2 AGENDA NO. 4. : EMERGING ISSUES - (A) Sealing of ATM by Local Authorities : Our member Banks reported that the local authorities have imposed some arbitrary charges per ATM in the form of Installation Charges and Maintenance Charges not hitherto levied. There are instances of sealing of ATMs for non-payments of these charges, including sealing of on site ATMs. In this connection we would like to bring your notice that, ATMs are integral part of Banking facilities provided to customers, hence baring ATM services hinders not only customer service but financial inclusion also. SBI, PNB, ICICI, Central Bank of India, Bank of Baroda, Bank of Maharashtra, IDBI & City Union have reported the issue. An illustrative list has been provided in Annexure B. (B) Non cooperation by Sarpanches : There are instances of non cooperation by Sarpanches with BCs to implement the Financial Inclusion, it has been reported that in some areas they are not allowing BCs to open accounts in their village. ICICI, Central Bank of India, Bank of India, United Bank of India, IDBI Bank have reported the issue. An illustrative list has been provided in AnnexureD (C ) Connectivity Problem : Banks are facing connectivity problem in day-to-day functioning and expansion of Branches, as also in functioning of BCs. SBI, Central Bank of India, United Bank of India, PNB, Bank of Maharashtra,IDBI Bank have reported data, provided in Annexure C. (D)FIR in fraud cases : The police may be sensitized that the FIRs should be speedily registered in fraud related complaints by Banks. Difficulty reported by Banks from time to time, including one case recently in Raipur.( by Bank of Baroda) (E)Computerization of land records : Computerization of land records is essential in present scenario. After feeding revenue data, land records should be made available on line to the banks. This will help banks in eliminating chances of fraud by fake registries. This will also help in prompt financing, particularly in Agriculture segment. The progress may be reviewed in the meeting. 2

4 NUMBER OF BRANCHES: 61 new bank branches have been opened during the December Quarter during FY Commercial banks opened 36 branches, Private Sector Banks have not opened any Branch, RRBs opened 10 branches and Cooperative Banks opened 15 Branches up to the period under review. There are 1084 rural, 604 semi-urban and 584 urban branches in the State of Chhattisgarh aggregating 2272 branches as at the end of December,2013. Out of these, % branches are operating in rural and semiurban areas. NUMBER OF ATMs: There are 247 rural, 485 semi-urban and 910 urban ATMs in the State of Chhattisgarh aggregating to 1642 ATMs as at the end of December PSU Banks have 1333 ATMs and Private Banks have 306 ATMs. RRBs have 2 ATMs. DEPOSIT AND ADVANCES DEPOSITS: Deposits recorded a growth of Rs crores during the December 13 quarter over the March'13 level during the F.Y Higher growth is shown by Bank of Maharashtra, Syndicate Bank, Central Bank,ICICI bank and APEX Bank. Higher negative growth shown by Allahbad Bank, Bank of India, Bank of Baroda, Dena Bank & Axis Bank during this quarter. ADVANCES: Advances recorded a growth of Rs crores over March 13 level during the F.Y In percentage terms, it is 12.59%. Major contributors are State Bank of India,Punjab National Bank and APEX Bank. Credit exposure made in Chhattisgarh through limits sanctioned out side the State is Rs crores as reported by the banks operating in Chhattisgarh. Taking this amount into consideration, the total advances figure works out to Rs crores. The movement of Deposits and Advances from Dec.' 2012 to Dec is depicted in the diagram given below: 4

6 PRIORITY SECTOR ADVANCES : The break-up of Priority Sector Advances in the diagram below : The Priority sector advances registered a growth of Rs crores up to the quarter, as compared to March'13 level. The ratio of 'Priority sector advances to Total advances' is 44.72% as on December'13 which is above the bench mark of 40%. Adv. is 8.05%. Although the share of Agri Advances to total advances is 15.77%. The total outstanding under Agriculture Cash Credit were Rs Crores and Agriculture Term Loan were Rs Crores as at the end of December quarter for financial year Banks are requested to increase investment credit in Agriculture Segment. 6

7 MSE ADVANCES: MSE advances registered a turnaround and posted a growth of Rs Crore up to December quarter for financial year The ratio of MSE advances to Total Advances shown a marginal increase from 20.10% as on March'13 to % as at the end of December Banks are advised to sanction collateral free loans under CGTMSE scheme as per RBI and GOI guidelines and advise the progress to SLBC. OTHER PRIORITY SECTOR ADVANCES: Other Priority Sector advances registered a growth of Rs crores upto December 13. The ratio of Other Priority Sector advances to Total Advances is 8.22% as at the end of December'13. Micro Credit to SHGs increased by Rs Crores up to December 13 above March'13 level. Education loan grew by Rs crore up to December 13 above Mar'13 level. Housing Loan under priority sector (up to 25 lac) increased by Crore up to December quarter for financial year over Mar'13 level. ADVANCES TO WEAKER SECTION: Advances to Weaker Sections registered a growth of Rs Crores up to December'13 quarter. The ratio of Advances to Weaker Sections to Total Advances is 12.77% as at the end of the December2013 quarter of financial year AGENDA No. 6. : CREDIT DEPOSIT RATIO (CD Ratio) The CD ratio of All Banks in the State of Chhattisgarh has increased to 62.54% as on Dec 13 from 56.21% as on Mar'13. The adjusted CD ratio has increased to 78.31% from 71.18% in March'13. The CD ratio of PSUs improved from 55.15% as on March,'13 to 61.33% as on Dec'13, CD ratio of Co-operative banks decreased from 60.02% as on March'13 to 58.69% as on Dec'13, CD ratio of Private banks improved from 91.37% as on March'13 to % as on Dec.13 and CD ratio of RRBs has increased from 32.94% as on March'13 to 33.84% as on Dec'13. 7

Major decline is in Agri and OPS (Housing, Education and Micro Credit) whereas MSE Sector increased. When analyzing agency wise performance, Commercial Banks achieved 60.45%, Cooperative Banks 31.71% and RRBs 11.15%. Looking to the under achievement in ACP, Region Heads of All banks are advised to make all out efforts to achieve the target. 11

12 AGENDA No 8 : FINANCIAL INCLUSION : AGENDA No 8 (A) : Opening of ultra small branches in rural areas. Ministry of Finance, Government of India in its communication No.F.No.20/57/2010-FI dated has advised that all population villages covered by BCs/CSPs should be converted into Ultra small branches specially those villages in LWE districts till March'2014. SLBC has written to all banks regarding establishment of USBs in LWE districts along with a Format for reporting the progress every month to SLBC but no response is received in format from any of the Banks. 13 AGENDA NO. 8(B) Providing Banking services in villages below 2000 population. The Financial Inclusion of villages with population below 2000 is to be done in a phased manner, in the year 2013, 2014, 2015 and up to March The roadmap for FI in villages with population below 2000 has been prepared by SLBC in which all banks have been allotted villages district wise (27 Districts). The SLBC has sent to RBI, the compiled list of villages allotted to various banks. It has been observed that most of the Banks are not submitting Quarterly progress in prescribed format Annexure B. A meeting of all banks was held on at Board Room, A.O. SBI Byron Bazar, Raipur which was also attended by two representatives of RBI. As decided in the meeting, banks are to submit quarterly progress to SLBC in the prescribed format Annexure B. It has also been observed that Annexure B does not specifically show the no. of villages covered by BC Locations. As the target is given in no. of villages to be covered by banks district wise, it is imperative to show the no. of villages covered by BC Locations in order to arrive at the actual position of the coverage. SLBC has sent to all banks Format Annexure B ( Annexed as Annexure I ) showing No. of villages allotted bank wise district wise for reporting quarterly progress. We annex herewith format Annex-B for 27 districts for record and ready reference for reporting progress. AGENDA NO. 8(C) NABARD Study report on BCs A study on functioning of BCs in Chhattisgarh was conducted by NABARD in 11districts covering 18 BCs. It covered issues such as basic infrastructure made available to BCs, operational viability and various difficulties faced in their functioning. The major findings are placed as Annexure E. 13

14 AGENDA NO. 8 (D) : Rural Self Employment Training Institutes RSETIs are functional in eighteen districts of the State. For remaining 09 Districts MoRD, Govt. of India, has advised that The new districts established in the state of Chhattisgarh are carved out of the existing districts where RESTIs are already functioning. Since many of the districts in Chhattisgarh are affected by left wing extremism availability of trainees is matter of concern in these districts. In this background, viability of opening REETI in the newly carved out districts is to be looked into before establishing the RSETIs in the new districts. As per directions of Ministry of Rural Development, a survey for viability of additional RSETIs in newly carved districts was done by SBI. The study repot has been received after last SLBC and the main findings are placed below : Bemetara : During this survey it emerged that the purpose of RSETI may be fulfilled by either existing RSETI KAWARDHA or DURG, Looking to the vicinity of these cities from Bemetara,in addition to this 4 I.T.I. are in the District which are fulfilling the same purpose.hence viability is not seen in the study of new & existing district. Balodabazar : During this survey it emerged that the purpose of RSETI may be fulfilled by either existing RSETI, BILASPUR or RAIPUR, Looking to the vicinity of these cities from Baloda Bazar,in addition to Ambuja Cement Pvt. Ltd.,I.T.I. Baloda Bazar & I.T.I. Bhatapara are in the District which are fulfilling the same purpose..hence viability is not seen in the study of new & existing district. Mungeli : During this survey it emerged that the purpose of RSETI may be fulfilled by either existing RSETI BILASPUR or KAWARDHA, Looking to the vicinity of these cities from Mungeli,in addition to SECL Bilaspur, NTPC Bilaspur & other Training institute are in the District which are fulfilling the same purpose.hence viability is not seen in the study of new district. 14

15 Sukma : During this survey it emerged that the purpose of RSETI may be fulfilled by either existing RSETI Dantewada Looking to the vicinity of Dantewada from Sukma,in addition to Livelihood College & ITI which are fulfilling the same purpose..hence viability is not seen in the study of new & existing district. Kondagaon : During this survey it emerged that the purpose of RSETI may be fulfilled by either existing RSETI Jagdalpur or Kanker. Looking to the vicinity of Jagdalpur from Kodagaon,in addition to Govt. Deptt.,NGO's & New Raushani programme which will be shortly started by Jila janpad kondagaon,as advised by Supdt. Jila janpad Kondagaon. & other Training institute are in the District which are fulfilling the same purpose.hence viability is not seen in the study of new & existing district. The survey of other four newly carved out district has yet to be done by Dena Bank and Central Bank. Subject to SLBC approval, it is proposed to recommend as above to the MoRD for 5 districts. 17 AGENDA NO. 8(F) FLCC. Thirteen FLCCs have been established in 12 out of 18 old districts of the State as under: 1. State Bank of India Jagdalpur, Kanker, Bilaspur, Kawardha and Janjgir-Champa. 2. Dena Bank Durg, Rajnandgaon, Raipur,Dhamtari and Mahasamund. 3. Central Bank of India Ambikapur, Koriya 4. C.G. Gramin Bank Sakri (Raipur) In other districts, LDMs are conducting Financial Literacy activities. Apart from this, as per latest RBI guidelines, all rural branches are to conduct Financial Literacy activities once a month Financial Literacy camps have been organized by Rural Bank Branches. PNB -23 camps, Allahabad Bank-9 and Bank of Baroda-10 camps and SBI 2993 camps. In which Banks LDMs have attended and addressed to villagers. SBI has taken some initiatives for publicity of Financial Literacy as under : 1.Financial Literacy is being canvassed by way of show of Nukkad Natak by one out sourced agency Lok Kala Manch, and thereafter some printed material / pamphlets will be distributed. This activity is being run in 150 Villages of 16 districts from 01 st April '14 to 30 th April'14. 2.Printed material / pamphlets got printed with the help of NABARD will be distributed in villages. 17

18 AGENDA NO. 8(G) : NABARD Study on time lag in appropriation of Subsidy : Among Centrally sponsored subsidy linked credit schemes such as DEDS, Poultry Venture Capital Fund, Integrated development of small ruminants, subsidy is released subsequent to disbursement of loan by the bank. Reasons for time lag i) In respect of such schemes release of subsidy depends upon availability of funds from Govt. of India. ii) The administrative approval for these schemes are given every year by Govt. of India during May-June and hence the applications are not processed by banks and NABARD till approval is notified by Govt. of India. iii) DEDS was closed and subsequently reopened during June for a period of one and half months. Closing and reopening created back log in processing claims. iv) At times incomplete application forms are received and correspondence causes unnecessary delay. In respect of Gramin Bhandaran Yojana and AMIGS, banks disburse first instalment of loan and advance subsidy ( 50% of eligible amount) is disbursed thereafter by NABARD. Subsequently on completion of construction of godown, a joint monitoring visit is undertaken by NABARD, DMI and financing bank on whose recommendation final subsidy amount is released. As DMI has one officer for the entire state, joint visit gets delayed at times which contributes to delay in release of subsidy. No application were received by NABARD for ACABC, Central Sector Schemes on Piggery development and on solar lighting. 18

19 AGENDA NO.9 : REVIEW OF PROGRESS IN NEW SCHEMES : AGENDA NO.9 (A) : Chief Minister s Higher Education Interest Subsidy scheme. Central Government is implementing Interest Subsidy Scheme to economically weaker families (maximum income of Rs.4.50 lac per annum). Under this scheme Central Government is providing 100% interest subsidy for loan sanctioned up to the period of Moratorium. After moratorium students are not getting any benefit of subsidy. The purpose of this scheme of State Government is to reduce the burden of interest on educational loan availed by students after moratorium period. Only 4% interest will be borne by students, rest portion of interest will be borne by the State Government. In order to ensure adequate awareness and sanction of loans to the students under the scheme, targets allotted to various banks vide our letter number SBI/SLBC/ / 80 Dated On one day workshop was conducted by Canara Bank (at State Bank Learning Center Raipur ), to clarify the whole scheme in general and the procedure to claim the interest subvention amount in particular by member Banks. AGENDA NO 9 (B) Education loan : MoF, GoI has allocated target of 2844 education loan of crore for the financial year for Chhattisgarh State. As many as 1944 cases for Rs Crore have been sanctioned up to during current financial year Apart from this 5 cases have been done by private Banks(by Axis Bank). All private Banks are requested to extend education loan in all the eligible cases. AGENDA NO 9 (C) Rajeev Rin Yojana ( RRY) Scheme for Interest Subsidy to Urban EWS and LIG Borrowers : Under RRY, which came into being in the month of January'14, housing needs of EWS/LIG segments of population living in urban areas, would be catered by way of Interest Subsidy on loan amount of Rs.5.00 lac and 8.00 lac to EWS and LIG respectively for construction of house or extending the existing ones. The scheme provides 5% interest 19

20 subsidy upto the loan amount of Rs.5.00 lac only. In February'14, the SUDA has given a target of 4300 cases for , which has been allotted to all banks by SLBC in February'2014 (Allotment sheet annexed as Annexure F ). The entire text of the Rajiv Rin Yojna (RRY) has been circulated by SLBC to all banks in January'2014 for better understanding/implementation of the scheme. We have not received the list of eligible Borrowers from SUDA yet. We request to SUDA to provide the same to respective Banks, LDM and SLBC at earliest. AGENDA NO 9 (D) Venture Capital Assistance Scheme ( VCAS) - Scheme for Agri Business Development : Small Farmers Agribusiness Consortium (SFAC, formerly known as Agriculture finance Corporation Ltd ) will supplement the financial gap worked out by the sanctioning authority of term loan under means of finance with respect to cost of project subject to the fulfilment of certain eligibility conditions, as stated in the detailed scheme. The detailed scheme is annexed as Annexure G. The AFC India Ltd. is to conduct awareness camps for this scheme, which will be done after completion of election process, as advised by AFC. AGENDA NO. 10. REVIEW OF PROGRESS IN GOVERNMENT SPONSORED SCHEMES. The Achievements under various Govt. Sponsored Schemes up to 31 st December' 2013 : AGENDA NO. 10 (A). Prime Minister s Employment Generation Programme (PMEGP) There are three Sponsoring Agencies, KVIC,KVIB and DIC. KVIC, KVIB and DIC have given margin money utilization target of crore for both the agencies for the FY The Target was allotted in August' 2013 but revised target received in Novemeber'13. Simultaneously, the system of applications and their disbursals has been changed, and now right from Applications to disbursal will be done through e-tracking and the system has already started. The progress in PMEGP is very less due to: 20

21 1. New cases sent to Bank branches in January'14 onwards because of Assembly Elections in the state. 2. Branches are facing problem in receiving the cases and receiving subsidy claim through etracking. 3. Indiscriminate submission of cases to few banks without correlation with Targets. On the lines of NRLM, the sensitization of field staff, Branch Managers of Banks and sponsoring agencies will enhance the progress. The progress in Government Sponsored schemes has also been taken from Government Departments as information of sponsored cases Bank wise has not been provided to SLBC secretariat / LDMs. These cases are not on e-tracking therefore all Banks are advised to reconcile the position with the concerned Govt. Departments under confirmation to SLBC. Incidentally we would like to draw your attention towards the fact that the submission of cases to 11 Banks (ICICI, HDFC, BOI, BOB, Canara Bank, Corporation Bank, Indian Bank, IOB, UBI, CRGB and IDBI) are less then the target allotted, on the other hand 06 banks (PNB, Dena Bank, Union Bank, JSKB, AXIS Bank and OBC ) have been submitted cases more than double the target allotted to them. In adivasi vitt, Banks have achieved 50% subsidy amount in Dec 13. Department is also advised to send the list of beneficiaries Bank wise/branch wise to their Regional Heads and also to the LDMs of the respective districts. So that, pending position can be tracked at two levels. AGENDA NO. 10(D). Self Help Groups (SHGs) For promotion of SHGs in the state, two agencies are working. First, promotion of SHGs through NRLM Project (C.G.Govt.) and second, promotion of SHGs through NGOs (NABARD). Now as per NRLM project, the Linkages of SHGs are to be done only for Women Groups. Now subsidy will not be provided to groups. Only interest subvention will be provided. 22

As per NABARD there are 29 NGOs identified in 10 LWE districts and are working with various linked bank branches. SLBC had requested the NABARD to collect the information through their DDMs and provide the same to SLBC. State Bank of India and Chhattisgarh Gramin Bank have organized sensitization programmes at Bastar and Rajnandgaon at ground level, with Branch Managers, with the support of NABARD for promoting and increasing linkages of SHGs, specially Women SHGs. Role of State Rural Livelihood Mission (SRLM) in Promotion of Women SHG in the State : National Rural Livelihood Mission (NRLM) came in to existence wef and started functioning wef and in states it is known as State Rural Livelihood Mission (SRLM). The programme christened as बहन " is initially implemented in 4 blocks (Chhura, Bastar, Rajnandgaon & Balrampur) of 4 districts. NRLM / SRLM department, Development Commissioner, Govt. of Chhattisgarh, has allotted a target of Rs crore for credit deployments for the financial year for all Banks in 27 districts. All the Banks/ Vikas Ayukt Karyalaya advised sanction amount of Rs crore up to December'13. 23

24 There is not a significant progress in this scheme. This is mainly because of Non implementation of Social Mobilization philosophy and Community monitoring mechanism. To boost up the performance in the scheme, it requires a more organized structure like it is implemented in the Andhra Pradesh (SERP - Model), which includes : SHG 1. Group level member Training 2. Bookkeeper Training 3. Mirco Credit Plan training, training on social issues. Apart from this identification of projects/activity is also critical. V O (Village Organisation) 1. Village Organisation Executive Committee Training on management and meeting process. 2 Village Organisation Bookkeeping Training. 3. Community Activist Training. 4. Functional Committees Training. One Exclusive sub committee for SHG Bank linkage may be formed at village / Cluster / Block level which will provide support to the Banks in ensuring proper utilization of loan amount, recovery etc. The Bank linkage sub committee member i.e. Bank Mitra from each village level federation will coordinate closely with the Banks. He, along with project staff of SRLM will meet once in a month under the chairmanship of the Branch manager in the Branch premises with the agenda items relating to Bank linkage. AGENDA NO. 11. REVIEW OF OTHER SCHEMES. AGENDA No. 11. Kisan Credit Cards (KCC) Upto December'13 quarter, 2,70,281 new cards were issued amounting to Rs Crores. The Cumulative position comes to 21,86,249 cards for Rs Crore. As requested by SLBC, list of Non-defaulting elligible farmers who had not been covered before were provided by Agriculture Deptt. for five districts to respective LDMs. As advised by the LDMs, the list provided is partial and not exaustive. The Deptt. of 24

25 Agriculture is requested to provide such list for remaining district and revised and complete list of farmers of those five aforesaid districts. As per information of NABARD and Agriculture Deptt. Govt of C.G., there are 32 lac farmers in the state and 40% of these are share croppers or cropping on leased basis as such how would they be covered. NABARD is requested to provide the modalities and methods to cover them. A large number of agriculturists are yet to be covered. Issuing Kisan Credit Cards to all eligible non defaulting farmers is the top priority of Ministry of Finance, Government of India and Reserve Bank of India. Out of total Agriculture advances of Rs Crore, Agriculture Cash Credit is Rs Crore and Agriculture Term Loan is Rs Crore as shown in the data table 1-e (1). As decided in 52 nd SLBC, NABARD has submitted a common form for KCC borrowers, as it is being used at J&K and West Bengal. NABARD is requested to submit the form after customizing the format for Chhattisgarh State as suggested by The Chief Secretary in 52 nd SLBC meeting. AGENDA No. 12 : MISCELLANEOUS ISSUES WITH GOVERNMENT AGENDA No. 12 (A). Sponsoring agencies were requested to provide a list of sponsored cases/ beneficiaries sent to various Banks to SLBC and LDMs for better monitoring / follow-up of implementation. But the same is not being followed. KVIC provided the list of cases sent to Bank and pending position to SLBC on and KVIB provided partial details on , all other agencies are requested to provide the same. AGENDA No. 12 (B). RRC. A total number of 2,42,231 cases amounting Rs Crore are pending for recovery as at the end of December The number of new cases filed during the quarter is We have requested member banks in the previous SLBC meetings also, to instruct their branches to reconcile the actual pending RRCs in consultation with local revenue authorities. LDMs are advised to take initiative for their respective districts. 25

26 The District authorities should be approached for conducting special drives for recovery. BRISC amount, wherever pending should be paid to the Government without delay. Procedure of RRC filing should be made on line, as it is done in Madhya Pradesh, so that actual position of RRCs filed and recovery made through RRCs, can be ascertained. State Government is requested to advise District Administration of all the districts to expedite recovery in RRC cases filed, by holding Recovery Camps, Lok Adalats, etc. SLBC has approached NIC Bhopal in connection with DIF letter regarding online RRC filing software, they advised us that the Software has not been configured for CG State yet. AGENDA NO. 13 OTHER ISSUES : AGENDA NO. 13 (A). On-line DATA SUBMISSION TO SLBC: SLBC Chhattisgarh proposes to make entire process of data collection and feeding online for the purpose of quarterly SLBC meetings. SLBC Cell is in touch with the outsourcing agency who is at present doing the job for SLBC Bihar and U.P. In this connection a meeting or two of all banks/ldms will be held with the outsourcing agency to discuss/understand the programme and its viability. AGENDA NO. 13 (B). Bringing Green Revolution to Eastern India (BGREI) - The Government of India has launched a special programme of Bringing Green Revolution in Eastern India (BGREI) - a sub scheme of Rashtriya Krishi Vikas Yojana (RKVY) from in the eastern states with an objective to increase the productivity of rice based cropping system. These seven states comprised of Assam, Bihar, Chhattisgarh, Jharkhand, Odisha, Uttar Pradesh (East) and West Bengal. The rice productivity will be increased by promoting recommended agricultural technologies and addressing the underlying key constraints of different agro climatic sub regions. Under this scheme, a bouquet of activities have been taken up that include block demonstrations of rice and wheat technologies in cluster mode approach; promoting 26

27 resource conservation technology (zero tillage under wheat); creation of asset building activities for water management (shallow tube wells/dug wells/bore wells, distribution of pump sets); promotion of farm implements and need based site specific activities etc. As stated in the scheme NABARD to make available the state wise credit flow data on actual number of KCC in operation and credit disbursed through KCC on quarterly basis. Banks are requested to follow the details mentioned in the minutes of meeting ( copy placed as Annexure H ) held by the Secretary (A&C), Government of India, dated at Krishi Bhavan New Delhi. AGENDA NO. 13(c ). Allotment of Government Sponsored Scheme (GSS ) Cases to Private Banks : The cases under GSS hitherto been allotted to Public Sector Banks only. Now it is proposed that GSS cases may be allotted to private Banks also looking to the overall business stakes available in the state.
