9 NZEBs Nasuvinsa will build 524 social houses for rental. Under Passivhaus standard. 80 million euros investment (50% funded by EIB European Investment Bank). Meeting the real need of rental housing. Fighting climate change and fuel poverty.

10 NZEBs Heating will be supplied with biomass from the forests of Navarra. This will be a measure for forest management (avoiding fires). It is an important opportunity of employment for rural areas. HEATING Agreement between public companies

11 NZEBs PILOT PROJECT An opportunity to test Types of trees Drying processes Size of wood chips for our future nzeb houses. Av. Reino de Navarra 22 and 24, Sarriguren (Navarra) 2 blocks, 51 social rental dwellings. Currently supplied by 2 natural gas boilers. They will be changed by a biomass chips boiler (300 kw). Annual consumption: kwh, 140 tonnes biomass.

We have own powers in Housing (own regulation): Network of local offices Always opened aid call (until 50% of the elegible budget) Since 1985, more than 100,000 dwellings have been refurbished. 22 Lessons learned Regarding to financing model FINANCING DIFFICULTIES LACK OF KNOWLEDGE + HIGH RISK product Valuation CONFUSION Bank entities LACK OF INFORMATION The lack of information provokes an under-exploitation situation of renovation projects. Demand is, in many cases, ahead of the supply.

23 Rehabilite Financial Instrument Rehabilite Guarantee Fund has been designed in order to cover the non-granted amount that requests guarantees to obtain loans for Owners Association. Thus, Navarra Government will cover that guarantee in case of failed loans. There will not be risk for bank entities and Owners Association. Collaboration Agreement with bank entities will be signed. They have already show an interest. Housing Service of Navarra Government will manage the FI together with refurbishment aids.
