Title f the measure: FIN15 Energy Efficiency Agreement fr the Private Services Sectr General descriptin The Energy Efficiency Agreement fr Industries is part f the Finnish energy efficiency agreement scheme applied in mst sectrs f the ecnmy. The mst recent agreement was signed in Octber 2016 fr the perid frm 1 January 2017 t 31 December 2025. It is the successr f previus energy efficiency agreement fr the perid 2008-2016 and energy cnservatin agreement fr the perid 2007-2007 (see Histrical data). The agreements in 2008-2016 were aligned with the need t implement the Energy Services Directive and thse fr the perid 2017-2025 take int accunt the needs fr implementatin f the Energy Efficiency Directive. The agreement fr the private services sectr is part f Energy Efficiency Agreement fr Industries which cvers als industry and the energy industry. Signatry parties, jining the agreement and agreement structure The agreement cnsists f three key elements: a framewrk agreement, Actin Plans fr different subsectrs r branches and accessin dcuments. The parties cmmitted t the framewrk agreement are the Ministry f Emplyment and the Ecnmy, the Energy Authrity and the Cnfederatin f Finnish Industries EK and the fllwing f its member assciatins: the Finnish Fd and Drink Industries Federatin, the Chemical Industry Federatin f Finland, Finnish Frest Industries, The Federatin f Finnish Technlgy Industries, Finnish Cmmerce Federatin, The Finnish Hspitality Assciatin (MaRa), and Finnish Central Organisatin fr Mtr Trades and Repairs. Cmpanies jin the agreement by signing a separate Accessin Dcument int the Actin Plan f their wn sub-sectr r branch. They cmmit themselves t imprving their energy efficiency, in accrdance with the actins and targets presented in their specific Actin Plan. Actin Plans have been created fr the fllwing branches: Energy Intensive Industry Fd and Drink Industry Chemical Industry Technlgy Industry Wd prduct Industry Energy Prductin Energy Services Mtr Trades and Repairs Cmmerce sectr Htel and Restaurant sectr Additinally, if there is n branch-specific Actin Plan available, the cmpany can jin either the Actin Plan fr Industry General r Services General. Targets and bligatins The target f this agreement is t cntribute t ensuring that the energy savings targets set natinally and in the Energy Efficiency Directive are met during the implementatin perid 2014 2020 f the directive. In additin, a target f the Energy Efficiency Agreement is t have a significant natinal effect n achieving the shared EU energy savings target set ut fr 2030.

The target is t include at least half f the ttal energy use f the medium-sized industry and private services within the scpe f the branch-specific Actin Plans. Fr each Actin Plan, the indicative energy savings target (GWh) fr 2017 2025 is set t 7.5% and the intermediate target is set t 4% fr 2020, calculated frm the energy use f each Actin Plan s target grup. As a general rule, achieving these targets requires that participants align their wn indicative targets with them. A mid-sized cmpany that has participated in the previus agreement perid and wants t use the savings reprted t the mnitring system f the Energy Efficiency Agreement scheme cncerning the actins implemented during the perid f 2014 2016, must set an indicative energy savings target f at least 10.5% fr 2014 2025 and an intermediate target f 7% fr 2020. The mid-sized cmpany cmmits itself t the cntinuus imprvement f energy efficiency, rganisatin and planning f energy efficiency activities, implementatin f energy efficiency imprvement measures, and taking energy efficiency int accunt in planning and prcurement, whenever it is technically and ecnmically pssible, taking health, safety and envirnmental aspects int cnsideratin. The cmpany als cmmits itself t the annual mnitring f energy use and its imprvement, and t the related internal cmmunicatin and training. The cmpany als aims t imprve the energy efficiency f transprt and strage related t its peratins, in cperatin with service prviders, whenever it is technically and ecnmically pssible. Mnitring The participants reprt by the end f March each year n the previus year s energy use, n the related efficiency measures, and n the realisatin f any ther activities related t the Actin Plan int the mnitring system f the Energy Efficiency Agreement scheme t the extent required by the system. Mnitring reprts related t the Actin Plan n the executin f the agreement and n the mnitring f the implementatin f the targets, related t the Actin Plan, are cmpiled frm the data reprted annually by the participants. Impact evaluatin Means and utputs The budget data given here cvers administrative csts, including mnitring and evaluatin, f agreements in industry, private services, municipalities, the energy sectr, the real estate sectr and the il sectr altgether. Public budgets are used fr the administratin f the Agreement. The Ministry fr Ecnmic Affairs and Emplyment, and since 2014 the Energy Authrity, have annually cntracted Mtiva fr assignments in administratin, supprting participants in implementatin, cmmunicatin and marketing as well as mnitring and evaluatin f the energy efficiency agreements since 1997. The budget fr the assignment, cvering mst f the peratinal csts f the agreement scheme s administratin, is rughly ne millin eurs in 2017. The level has been apprximately similar in previus years. A ne-ff large budget item was the cnstructin f a new web-based mnitring database in 2007-2008. The resurces needed fr setting it up were abut 200 persn-days used by Mtiva (specificatin, testing, intrductin) and 300 000 eurs fr subcntracting. The annual resurces fr peratin and maintenance f the database have been abut 50 000 eurs fr maintenance activities and additinal develpment by a third party and abut ne persn-year f Mtiva s wn wrk in 2009 2016. Annual resurces needed fr data checking, analyses fr branch specific reprts and reprting in Mtiva are abut tw persn-years. Reprting is partly financed by all invlved industry assciatins. In additin, sme industry branch

assciatins finance partly the energy advice given by Mtiva t mid-sized enterprises signed up t the agreements. Data abut energy savings Results reprted in NEEAP-4: 36 GWh/a in 2010, 191 GWh/a in 2016 and 200 GWh/a in 2020 The estimated savings fr 2016 are apprximately 0.6% f the energy cnsumptin in the tertiary sectr crrespnding t medium impact level. Measure Impact Level lw medium X high Surces f uncertainties abut energy savings The accuracy f the savings calculatin fr reprted individual actins crrespnds t the accuracy that may be achieved in nrmal field wrk and the calculatins are typically carried ut by an external cnsultant n behalf f the participating party (e.g. energy auditr). Sme f the initial data are design data f technical systems r estimates, since measurements are ften nt pssible r at least t cstly. Savings calculatins f individual actins dependent n utside temperatures are made using nrmalized energy cnsumptin data. Measures have been taken t reduce uncertainty by prviding guidelines, training and supprt: A guideline has been issued fr agreement participants and their service prviders fr estimating the energy savings impact f reprted energy efficiency actins, available n the website f the energy efficiency agreements. At the beginning f annual reprting, briefing sessins have been rganised fr the participants and their service prviders. Since 2014 this has been implemented mainly as webinars. Cmpanies are supprted via a designated email service. Evaluatin f the energy savings Participating cmpanies reprt their energy use and saving measures annually t a web-based mnitring system. Data has high cverage f the participants actins, 95-100% fr medium-sized industries and almst 100% fr energy intensive industries. Mtiva carries ut sme quality cntrl f data and requires additinal infrmatin if irregularities are bserved. Each cmpany annually reprts the fllwing data fr its every site: general data (e.g. cntact infrmatin, industry classificatin, participatin int emissins trading) detailed data n energy cnsumptin implementatin status f measures prpsed in energy audits (measures implemented, decided t be implemented, cnsidered fr implementatin r abandned) measures ther than thse identified in energy audits: estimated energy saving (electricity, heat, fuels) MWh/a year f implementatin, investment needed, pay-back perid infrmatin n energy management including cnsumptin mnitring, energy efficiency plan and envirnmental management systems ther data including use f renewables, integrating energy efficiency cnsideratins in prcurement, training f staff, cmmunicatins n energy saving and efficiency and energy efficiency f transprt and lgistics

Measure lifetime used in evaluatin f ttal savings is 12 years fr technical measures which is cnservative cmpared t cmmissin guidelines presenting 15 year lifetimes fr mst measures in industry. Measure lifetime fr measures addressing peratin is 5 years based n assumptin that participants implement gd cnsumptin mnitring and reach t abnrmalities which is ne f the requirements fr the participants. Many cmpanies already participated in the previus agreement schemes (1997-2007 and 2008-2016). Fr them savings which cntinue t be valid in the current perid taking int accunt the saving lifetimes are included in the annual cumulative results. Overlap with results f the Energy Auditing Prgramme has been remved frm the results, i.e., results shw savings nly frm measures nt reprted in the energy audits. In the ex ante estimates it has been assumed that savings mirrr past develpment rates. FIN2 (General) Energy Aid. Histrical data Energy efficiency agreements in 2008-2016 The agreement scheme fr 2008-2016 cnsisted f the same three main elements as the new agreement fr 2017-2025, namely a framewrk agreement, Actin Plans fr branches/sub-sectrs and accessin dcuments fr individual cmpanies. Actin Plans in the Private Services Sectr When jining the agreement scheme, the cmpany establishes its wn indicative energy efficiency target expressed in physical energy terms. Hwever, reaching the sectral target (9% in 2008-2016) necessitates that cmpanies als set at least 9% energy saving targets. Fr justified reasns, the cmpany targets may be smaller. Early actins after 1995 will be accepted prvided that their energy saving impact is still active in 2016. Targets in cmmerce: The sectral cverage target f the agreement in cmmerce is 66% f the sectral energy cnsumptin. The sectral efficiency target is 9% f the ttal energy cnsumptin (electricity, heat, fuels) f the members f the Federatin f Finnish Cmmerce. Targets in the htel and restaurant sectr: The sectral cverage target is that 62% f thse members f the Finnish Hspitality Assciatin which have largest ttal energy cnsumptin (electricity, heat, fuels) jin the agreement by the end f 2010. This grup cmprises f htels, spas, amusement parks and ski slpe services. The indicative sectral energy efficiency target is 9% f the energy use f this grup. Restaurants are nt cvered by the Actin Plan but the Assciatin may cnsider activating them t participate at a later stage. Targets in mtr trade and repair: The sectral cverage target f agreement in mtr trade an repair is 60% f the sectral energy cnsumptin. The sectral energy efficiency target is 9% f the energy use f the members f the Finnish Central Organisatin fr Mtr Trades and Repairs. General prvisins By signing the agreement, a cmpany undertakes t analyse its wn energy cnsumptin and t draw up its wn actin plan n implementing cst-effective efficiency measures. The sectral Actin Plan cntains a number f peratinal targets: Organisatin and planning f peratins in cmpliance with the agreement: A cntact persn shall be appinted. An actin plan fr implementing energy efficiency measures shall be prepared and updated as necessary: Within the first year f participatin the cmpany shall establish its energy saving targets, allcate respnsibilities and study its energy cnsumptin (electricity, heat and fuels) by chain f by each facility. Within tw years the cmpany shall identify its energy efficiency ptential e.g. by energy audits, prepares a schedule fr the implementatin f the cst-effective measures and sets energy efficiency targets fr each chain r facility.

Imprvement f energy efficiency: Energy efficiency measures shall be implemented in line with the schedule. Energy use, changes in energy efficiency and the fulfilment f the targets shall be mnitred. Training and internal cmmunicatin: The cmpany shall ensure that its emplyees have the necessary infrmatin and skills related t their wn tasks and peratins regarding efficient use f energy. The persnnel shall be infrmed abut the targets, energy efficiency measures and results achieved. Energy efficiency in planning and prcurement: The cmpany shall include energy efficiency guidelines int its prcurement prcedures in such a way that nt nly investment csts but als future energy csts and investment lifetime will be taken int cnsideratin in purchases, planning and investments. Use f new energy efficient technlgy: The cmpany shall try t use new energy efficient technlgy always when it is pssible with a view t technical, ecnmic, safety and envirnmental cnsideratins. Energy efficiency in lgistics: The cmpany shall try t imprve the energy efficiency f transprt and strage related t its peratins in c-peratin with its service prviders. Use f renewable energy: The cmpany shall try t increase the use f renewable energy when it is technically and ecnmically feasible. Evaluatin f energy efficiency effrts: The cmpany shall regularly evaluate the implementatin status and impact f the prvisins f this Actin Plan and updates its targets and plans as necessary. Organisatin The Ministry f Ecnmic Affair and Emplyment prvides supprt fr energy audits, analyses and energy cnservatin investments eligible fr subsidies and cnducted by cmpanies adhering t the agreement. The jined management grup f the Ministry, the Cnfederatin and the industry assciatins mnitr and steer the implementatin f the agreement scheme and, when necessary, makes prpsals fr its develpment. The peratins in accrdance with the agreement are steered and mnitred by branch-specific steering grups cnsisting f representatives f rganisatins fcal t the implementatin f the sectral Actin Plan and cmpany representatives. Mnitring and reprting Mnitring and evaluatin was carried ut by the state-wned cmpany Mtiva Oy. The jining enterprises cmmitted themselves t reprting by the end f February each year n the energy use f the previus year and the related efficiency measures and n the implementatin f ther activities related int the agreement mnitring system. Energy cnservatin agreements in 1997-2007 The energy efficiency agreements signed in December 2007 are a cntinuatin f the energy cnservatin agreements cncluded in 1997. This agreement perid was successful, including by internatinal standards: the agreement scheme cvered apprximately 60% f Finland s energy cnsumptin, a figure higher than anywhere else, as far as we knw, and energy saving results reprted by cmpanies and municipalities als prved fairly successful.

The effect f the saving measures, implemented by the end f 2006 in the cmpanies and cmmunities adhering t the agreement, ttalled apprximately 7.7 terawatt hurs (electricity 1.7 TWh/a, heat and fuels 6.0 TWh/a) which crrespnds t the annual electricity and heating energy cnsumptin f mre than 380 000 single-family huses.
