This funding enables applicants t fcus n excellence in their prgrams and peratins and t cntribute t the understanding f the wrld and ur place in it - ur past, ur present, and ur future. MGP supprts applicants wh: Deliver meaningful activities, prgrams and services that are valued by the public; Are welcming and inclusive; Value cmmunity invlvement and actively engages the public; Demnstrate a link between public cnsultatin, planned prgrams, their impact, and the results f evaluatin; Fllw gd gvernance practices; Develp and mnitr lng-term gals; Value training and learning pprtunities fr staff and vlunteers; Cllabrate thrugh netwrks and partnerships; Fllw the Standards fr Saskatchewan Museums; Demnstrate a link between planned activities and the museum s budget; and Demnstrate a realistic and respnsible use f resurces (funds, vlunteers, etc.). Applicant Eligibility T be eligible, yur museum must: Be a museum defined as "... a nn-prfit, permanent institutin in the service f sciety and its develpment, pen t the public, which acquires, cnserves, researches, cmmunicates and exhibits the tangible and intangible heritage f humanity and its envirnment fr the purpses f educatin, study and enjyment. (Museums Assciatin f Sask. Articles and Bylaws, 2015); The abve definitin includes: Building-based Museums museums where a cllectin f histrical and/r cultural artifacts f imprtance are acquired, cnserved, researched, and exhibited in building(s). Building-based museums have a permanent site with public access and space designated fr museum use nly. Ec-museums - a cmmunity museum that prvides a unique mechanism fr cmmunity engagement, in which cmmunity members wrk t preserve and learn frm tangible and intangible heritage in its living frm. Thrugh cmmunity cnsultatins, stakehlders agree n natural and cultural assets that they value and create plans t ensure they are preserved and used t fster a culture f sustainability. Unlike a traditinal museum, ecmuseums d nt necessarily gather bjects in a museum facility. Instead, they enable cmmunities t preserve valued bjects, sites, and cultural practices where they exist, enhancing their visibility and the cntributins they make t cmmunity develpment activities. Virtual Museums - a cllectin f digitally recrded images, sund files, text dcuments, and ther data f histrical and/r cultural interest that are accessed thrugh electrnic media. The virtual museum is cmmitted t public access; t bth the knwledge systems imbedded in the cllectins and the systematic, and cherent rganizatin f their display, as well as t their lng-term preservatin. Maintain separate financial recrds related t the peratin f the museum. And be either: A Registered Nn-Prfit rganizatin based in Saskatchewan. Registered nn-prfit museums have a nn-prfit entity number and file financial statements as well as a Saskatchewan Nnprfit Crpratins Annual Return with Infrmatin Services Crpratin (ISC) annually, in rder t maintain their nn-prfit status. OR A nn-prfit museum applicant must: be in existence as a registered nn-prfit fr at least ne full fiscal year; have a primarily cultural mandate in Arts, Heritage, Multiculturalism r Cultural Industries as defined by SaskCulture s Cultural Plicy, r therwise demnstrate significant engagement in cultural activity; http://www.saskculture.ca/cntent/file/14-07_cultural_plicy.pdf be in gd standing with Infrmatin Services Crpratin (ISC); have n utstanding grant fllw-ups due t SaskCulture; and prvide a cpy f the rganizatin s signed annual financial statement that was mst recently submitted t the Infrmatin Services Crpratin (ISC) t shw evidence f gd standing as a nn-prfit rganizatin in Saskatchewan. Ensure the financial statement has been signed by tw authrized signatries (i.e. bard members). A Saskatchewan museum that was established thrugh a Municipal Bylaw r Band Cuncil Reslutin. Under this structure, the Municipality r First Natin is financially respnsible fr the museum. Please nte that if SaskCulture des nt already have a cpy f the bylaw r reslutin n file, yu will be asked t prvide ne. Applicants where the Municipality r First Natin is financially respnsible must: be in gd standing with the Saskatchewan Ltteries Cmmunity Grant Prgram; have n utstanding grant fllw-ups due t SaskCulture; prvide a cpy f the museum s mst recent annual financial statement. Ensure the financial statement has been signed by an authrized signatry. Fr museums where the First Natin r Municipality is financially respnsible fr the museum, a representative frm the First Natin r Municipality wh has the authrity t sign n behalf f yur rganizatin shuld prvide an authrizatin; and prvide a cpy f the Municipal Bylaw r Band Cuncil Reslutin that established the museum, if ne is nt already n file with SaskCulture. Ineligible Organizatins are thse that are: Part f a federal r prvincial peratin and/r Crwn Crpratin; Receive mre than 50 percent f its ttal revenues frm the Saskatchewan Ltteries Trust Fund (SLTF). (Exceptin: Stream One funding applicants may receive up t 100% f their funding frm the SLTF t a maximum f $5,000); Receive peratinal funding directly frm the Culture Sectin f Saskatchewan Ltteries Trust Fund; and/r: Receive funding directed by the Gvernment f Saskatchewan. Funding Levels The Museum Grant Prgram perates n a 2-year cycle, prviding tw years f funding t successful applicants. The prgram has three funding stream levels, each with a separate applicatin frm. Applicants must chse which applicatin frm t cmplete depending upn their individual circumstances and the expectatins f the funding stream. Applicants may nly apply t ne stream per cycle hwever, they may apply t different streams frm cycle t cycle as their circumstances change. Refer t the fllwing table t help yu determine the stream f funding that is best-suited fr yur museum. Nte the level f applicant cntributin that is required frm surces ther than MGP/Saskatchewan Ltteries. When determining the request amunt, remember that nly eligible peratinal expenses will be cnsidered (refer t the Eligible and Ineligible Expense sectin n page 7 fr mre infrmatin). Fr all streams, there is n guarantee that the amunt requested will be the amunt awarded. Fr instance, an applicant may apply t Stream Tw fr $8,000, but might nly be awarded $4,000. Funding Stream Features Stream One Stream One ffers a simplified applicatin that can nw cver 100% f the applicant s annual eligible expenses up t a maximum f $5,000. N financial cntributin frm the applicant is required. This stream is best-suited fr applicants seeking a less intensive, mre capacity-friendly granting prcess. All first-time applicants t MGP must apply t Stream One. The Stream One applicatin cnsists f 4 scred questins: 1. Activities and Impact 2. Welcming and Inclusive Museums 3. Risk Management 4. Financial Statement Applicants wh have successfully applied t Stream One tend t: Be primarily vlunteer-run (althugh they may have paid summer students) Be pen fr nly part f the year Have budgets that range frm $1,500 t $65,000 (Budget Range, 2017 MGP Statistics) Stream Tw Stream Tw cvers 50% f the applicant s annual eligible expenses up t a maximum f $15,000. A 50% matching cntributin frm the applicant is required. Fr example, if an applicant requests $15,000 frm MGP, they must als be able t cntribute a minimum f $15,000 frm surces ther than Saskatchewan Ltteries. T avid the ptential f a grant return, it is recmmended that yu request an amunt that the museum can realistically match. Building in a buffer amunt may help ensure that a grant return is nt required. Eligible Expenses The grant is intended t prvide funds t supprt eligible perating activities. Eligible expenses fr the MGP grant includes csts related t: Salaries and Benefits, including hnrariums, wages and cntract agreements fr bth regular and cntract staff. Please see nte under Ineligible Expenses regarding duplicatin f grant funding. Training, including wrkshp and cnference fees, training materials, and travel csts (i.e. gas, car rental, and htel accmmdatin) fr staff and vlunteers; Administratin, including ffice supplies, pstage, insurance, ffice technlgy and sftware; Maintenance, including building rent, taxes, utilities, and minr repairs such as upgrading and imprvement prjects; Cllectins csts related t dcumentatin, strage and cnservatin; Gvernance csts, including bard meetings, evaluatins, strategic and successin planning; Prgramming, including csts related t activities, services and exhibit develpment, cmmunity utreach, Culture Days and ther festivals and events; Cmmunicatins, including material csts, advertising csts, and event prmtin; and Operatinal csts (excluding ineligible expenses) related t the develpment f a new museum, the transitin f an existing museum int a new frmat (e.g. frm building-based t virtual) r fr the permanent clsure f an existing museum. Ineligible Expenses Ineligible expenses and in-kind cntributins will nt be cnsidered as matching grant funds. Ineligible and in-kind expenses used in such a manner can ptentially make an applicatin ineligible r nly eligible fr a reduced amunt f the ttal grant request. The grant cannt be used t fr: Capital expenditures, including the purchase f buildings, land, r majr renvatins; Purchase f artifacts r cllectins; Cash prizes, gifts, r the purchase f alchl; and Duplicatin f grant funds frm ther surces. If yu receive a grant fr a summer student r ther specific cst, that expenditure cannt be included in yur eligible expenses as that wuld be a duplicatin. SaskCulture Museum Grant Prgram Page 7

Welcming and Inclusive Museums Museums shuld represent the diversity f the cmmunity in which it exists. Museums shuld engage visitrs in understanding the stries f the past and hw thse stries cnnect t the present and future f the cmmunity. Late applicatins will nt be cnsidered fr funding. If yu experience technical difficulty with the nline system, yu must cntact SaskCulture prir t the deadline. SaskCulture will review applicatins t cnfirm basic eligibility requirements have been met. Only cmplete and fully authrized applicatins will be cnsidered. Eligible applicatins are adjudicated by a vlunteer peer assessrs and applicants are infrmed f results fllwing the adjudicatin. Funding decisins are final and will nt be revisited r appealed. Successful applicants will receive the ttal Year 1 grant allcatin upn grant apprval. Year 2 funds will be released upn submissin f a cmpleted and satisfactry Interim Reprt, which is due 90 days after the museum s 2019 fiscal year end. Applicatin Tips Answer every questin that is applicable t yur museum: Peer Assessrs cannt award pints fr questins which are nt answered. Prvide Detail: Peer Assessrs can nly adjudicate the applicatin in frnt f them and d nt bring utside knwledge t the adjudicatin. Sme peer assessrs may nt knw anything abut yur museum. Answer the questins as thugh yu are explaining it t smene wh knws nthing abut yur museum. SaskCulture Museum Grant Prgram Page 8

Be Cncise: Peer assessrs are vlunteers and have a number f applicatins t read. It is very imprtant that yu be cncise and fcused in yur answers while still prviding the necessary infrmatin. Plans can change: If yur museum was planning t d smething last year and it didn t wrk ut, prvide an explanatin. In particular, explain hw yur museum was flexible in cping with changed circumstances (fr example, if an activity was nt successful and yur museum is planning n ding it again, what changes are planned?). Previus Applicatin: As well, it is recmmended t review the museum s previus applicatin frm and interim reprt prir t starting the applicatin frm. Yu are nt required t d mre activities each year, but rather t use the infrmatin frm the previus years t assess yur activities t identify where yur museum needs t fcus future planning. Standards fr Saskatchewan Museums: Sme questins in the MGP applicatin are based n Standards fr Saskatchewan Museums- 5 th editin (2016). If referencing standards, be sure t include the Standard number and title (e.g. Cllectins: B. Cnservatin #9: Artifacts are handled as little as pssible). Fr mre infrmatin abut using standards in yur museum r n museum practices, please cntact the Museums Assciatin f Saskatchewan: http://saskmuseums.rg/ Budget: Ensure yur budget is accurate and ttals are crrect. Peer assessrs examine the budget t ensure that there is a realistic match between yur museum s financial resurces and yur museum s plans. Be sure t explain any large surpluses r deficits, r unusual financial circumstances. Budget ntes are extremely helpful and recmmended. Financial Statements: The Saskatchewan Ltteries Trust Fund requires yu t include a cpy f a signed audited financial statement fr yur museum s mst recently cmpleted fiscal year. Ensure the financial statement has been signed by authrized signatries (depending n the structure f yur museum, this culd be: bard members, municipal r Band representatives). Fr nn-prfit museums, it will be the financial statement that was mst recently submitted t the Infrmatin Services Crpratin (ISC) t shw evidence f gd standing as a nn-prfit rganizatin in Saskatchewan. Accrding t the Infrmatin Services Crpratin: Where revenues are less than $25,000 in the previus fiscal year, the requirement fr an audit r a review may be waived* by the members. Applicatin Assessment SaskCulture will review applicatins t cnfirm basic eligibility requirements have been met. Eligible applicatins are adjudicated by vlunteer peer assessrs and applicants are infrmed f results fllwing the adjudicatin. Funding decisins are final and will nt be revisited r appealed. Selectin f Peer Assessrs: Applicatins frm each stream will be adjudicated by vlunteer peer assessrs. T ensure bjectivity, each adjudicatin panel will be cmprised f individuals wh are nt affiliated with a grant applicatin in that stream. If yu are interested in vlunteering as a peer assessr fr SaskCulture, please cntact an MGP cnsultant t learn mre. Adjudicatin Prcess: Each MGP stream is adjudicated by vlunteer peer assessrs. This prcess ensures a fair and equitable adjudicatin f the grant applicatins and a fair distributin f museum funding. The vlunteer peer assessrs will adjudicate applicatins based n the fllwing criteria: Extent t which the museum addresses the purpse f the MGP grant; and Extent t which the museum aligns with the pririties f the MGP grant. The amunt granted t museums als depends n the number f applicants applying fr funds and the ttal funds available in the prgram. Funding fr the Museums Grant Prgram is prvided thrugh the Culture Sectin f the Saskatchewan Ltteries Trust Fund fr Sprt, Culture and Recreatin and may vary frm year t year. Funding Obligatins MGP funding is granted t museums t assist with eligible peratinal csts. Successful Stream I, II and III applicants will be funded fr tw years. Applicants will receive 100% f their Year 1 allcatin upn apprval. Successful applicants will be required t submit an Interim Reprt nline within 90 days f the museum s Year 1 fiscal year-end. This reprt must detail the activities thrugh the museum s fiscal year and indicate hw it met the purpse and pririties f the MGP prgram. Include an audited financial statement as part f yur Interim Reprt t prvide evidence f eligible expenses. Adjustments t Year 2 funding may be made pending review f the museum s Interim Reprt. Funds may nly be used fr the eligible activities utlined in yur applicatin. Significant changes t the use f funds must be apprved by SaskCulture. The applicant may want t refer t the budget frm regularly as a budget management tl. All MGP funds must be spent in the year they are allcated and funds may nt be transferred t ther activities r rganizatins. Any MGP funds nt spent fr the year allcated must be returned t SaskCulture. Museums receiving grants must prmte SaskCulture and Saskatchewan Ltteries as supprters f their activities. Lgs and prmtinal materials are available t successful applicants. Failure t meet the abve funding bligatins t the satisfactin f SaskCulture will be grunds t request a return f grant funds already issued and/r restrict access t future funding.
