Purpse f this guide. The purpse f this guide is t prvide cuntries with an verview f the health security capacity building prcess and serve as a shrt guide fr develping a Natinal Actin Plan fr Health Security (NAPHS) fllwing a Jint External Evaluatin (JEE) r ther similar assessment. This dcument utlines the majr steps tward the develpment f a NAPHS, cntains additinal detail n each step in the prcess, prvides helpful recmmended actins, and lists resurces that are available t assist cuntries. This guide supprts a NAPHS develpment prcess that is flexible, led by the cuntry, includes representatives frm multiple sectrs f gvernment, and builds upn the results f cuntry assessments f health security capacity (JEE r ther similar assessments). A mre cmprehensive versin f this summary can be fund in the Cuntry Planning Guide fr Develpment f a Natinal Actin Plan fr Health Security. Overview f the Natinal Actin Plan fr Health Security Develpment Prcess: Figure 1: The health security capacity building prcess. The bxed steps represent the prcess fr develping and refining a Natinal Actin Plan fr Health Security. Additinal infrmatin n each step f the Natinal Actin Plan fr Health Security Develpment Prcess: The prcess fr develping and refining a NAPHS is shwn in the bxed area in figure 1. This sectin f the guide cntains additinal details fr the fur steps shwn in the figure, but fcuses n develpment f a NAPHS and Implementatin f the NAPHS steps. Fr each step this guide lists actins that shuld be cmpleted and utputs that shuld be generated. Recmmended actins fr each f the fur steps are als listed; these are nt required but are recmmended t help facilitate the develpment f a NAPHS. This guide utlines ne way t cmplete a NAPHS, and cuntries shuld revise the prcess as needed t wrk mst effectively in their wn cuntry. Many cuntries using this guide will have already cmpleted Step 1, which invlves cmpleting an assessment. Hwever, because there are many ptential assessments that culd be used (examples are listed in the Natinal Planning Guide) befre 1

starting Step 2 cuntries shuld decide if sme f the steps r recmmended actins frm Step 1 are t be included in Step 2. STEP 1 Identify gaps in health security and pririty actins fr building health security capacity thrugh assessments Actins 1. Cnduct a cuntry assessment f health security capacity (JEE and/r ther assessments) 2. Prepare a reprt f pririty actins 3. Prepare fr the NAPHS develpment prcess Outputs Assemble a multi-sectral team that will be respnsible fr develpment f the NAPHS. The team shuld include representatives frm all gvernment sectrs invlved in health security (health, agriculture/wildlife, defense, etc.) as well as sectrs invlved in planning, finance, and budget. Designate a POC frm the team t lead the NAPHS prcess. Organize multi-sectral technical wrking grups fr each f the JEE technical areas. Explain the NAPHS develpment prcess t the multi-sectral team. JEE reprt r similar assessment reprt with gaps r pririty actins; a multi-sectral team respnsible fr the develpment f the NAPHS with a clear understanding f the NAPHS develpment prcess Recmmended actins Invlve senir leadership frm Ministries, Prime Minister/President s Office, and Parliamentarians early in the prcess f develping the NAPHS and keep them updated n the prgress. Advcacy fr the NAPHS prcess is imprtant t raise plitical awareness and maintain supprt. Invlve all relevant Ministries/sectrs in the assessment and NAPHS prcess. Building health security capacity requires participatin frm many ministries, even if the prcess will be led by the Ministry f Health. Use the wrking grups rganized fr the JEE (if pssible) as the wrking grups that will develp bjectives and activities fr the NAPHS in Step 2 (detailed belw). Explain the prcess f develping a NAPHS at the beginning. Explaining the whle prcess early n will help participants understand the imprtance f the assessment, and hw it helps develp a NAPHS. Determine hw the POC fr develpment f the NAPHS will cmmunicate updates n the NAPHS prcess t the Ministries, the Prime Minister/President s Office, and Parliamentarians. Send a request t WHO if assistance is needed fllwing the JEE assessment t generate the NAPHS. 2

STEP 2 Develp a Natinal Actin Plan fr Health Security (NAPHS) Actins 1. Develp bjectives and activities t address the pririty actins/gaps Priritize gaps and/r pririty actins frm the assessments, if desired. Develp bjectives in technical wrking grups that address pririty actins r gaps. i. Fr example, if the gap identified was limited lab capacity t cnduct WHO cre tests a ptential bjective culd be T expand lab capacity at the natinal reference lab t be able t cnduct 6 f 10 WHO cre tests. Develp a list f activities t cmplete each bjective. i. Fr example, fr the bjective T expand lab capacity at the natinal reference lab t be able t cmplete 6 f 10 WHO cre tests a ptential activity culd be: train labratry staff t cmplete rapid diagnstic testing fr plasmdium spp. at the natinal reference lab. List the inputs needed fr each activity. Put the bjectives, activities, and inputs frm the different technical wrking grups int ne template fr the NAPHS. 2. Develp mnitring and evaluatin elements Include a descriptin f hw each activity will be mnitred by SMART indicatrs t check if it has been cmpleted. 3. Assign csts t activities in the NAPHS Select a csting tl t use t cst the plan. Assign csts t each activity based n the inputs identified in the NAPHS. Identify the type f cst fr each activity (i.e. ne-time csts r recurring csts). Outputs A csted NAPHS that addresses pririty activities t strengthen natinal health security capacity Recmmended actins Cnsider establishing pririties during the develpment f the NAPHS t help cnstruct a realistic, achievable NAPHS. Priritizatin f particular parts f the NAPHS can als help determine what t implement first if funding fr the entire plan is nt available immediately. There are several places where priritizatin can be cnsidered. Fr example, fllwing assessments, pririty actins/gaps can be ranked. Objectives in the NAPHS culd als be priritized, r individual activities can be priritized befre r after csting. Include representatives frm the Ministry f Finance and parliamentarians t the NAPHS develpment prcess, being invlved early n in the prcess will help build advcacy and pprtunities fr funding. 3

Cnsider incrprating partners technical experts in the develpment f the NAPHS, t bring in additinal technical expertise and familiarize partners with the types f supprt that may be needed. Emphasize t the technical wrking grups that specific, actinable bjectives and activities are needed fr the NAPHS. Use the Benchmarks dcument t help identify ptential bjectives t mve frm ne JEE level f capacity scre t the next scre. Develp bjectives fr the all years f the NAPHS, while fcusing n develping activities fr the first cuple years f the NAPHS. The activities fr later years will be revised as earlier years are cmpleted. Use and reference existing natinal plans r reginal strategies wherever pssible t ppulate the bjectives and activities f the NAPHS. GHSA Radmaps, AMR plans, PIP Framewrks, One Health plans, etc. are relevant as well. Share the cmpiled draft NAPHS with the technical wrking grups t cllect feedback and validate it. STEP 3 Implement the Natinal Actin Plan fr Health Security (NAPHS) Actins 1. Secure dmestic financing fr the NAPHS 2. Launch the NAPHS Create executive summary f NAPHS Share the NAPHS internally and with ther stakehlders including external partners. 3. Implement the activities in the NAPHS Begin implementing and mnitring the activities in the NAPHS. Outputs Executive summary f the NAPHS; representatives frm the gvernment r ministries have fully endrsed the NAPHS; multi-sectral partners, dnrs, and thers are aware f the launch f the NAPHS. Recmmended actins Create executive summary f the NAPHS that can be psted t the WHO s SPP prtal r a similar frum. By sharing the NAPHS with external partners, resulting partner prgrams can be crafted t supprt the bjectives identified in the NAPHS. Cnsider synchrnizing launch f the NAPHS with relevant budget cycles within the cuntry s that activities and bjectives in the NAPHS can be incrprated int regular budget prcesses. Establishing separate budget lines fr each technical area f the NAPHS will help ensure that prgress tward the bjectives in the plan is mnitred as part f the nrmal budget cycle. 4

STEP 4 Mnitr and evaluate prgress tward the bjectives in the Natinal Actin Plan fr Health Security Actins 1. Mnitr and evaluate prgress tward achieving the bjectives Assess wrk in each technical area at regular intervals by the indicatrs in the NAPHS 2. Refine the next year s activities in the NAPHS (every year) Update and refine the activities fr the upcming year f the NAPHS, based n what was accmplished in the previus year and experiences frm implementatin 3. Cnduct fllw-up assessments (JEE r similar assessments) Outputs Cnduct assessments regularly. These can be used t assess if gaps have been addressed, be used t revise the NAPHS, r be useful t revise activities r bjectives in the NAPHS. Assessments can include repeating the JEE (every 5 years), cnducting simulatin exercises, r reviewing after actin reprts. Infrmatin n the status and impact f the activities in the NAPHS; infrmatin f the status f the bjectives in the NAPHS; simulatin exercise reprt; and/r after actin reprts; and/r repeat JEE reprts (every 5 years). Recmmended actins Build mnitring and evaluatin f the NAPHS int existing, recurring systems. By integrating this int regularly ccurring prcesses, like budget cycles, it helps keep the NAPHS updated and relevant. Measure prgress tward meeting the bjectives defined in the NAPHS regularly. There are many ways that this can be accmplished, but the cuntry shuld develp a system t rutinely check prgress tward achieving the bjectives in the NAPHS and adjust the implementatin f the plan as apprpriate. Use infrmatin frm the mnitring and evaluatin prcess t refine implementatin f the NAPHS during the year and infrm revisins t the NAPHS at the end f the year. Meet nce per year, befre the start f the next year f the NAPHS t further refine the activities fr the upcming year. Natinal Planning Guide This guide is an expanded, mre cmprehensive versin f this summary and cntains infrmatin n each step, including mre infrmatin n csting and financing the NAPHS. Example priritizatin criteria The example priritizatin criteria are designed t serve as examples fr cuntries wh seek t emply priritizatin during the develpment f a NAPHS. Cuntries shuld edit, add, r remve criteria frm the guide as relevant t their cuntry. Use f priritizatin is nt necessary but shuld be cnsidered t help fcus effrts and attain an achievable NAPHS. NAPHS cuntry planning matrix This template is prvided as an example f a NAPHS template. This template r anther can be used fr the develpment f a NAPHS. The template can be edited as necessary t be mst useful. Benchmarks dcument The Benchmarks dcument prvides a list f ptential bjectives t help imprve frm ne JEE level f capacity scre t the next. The Benchmarks dcument is meant t serve as a guide, and cntains helpful suggestins. These benchmarks can be integrated int NAPHS at the cuntry s discretin and shuld be edited as necessary. WHO csting tl The tl is used t add up f the csts f all the inputs fr the activities in the NAPHS by linking the bjectives t activities, and activities t specific csts. The tl als aims t accmmdate histrical allcatin appraches such as the amunt allcated t a specific area in the NAPHS based n the previus year s budget. By using this tl cuntries can determine the level f financing necessary t achieve bjectives within the NAPHS and avid duplicating csts. This helps create realistic plans fr implementatin, and prvides infrmatin t advcate fr dmestic and external funding. Where t get assistance develping the Natinal Actin Plan fr Health Security. WHO - WHO Cuntry Offices, Reginal Offices and Headquarters can supprt Member States as they develp NAPHS by assisting directly thrugh each step f the NAPHS prcess, by prviding guidance, r thrugh reginal effrts t develp NAPHS s. WHO has develped tls and guidance that prvide details n the planning steps frm the assessment t the csting and financing f the NAPHS. WHO als supprts the Strategic Partnership Prtal (SPP) t help mbilize and match internatinal, financial, and in-kind cntributins t the NAPHS. Other stakehlders/cuntry partners - Other cuntries, nn-gvernmental partners, internatinal rganizatins, and ther stakehlders may be able t ffer supprt and assistance fr ne r mre f the steps fr develping a NAPHS. 6
