It is anticipated that a preferred candidate will be selected in late August, 2013 and cmmence wrk n the Husing Actin Plan in September, 2013. RECOMMENDATION: That the reprt dated July 22, 2013 and titled Husing Actin Plan Update be received fr infrmatin. DISCUSSION: Husing Actin Plan Prcess Endrsed by Cuncil June 18, 2012 The prcess fr the Husing Actin plan was utlined in a staff reprt t Cuncil dated June 18, 2012. Cuncil authrized staff t prceed with the Husing Actin Plan based n this prcess. The prcess and cmpnents f the Husing Actin Plan utlined in the reprt are summarized belw. The full reprt is attached as Appendix A. The Scial Planning Advisry Cmmittee will act as the Steering Cmmittee fr the Husing Actin Plan, guiding the prcess and making recmmendatins n decisin items t Cuncil. Parks & Leisure Services department staff that supprt SPAC will be the key staff liaisns t the prject and the Planning Department will prvide technical supprt. The Husing Actin Plan will identify gals and bjectives f the Husing Actin Plan which include, but are nt limited t: Assessing lcal husing market cnditins Identifying husing pririties Encurage the supply f new rental husing Develp lcal partnerships and wrk with ther levels f gvernment t secure affrdable husing Identify shrt, medium and lng-term actins t meet husing needs acrss the husing cntinuum The Husing Actin Plan will have a cmprehensive cnsultatin prgram which will cntribute t identifying a Visin, Principles, Pririty Issues and Recmmended Actins. 1 4.2

The flw chart attached as Appendix B indicates that backgrund wrk t prepare fr the HAP is already underway. The chart indicates that backgrund studies fr the HAP began with the participatin in the Reginal Grwth Strategy (RGS). It is anticipated that this wrk will cincide with the hiring f a cnsultant wh will then begin the prcess f cnducting research related t the HAP. July 2013 Update t Scial Planning Advisry Cmmittee A summary f the key cmpnents f the RFP, based n the Cuncil-apprved prcess frm the reprt f June 18, 2012 was submitted t the Scial Planning Advisry Cmmittee s regularly scheduled mnthly meeting n July 3, 2012. A select grup f five prpnents have been invited t apply. SPAC received the reprt and recmmended that it be frwarded t Cuncil. Request fr Prpsal Issued A Request fr Prpsal was develped in the spring f 2013 and was issued July 10, 2013. A cpy f the Request fr Prpsal is attached as Appendix C. The deadline fr submissin is August 2, 2013. Evaluatin will begin shrtly after the submissin deadline and interviews will be scheduled fr late August. It is anticipated that a preferred candidate will be selected and hired in rder fr wrk t begin September, 2013 CONCLUSION: The develpment f the Husing Actin Plan is an imprtant step in advancing the municipality s sustainability bjectives. The HAP will prvide a framewrk fr actin t address the cmmunity s husing needs which is a key cmpnent f creating a healthy, sustainable cmmunity. The HAP will articulate a visin, guiding principles, gals and bjectives, and a plan fr municipal actins and strategies with the gal f achieving an adequate supply f husing t meet the full range f incmes and needs in ur cmmunity. RECOMMENDATION: That staff be authrized t prceed with the preparatin f a Husing Actin Plan, in accrdance with the prcess utlined in this staff reprt dated 2012-06-18. DISCUSSION: a) Backgrund Cntext: The prpsed HAP was apprved as a part f the 2012 Business Plan under the title Affrdable Husing Strategy. This title has been mdified t be called the Husing Actin Plan t align with the Reginal Grwth Strategy (RGS). In July, 2011, Metr Vancuver adpted the RGS with the supprt f member municipalities. Maple Ridge Cuncil accepted the RGS n March 22, 2011. The RGS demnstrates that affrdable husing with a range f husing ptins is an essential part f a cmplete cmmunity. It utlines a series f municipal actins including the develpment f Official Cmmunity Plans, Reginal Cntext Statements, and Husing Actin Plans as actins t assist municipalities in increasing the supply and diversity f affrdable husing at key pints alng the husing cntinuum. The RGS prvides ten year estimates f future husing demands acrss the regin. The 10-year estimate fr Maple Ridge is fr 6,600 new husing units; with 4,300 being wnership units and 2,300 being rental units. Of the rental units, it is estimated that 1,700 will need t be affrdable in rder t accmmdate lw and mderate-incme husehlds. Of the 1,700, it is estimated that there is a need fr 800 nn-market scial husing units and 900 affrdable market rental units. Scpe The District f Maple Ridge s HAP will identify actins currently underway and will recmmend strategies t address current and future husing needs, with a particular fcus n the needs f lw and mderate incme husehlds fr whm hme wnership is nt an ptin. The HAP will: assess lcal husing market cnditins, by tenure, including assessing husing supply, demand and affrdability; identify husing pririties, based n the assessment f lcal husing market cnditins, and cnsideratin f changing husehld demgraphics, characteristics and needs; 4.6
identify implementatin measures within the jurisdictin and financial capabilities f municipalities; identify strategies t encurage the supply f new rental husing and limit the lss f existing rental husing stck; identify pprtunities t participate in prgrams with ther levels f gvernment t secure additinal affrdable husing units t meet husing needs acrss the cntinuum f husing. Thrugh a cmmunity and stakehlder engagement prcess, the HAP will fcus n the husing cntinuum frm hme wnership thrugh t nn-market husing t identify key recmmendatins t address the supply f: Nn-market husing fr lw incme husehlds and fr grups that require supprtive r special needs husing; Market rental husing fr lw and mderate incme husehlds, and Affrdable hme wnership. Nn-Market Husing: Thrugh the Scial Planning functin, the District f Maple Ridge has been wrking with cmmunity partners t facilitate slutins t the issues related t inadequate husing ptins. Wrk has included: Being infrmed and understanding the issues; Acting as an advcate t ther levels f gvernment, funders, and cmmunity stakehlders; Supprting the implementatin f slutins thrugh actins that are within the municipality s mandate. Over the last several years, the District has been practive in serving as a catalyst fr actin t address hmelessness. Examples include: Participatin n the Reginal Steering Cmmittee n Hmelessness; Supprt fr the develpment 2004 Maple Ridge/Pitt Meadws Ending Hmelessness Actin Plan, as well as the update t this Actin Plan that is currently underway; Supprt, and in sme instances in-kind cntributin, fr numerus cmmunity initiatives including: the Irn Hrse Yuth Safe Huse, the Aluette Hme Start Cmmunity Outreach team; the Family Inn; Aluette Heights Supprtive Husing; and the Rute 29 Yuth Husing supprt prgram. The HAP will explre strategies t build n the Municipality s current activities and identify ptins and pprtunities t help increase the supply f nn-market husing fr lw-incme husehlds and supprtive husing fr senirs, yuth and peple with disabilities. Market Rental Husing: The develpment f a HAP will prvide an pprtunity fr Maple Ridge t undertake an analysis f its current market rental husing stck, examine the municipal plicies and regulatins that impact the supply f rental husing, and identify pririty issues and recmmended actins fr tracking and increasing the supply f rental husing. Hme Ownership: The preparatin f the HAP will include an analysis f the municipality s land use plicies and regulatins and investigate hw t supprt and encurage the cntinued supply f wnership husing in a variety f frms, and explre pprtunities fr affrdable hme wnership. Prpsed Prcess The attached HAP flw chart utlines the prpsed prcess fr this prject. Secndary Suites Review - this wrk includes a review f the Zning Bylaw regulatins and general issues related t Secndary Suites and Temprary Residential Uses (TRU s), t investigate ptins and ideas t slve the issues and t recmmend a set f plicy and/r bylaw amendments fr Cuncil s cnsideratin. Ending Hmelessness Actin Plan wrk t update the 2004 Actin Plan is in the SPAC 2012 Business Plan. The wrk will be cnducted with the Maple Ridge Pitt Meadws Katzie Cmmunity Netwrk Husing Planning Table. The Actin Plan will prvide an analysis f current resurces and services and will identify current pririties within the frmat f an actin plan. This plan will guide the wrk f the Husing Planning Table and partners ver the next five years. The issues and pririties that are identified in this plan will prvide backgrund infrmatin t infrm the HAP. Senirs & Special Needs Husing Assessment - the Official Cmmunity Plan als includes planning principles, bjectives and plicies respecting senirs and special needs husing. The HAP prcess prvides an pprtunity t ensure that the current plicies cntinue t prvide directin fr senirs and special needs husing in the District. These backgrund studies and plicy papers, tgether with additinal research, will prvide valuable infrmatin and cntext fr the HAP public cnsultatin prcess. The prpsed timeline is fr the cnsultatin prcess t begin mid January, 2013. The public cnsultatin prcess will be designed t engage a diverse mix f stakehlders and cmmunity members in dialgue designed t identify the key husing issues and explre ptins and pprtunities t address the issues. The HAP will include a visin, gals and bjectives, and actins and strategies. The prpsed final HAP will be assessed t ensure alignment with the RGS and t determine implicatins fr municipal plicy r bylaw amendments. The final prpsed HAP, alng with an utline f municipal plicy implicatins, will be presented t SPAC fr endrsement and a recmmendatin t Cuncil. This prcess is expected t be cmpleted by the summer f 2013. Once endrsed, the HAP will cntribute t the develpment f the Reginal Cntext Statement. b) Desired Outcmes: Husing is essential in creating healthy, sustainable cmmunities and affrdability plays an imprtant rle in supprting a cmpetitive lcal ecnmy and in prmting the ecnmic and scial well-being f families and individuals. The prpsed HAP will fcus n develping recmmendatins designed t address the critical needs in the cmmunity: the shrtfall in the supply f affrdable rental husing, the shrtfall in the supply f scial husing, the hmelessness and the increasing numbers f atrisk f hmelessness, and the shrtfall in mdest-cst husing apprpriate fr first-time hme-buyers.
c) Strategic Alignment: This initiative aligns with Cuncil s strategic directin f creating a safe and livable cmmunity. This initiative recgnizes that the prvisin f adequate husing is essential t the verall health f the cmmunity. There are three cre arguments that suggest that the health and sustainability f the municipality depends n the prvisin f adequate husing: 1. Husing, Health and Quality f Life: there is a crrelatin between husing, health and quality f life: 2. Links t Ecnmic Well-being: husing affrdability is imprtant in terms f supprting a cmpetitive lcal ecnmy: 3. Public csts: Hmelessness has a scial and health cst t bth the individual and t the cmmunity: d) Citizen/Custmer Implicatins: It is estimated that fr ne-third f the regin s husehlds, finding and remaining in affrdable husing t rent r wn is a prblem. Individuals unable t find husing that is suitable in size and gd repair withut spending 30% r mre f their husehld incme n shelter are cnsidered t be in cre husing need. The 2006 census estimated that 17% f husehlds in Metr Vancuver were in cre husing need. It is critical t the well being f individuals and family, and t the health f the verall cmmunity, that there is an adequate supply f affrdable husing ptins t meet the full range f incmes and needs in ur cmmunity. e) Interdepartmental Implicatins: Parks and Leisure Services, under the guidance f the Scial Planning Advisry Cmmittee will prvide staff supprt t the develpment f the HAP with the technical supprt f the Planning Department. f) Business Plan/Financial Implicatins: It is anticipated that the recmmendatins develped fr the HAP will have implicatins fr future business plans fr bth the Parks and Leisure Services and the Planning Department business plans. The endrsement f the HAP itself wuld nt have any financial implicatins; hwever there is the ptential that specific recmmendatins may include a financial cmmitment. Such recmmendatins wuld be cnsidered by Cuncil individually thrugh the annual business planning apprval prcess. g) Plicy Implicatins: The RGS requirement fr municipalities t develp a HAP and t ensure the alignment f the Official Cmmunity Plan with the RGS are implicatins fr Municipal plicies. The RGS requires that within tw years f its adptin, each municipality prepare an updated Official Cmmunity Plan and Reginal Cntext Statement. The Reginal Cntext Statement sets ut the relatinship between the RGS and the municipality s OCP, and identifies hw lcal actins will cntribute t achieving Reginal Grwth Strategy gals. Municipalities are required t submit their Reginal Cntext Statements t the Metr Vancuver Bard fr acceptance. Shuld a municipality nt cmplete cmpnents such as the HAP within the tw year time frame, it is acceptable t indicate in the Reginal Cntext Statement that this wrk is underway. CONCLUSIONS: The develpment f a Husing Actin Plan is an imprtant step in advancing the municipality s sustainability bjectives. The HAP will fcus n meeting critical husing needs in the cmmunity recgnizing that husing is essential in creating healthy, sustainable cmmunities and affrdability
