1 IRIS QUICK REFERENCE GUIDE: GENERAL NOTES ON BENEFICIARIES AND OUTPUTS 1. BENEFICIARIES OF THE LCDP Once your actions have been input into IRIS you can record outputs against them. Targets will have been set for each action and you must report on your progress in achieving these targets. Targets are set for: The number of beneficiaries (Beneficiary Targets) you will support o Individuals o Local Community Groups (LCGs) o Others (Adults and Young people/children) The types of outputs (Action Indicator Targets) that will be achieved. As the action is carried out you should record the outputs under the relevant beneficiary tab. The three beneficiary tabs are: Individual beneficiaries adults who have registered with an LDC to access ongoing intensive support with a view to progression into education/training, employment or self-employment and have benefitted from an LCDP action. To record individual beneficiaries you must lookup and select or create a record for each individual who benefitted from the action and then input details of the interventions (types of supports) they received under the LCDP as well as any subsequent outputs as a result of these interventions. 2 LCG beneficiaries these are local community groups that have received a direct support and have benefitted from an LCDP action While groups carrying the tag community may be formed for a variety of reasons and can be organised and operate in diverse ways, a local community group refers to a group operating out of community work principles and processes and focused on the needs of the target groups of the Programme. An LCG should be: focused on and inclusive of the target groups of the Programme committed to the achievement of social inclusion and equality composed of the target group and, as appropriate, those working in solidarity with the target group engaged in collective analysis and action committed to the empowerment of the target group. To record LCG beneficiaries you must lookup and select or create a record for each LCG who benefitted from the action and then input details of the interventions (types of supports) they received under the LCDP as well as any subsequent outputs as a result of these interventions. The same LCG can benefit from more than one action. Please see QRG on How to set up LCG beneficiaries. Other beneficiaries: In general these are numbers of adults and children/young people who benefit from actions focussed on the targets groups and/or disadvantaged areas: total number of children/young people (under 18) who have benefited from an LCDP youth action; or total number of adults/young people who have benefitted directly from an LCDP action but no personal details have been collected due to the nature of the action, (e.g. information days, outreach activities, youth actions, newsletters, drop in information services). To record Other beneficiaries you input the total number of males/females who benefitted from the action as well as any subsequent outputs. The same people can benefit from more than one action but as we do not capture personal details there will be some duplication in the numbers. Where possible this duplication should be minimised. You can also record details of interventions, if appropriate. Please see QRG on How to set up Other beneficiaries. 2. DEFINITION OF OUTPUT INDICATORS Individual Beneficiaries (G1) 1.3 Referred to another non-lcdp specified service - This indicator is used when the LDC has formally referred a person to another service/agency for support (e.g. referral to LES, LEADER programme or County Enterprise Board). In many cases there will be a system of referral between the LDC and local services /agencies. (G1) 1.3 Uptake of non-lcdp specified services - This indicator is used when the LDC has progressed a person onto a particular programme or scheme that is funded by another service/agency (e.g. FAS training scheme or VEC course). It is also used to record progression of an individual onto a State supported employment scheme e.g. CE, RSS, TUS. Select the lead agency/department along with the name of scheme (e.g. FAS CE/JI, Dept. Social Protection RSS). Current as at: 20 th February 2013 Page 2 of 5
3 (G2) 1.1 Participating in LCDP recreational and cultural activities this indicator is used when a person progresses onto an activity of this type that is managed or funded/partly funded by the LCDP. (G2) 2.6 Participating in LCDP Accredited Education / (G2) 2.7 Unaccredited Education - these indicators are used when a person progresses onto a course of this type (usually under Goal 2) that is managed or funded/partly funded by the LCDP. Course details must also be entered on IRIS. The progression of the participants must be tracked and recorded when they have completed the course. (G3) 1.5 Participating in LCDP labour market training this indicator is used when a person progresses on to a course of this type (Goal 3 only) that is managed or funded/partly funded by the LCDP. Course details must also be entered on IRIS. The progression of the participants must be tracked and recorded when they have completed the course. (G3) 1.6 Progressed into employment this indicator is used when an individual beneficiary on your caseload progresses into employment as a result of LCDP interventions. This will require regular tracking of each client s support interventions and progress. (G3) 3.1 Progressed into self-employment this indicator is used when an individual beneficiary on your caseload progresses into self-employment (new enterprise start-ups) as a result of LCDP interventions. This will require regular tracking of each client s support interventions and progress and follow up after 12 and 24 months to track if the business is still trading. LCG Beneficiaries (G4) 1.3 Progression of LCG through development stages these are the progression options for LCGs who are receiving ongoing support to build capacity. This support may lead to the development of new projects or participation in decision-making structures and networks. (G4) 2.1 Opportunities for LCGs to contribute to policy and decision-making this indicator is used when an LCG has been supported to deliver a new project or to participate in a network/decision-making structure. (G3) 2.3 Jobs created in community enterprise/social economy business this indicator is used when an LCG receives ongoing enterprise/social economy supports and succeeds in setting up a new community business as a result of LCDP interventions. (G2) 2.6 Participating in LCDP Accredited Education (G2)2.7 Unaccredited Education- this indicator is used when the members of an LCG (usually the committee/management structure) participate in a course that is managed or funded/partly funded by the LCDP with a view to building the capacity of the LCG itself. Course details must also be entered on IRIS. The progression of the participants should be tracked and recorded when they have completed the course. Other Beneficiaries (where it is not possible to collect personal details) (G1) 1.2 Knowledge of specified service provision this indicator is used when the LDC has undertaken an information/dissemination type activity targeted at programme beneficiaries (e.g. outreach, newsletter etc.) (G1) 1.3 Referred to another non-lcdp specified service - this indicator is used when the LDC has formally referred a number of adults/young people to another service/agency for advice/guidance (e.g. referral to LES, counselling service or youth organisation). In many cases there will be a system of referral between the LDC and local services /agencies. (G1) 1.3 Uptake of non-lcdp specified services - this indicator is used when the LDC has progressed number of people onto a particular programme or scheme that is funded by another service/agency (e.g. VEC course). (G2) 1.1 Participating in LCDP recreational and cultural activities - This indicator is used when a number of adults / children/young people participate in an activity of this type that is managed or funded/partly funded by the LCDP (e.g. summer camps). (G2) 2.4 Participating in educational activities (excludes Courses) - This indicator is used when a number of adults / children/young people participate in an educational activity that is managed or funded/partly funded by the LCDP (e.g. health promotion, reading initiatives) (G2) 2.6 Participating in LCDP Accredited Education / (G2)2.7 Unaccredited Education / (G3) 1.5 Participating in LCDP labour market training - These indicators are used when a number of Adults/Young people participate in a course that is managed or funded/partly funded by the LCDP and it is not possible to collect personal details. Course details must also be entered on IRIS. The progression of the participants should be tracked and recorded when they have completed the course. (G2) 2.8 Young people attending youth work provision This indicator is used when a number of children/young people participate in an activity of this type that is managed or funded/partly funded by the LCDP (e.g. youth clubs, homework clubs). (G4) 1.2 Engagement strategies for reaching different local groups This indicator is used when a number of Adults /young people participate in an activity of this type that is managed or funded/partly funded by the LCDP (e.g. community activities, pre-development with work) 3. BENEFICIARY AND OUTPUT REPORTS TARGETS VS ACTUALS To monitor your progress in achieving your targets for each action you can generate the following reports: Action Beneficiaries Target Vs. Actuals this details the Beneficiary target set for each action and the number of Beneficiaries recorded to date. Action Output Indicators Target Vs. Actuals this details the Action Indicator targets set for each action and the outputs recorded to date for each indicator. Current as at: 20 th February 2013 Page 4 of 5
5 Beneficiary Participation Rate Report this details the total number of beneficiaries and outputs recorded for your LDC against the Annual Plan BPR targets. To generate one of these reports, click on the Run Report icon from the Annual Plan screen. These reports should be run at least on a quarterly basis to ensure that information is being recorded and that progress is being made against the targets set for each Action. 4. COLLABORATIVE ACTIONS Every effort should be made to avoid duplication of outputs particularly in relation to actions that are delivered in collaboration with other organisations/agencies. Agreement should be sought in advance by the collaborating organisations as to what outputs each one will claim and LCDP targets should be set accordingly. Where an LCDP action is contracted to a third party (on behalf of the LDC) then agreement should be sought with the third party to collect and return individual details for each beneficiary, as appropriate. If it is not possible to do this, then the corresponding number participants can be recorded as an output under Other beneficiaries. Excludes ring-fenced Volunteering Centre actions see Guidelines on VC reporting to LDCs. Where an action is part-funded by the LCDP but is implemented and delivered by another organisation (e.g. FAS or VEC) agreement should be made between the organisations involved that the delivery organisation will collect information on the individual beneficiaries. This information should be available to the LDC as required. Where possible, the individual details for a percentage of the participants should be returned to the LDC for input into IRIS. If it is not possible to do this, then the corresponding number participants can be recorded as an output under Other beneficiaries. The delivery organisation should reduce their figures accordingly so that there is no duplication of outputs. Where an action is funded by another agency (i.e. VEC course) but is implemented by the LCDP (staff time/resources), the participants can be recorded as individual beneficiaries if they have received initial supports under the LCDP before being placed on the course. The output for each individual would then be recorded as Participating in LCDP Education, recreational, cultural or labour market education / training programme. The course details can be recorded and the Funding Source should be 100% funded by other with LCDP collaboration. If the LCDP has no role in the implementation of the course then the output should be recorded as Accessing other non LCDP services. LDCs should ensure that actions delivered in collaboration with other organisations are targeting the most disadvantaged people (named target groups of LCDP) and areas.
