 trolley s that will provide transportation thru town. They feel they have their ducks in a row with this plan. Motion per C. Nelson to approve the request from The Ephraim Business Council to close Hwy 42, from Moravia to Cedar St during the FYR BAL celebration on June 17 th, 2017 seconded by T. Nelson, motion g. Update regarding Village Streetscape plan: Bristol provided a brief update. Talked to Becker from AECOM and we will have the 30% Engineering plan documents to review by next week. We will try to get it on the Village Web Site if possible. It will contain drainage and design, and the walking plan. McCutcheon suggests we meet at least 2x monthly until July. There will be cost estimates provided with this plan. Bridenhagen inquired if we have determined what we will due in the winter time with the walkways. No we have not forgotten that but we needed to get this first.

Acquiring financial forecasting services from Village Auditor to develop a 5 year plan: Salfi introduced this item, he has spoken with the Village Accountant who stated that they can provide this service. The Committee recommended that we approve this addition to services provided to the Village. Motion per T. Nelson to hire the Village Accountant to provide a 5 year financial forecasting service for the Wastewater department not to exceed $1,500, seconded by Roppuld, motion 11. Physical Facilities a. Discussion and consideration regarding repainting of Village End Signs and Beach Sign: Bristol introduced this item the request did not go before committee. The age of our signs are in need of freshening up. Stollenwerk agreed with proceeding with this suggestion. In our Capital Reserve account we have funds for the end signs. Village entrance signs Peterman inquired about the street end business signs. Bristol responded that after we finish the street end signs we will need to look at the business street end signs. Motion per T. Nelson to approve the repainting of the Village entrance signs with monies to come from the Capital Reserve fund line and the money for the beach sign to come out of general maintenance funds and the money for the Marina signs out of the Marina funds contingent to the Committee s approval, seconded by Roppuld, motion T. Nelson was concerned that the Marina budget is going to be charged without the Committee s approval. T. Nelson rescinds his motion and C. Nelson rescinds her second. This is a time sensitive item and in order to share the substantial cost of shipping McCutcheon inquired if the Moorings & Marinas committee members who are present tonight would ok this purchase this one time only. Bristol asked at what point things like this just come up as general village maintenance, had this item not included the Marina signs it would not have needed committee approval. Motion per T. Nelson to approve the repainting of the Village end signs, the Beach sign and the Marina signs at a cost not to exceed $5,000, seconded by Roppuld, motion
