Q1. Page 20, First sentence there is a reference to "Schedule 2". Is this correct or should it be "Section 2"? A1. Please see the revised new Page 20 attached to address the question above. Q2. Page 20, second bullet point refers to credit and debit card transactions which account for approximately 75% of the funds deposited to NSLC accounts. TDMS is the current credit card processor. Is TDMS capable of providing same day value for deposits to a Scotiabank account or is this just for TD accounts? A2. They are currently depositing to in our bank accounts, current vendor is RBC. Q3. What is the difference between "Bank of Canada ready deposits" and those deposits that are not "Bank of Canada ready". A3. We mean Deposits in Bank of Canada ready notes coins rolled-up, cash bulled for efficient count at the branch. These would come from our Armored Car partner. Rarely, head office has to deposit loose cash directly at the branch. Q4. Will the 12 stores not serviced by armoured car services deposit at the branches during operational hours or after hours via the night deposit service? A4. Please price both services. 2 Q5. Could you confirm that the accounting software used by NSLC is SAP? A5. Yes Q6. Schedule 1 Part 4 - a) Are you looking for examples of companies/institutions/government bodies that we have facilitated transition from an existing bank to ours without disruption to your customers? Or are you looking for just some commentary on how ve managed the process of doing this? A6. Examples would be great but definitely looking for detailed transition plan. Q7. EDI Transfers were spoken of in terms of the bank s ability to deliver on these. Are you currently using EDI or have intent to move to EDI? A7. We do not have plans to move to EDI payments. Q8. Schedule 4 a. Could you describe or give an example of what the items defined as # of banking transactions and are those transactions completely separate from Electronic Deposits/Credits? i.the reason for asking is if Electronic Deposits/Credits are considered banking transactions, we just want to understand if they ve been removed, leaving 9677 # of banking transactions and what those are comprised of? A8a. They are included. b. Could you describe or give an example of Un-Encoded items deposited transaction? A8b. Un-encoded are cheques. Q9. Seeking clarity regarding the Change Cash Accounts and how they operate. a. Appendix C Second last bullet states we expect these account to be brought to a zero balance at month end and one charge to the Main Operating Account A9a. This would mean that we would move the balance of the account to our main bank account. Q9b. Schedule 5 States for the Change Cash Accounts Currently this is handled by the Banking partner and the money is funded in an account which is paid by the NSLC at the end of every month. The current process is for the orders to be faxed in 3 days prior i. As Appendix C states that the accounts need to come to a zero balance and they do this by charging the Main Operating Account. Schedule 5 later goes on to state that the account is paid by NSLC at the end of every month, which matches with Appendix C. 1. Therefore, are you stating that the Cash Change Accounts are taken into overdraft during the month by orders of cash at their time of delivery and then at the end of the month you bring them back to zero balance by

3 charging the Main Operating Account for that past month s requirement of cash? A9bi1. Yes If this is the case, do you require an overdraft facility for the account or offsetting arrangements while the account is overdrawn? A9bi1a. We require the account to sit in overdraft position and not attract overdraft charges. For ease of reconciliation, this account should be paid-up only once a month. Q9c. If the above is not the proper understanding of the Change Cash Accounts operation month-to-month, as typically the debit for the cash order is posted to the account when the armoured car has departed to deliver, could you please describe in further detail to ensure we fully understand your monthly operation of this the Change Cash Account. Do you only use fax to send cash orders in? Would you be opposed to using IVR (Interactive Voice Response System) as this is a more secure method of transmission from a user authentication and administration standpoint? A9c. Not opposed to this system. Q10. For the 12 non-armoured car stores, are cash requirements currently just picked up from the same banking institution that they complete their deposits at? A10. Yes Q11. Do you know at what rate of change in recent years or customer base has been moving to more electronic based sales transactions? EX. Have your sales gone from 28% cash last year to 25% cash transactions this year? A11. Historically, our business is very much cash driven. Insignificant change in the past 10 years. Q12. Do you have any special arrangements with your current bank that would typically fall outside the standard operating requirements for a government body or institution? A12. We currently have the rates of government body but we are retailers so I m not sure what specifically what these special arrangements would be. Q13. Between paying low fees or receiving a better interest rate, which is more important to NSLC? A13. Low fees Q14. Please describe the frequency of the sweep of funds to the province. A14. Once or twice / week Q15. How often are funds consolidated from accounts that are held at other Financial Institutions? A15. Once/month

4 Q16. In Schedule 4 - Transaction volume worksheet you refer to 9677 banking transactions please provide additional details on this item. A16. See other answer. Q17. Please clarify whether or not the volumes for Coin/Currency supplied provided in Schedule 4 Transaction Volume worksheet are for all stores or just those with armoured car service. A17. Armored car Q18. Please confirm whether or not the armoured carrier company makes one single deposit to the main account for all serviced locations, or if the deposit is done on a per location basis. Please describe these transfers and the file types used, in more detail. Are they processed using a standard EDI 820 transaction set? A24. Sorry, we do EDI remittances, not EDI transfers. Please note this change to the RFP accordingly. 6 Nova Scotia Liquor Corporation Page 20 Banking Services RFP Schedule 5 Other service requirements Please provide costing for the services offered in schedule 4: Currently deposits are picked up from the armoured car serviced stores (appendix B) and the armour car company verifies the deposits, consolidates the funds, sorts, culles and most of the funds banded, ready for Bank of Canada deposit. The successful proponent will deposit the funds and any discrepancies will fall to the armour car company for verification as the NSLC will verify individual deposit discrepancies with the armour car company. A valid response will include costs in Schedule 4 for both the verification of deposits as well as handling the consolidated funds from the armoured car company. Credit and debit card transactions, currently sourced through TDMS under a separate contract, are batched and deposited daily to the General Operating Account. This currently accounts for approximately 75% of the funds deposited to the account. The Change Cash Accounts are used for store cash floats. The NSLC requires approximately $600,000 per month in change cash, primarily coin and occasionally small bills, for store cash floats. Currently this is handled by the Banking partner and the money is funded in an account which is paid by the NSLC at the end of every month. The current process is for the orders to be faxed in 3 days prior to the order being delivered by the armoured car company from the bank. Please provide distribution of branches available for store deposits from nonarmoured car stores (appendix A) in schedule 4. Please outline all fees associated with handling these stores, such as deposit verification and change orders in schedule 4. Where a branch is not available please indicate in schedule 4 costs associated with transferring the funds to the Operating Account; currently the transfer is initiated by phone call.
