Introduction This Public Accounts document for the City of North Battleford (City) supplements the Annual Financial Statements. The Cities Act and other Saskatchewan Regulations, such as The Cities Regulations C-11.1, require the City to report certain financial data not formally contained in the Annual Financial Statements audited as of the year ended December 31, 2011. The report of expenses and revenues is included in the City's Annual Financial Statements. For further details on the requirements for reporting Public Accounts, please see the Government of Saskatchewan publications available online at http://www.publications.gov.sk.ca/details.cfm?p=998. The following summarizes the contents of the supplementary Public Accounts information: 1. Employee Remuneration: The remuneration (1) paid by the City to an employee of the City over $50,000 for the year of 2011. The remuneration paid does not include any amounts paid for benefits (2), pension benefits or disability benefits, per the legislated requirements. Therefore, amounts paid to unions on behalf of employees are also not included. 2. Council Members Remuneration and Reimbursements: The amount paid by the City to members of City Council, which also includes reimbursements and costs with respect to business conducted on behalf of the City. 3. Contractor Expenditures: The amount paid by the City to individuals or contractors for any goods or services over $50,000. 4. Grants and Other: Grants of $50,000 or more provided by the City to other organizations. The Public Accounts have been prepared in accordance with The Cities Act requirements from the same records that the audited financial statements have been extracted. The audit opinion accompanying the financial statements does not, however, pertain to these supplementary statements of remuneration, reimbursements and expenditures. August 20, 2012 Matthew V. The Income Tax Act defines remuneration as an amount received by one person from another during a period while the payee was in the employment of the payer, or on account, in lieu of payment or in satisfaction of an obligation arising out of an agreement made by the payer with the payee immediately prior to, during or immediately after a period that the payee was an officer of, or in the employment of, the payer taxable income from employment as salary, wages and other remuneration. For purposes of complying with provincial legislation, remuneration includes salaries and other income related to the duties of employment, which does not include reimbursement of travel expenses. Note, the City references the Income Tax Act and seeks guidance from Canada Revenue Agency (CRA) where the Government Relations, Saskatchewan Government, has not defined terms in provincial legislation. (2). The Income Tax Act states that vehicle allowances and other related employer payments are benefits, which are taxable. Page 1 of 6
