Cncept f Operatins GENERAL 1. The Pensacla Area Chamber f Cmmerce will act as lead crdinating agency and pint f cntact fr the business/industrial cmmunity in Escambia Cunty. Business preparedness prgrams, planning and training activities will be crdinated with ther chambers f cmmerce in Escambia Cunty: Perdid Key Chamber f Cmmerce, Twn f Century Chamber f Cmmerce, and the Gulf Cast African American Chamber f Cmmerce. 3. Up-t-date resurce databases will be available t prvide established cntacts and lists f lcal businesses and related rganizatins. 4. The business and industry functin will crdinate with all elements f the Emergency Operatins Center (EOC) t ensure that infrmatin disseminated in the field is timely and cnsistent. ESF 18 Page 1

Incident Cmmand System Structure: ESF 18 Business and Industry ORGANIZATION 1. COUNTY a. ESF 18 will be crdinated by the Lead Crdinating Agency representing and crdinating activities fr the business cmmunity utilizing a NIMS cmpliant peratinal system under the ICS utilized in the EOC. ALERTS/NOTIFICATIONS b. ESF 18 will wrk within the EOC ICS structure under the Planning Sectin Chief crdinating activities and infrmatin t and frm the cmmunity t the EOC thrugh ESF 18. c. The lead and supprt agencies will represent all business cmmunity interests and nt just membership interests. 1. Upn activatin f the CEMP, the Public Safety Bureau will ntify the pints f cntact fr Emergency Supprt Functin 18 thrugh multiple methds, as t the EOC level f activatin and the need f ESF 18 representatin. 2. The Lead ESF 18 Crdinating Agency representative r designee will crdinate all activities f ESF 18. ESF 18 Page 2

Upn instructins t activate ESF 18, The Lead Crdinating Agency will implement prcedures t ntify and mbilize all persnnel, facilities, and physical resurces likely t be needed, based n the emergency circumstance. ACTIONS Actins carried ut by Emergency Supprt Functin 18 are gruped int phases f emergency management: preparedness, respnse, recvery and mitigatin. 1. PREPAREDNESS ACTIONS a. Assist in the develpment and testing f methds fr cmmunicating emergency infrmatin t and frm businesses at risk frm a disaster in the cmmunity. b. Crdinate with the Emergency Management Divisin t identify, cllect, review and disseminate apprpriate disaster preparedness guides that can be tailred t the unique needs, pririties and capabilities f small businesses in Escambia Cunty. c. Supprt and crdinate the educatin fr any business in the cmmunity n disaster mitigatin and disaster assistance prgrams that are available thrugh the Small Business Administratin, FEMA and ther agencies. d. Participate in all hazards exercises invlving ESF 18. e. Plan and crdinate activities t be implemented in the EOC with supprt agencies. f. Develp relatinships with ther Chambers and lcal businesses t allw increased access t lcal resurces t assist in the recvery phase f disasters. g. Maintain a list f ESF 18 participating cmpanies, and jintly held assets that that can be accessed in preparatin fr ptential disaster events. h. Identify tls that wuld increase access and infrmatin flw t and frm the EOC and the business cmmunity in an effrt t imprve the utilizatin f lcal resurces within the lcal cmmunity. i. Each ESF lead and supprt agency is respnsible fr becming familiar with the EOC COOP t crdinate their effrts at an alternate EOC lcatin that will nly allw ne representative frm the ESF t represent all agencies fr that ESF. There will nt be enugh space in the alternate facilities fr mre than ne representative per ESF. Other ESF agencies will need t find ther lcatins frm which t crdinate with the ne ESF representative that is in the alternate EOC lcatin. Each ESF must identify and schedule the ESF representative fr all f the ESF agencies. It is highly recmmended that all agencies f the ESF supprt the ESF schedule with their nrmal ESF representatives. Each ESF representative shuld be familiar frm where the ther ESF agencies will be perating under these circumstances. Plans, prcedures, checklists, cntact infrmatin, and prtcls shuld be develped and crdinated t maintain cmmunicatins and seamless cmmunity respnse services during any EOC COOP implementatin. may include lack f cmputers, lack f netwrk r EOC database management tls, r even feeding and sleeping arrangements. Each rganizatin must plan t supplement their resurces apprpriately, this may include the develpment f a g-kits f basic supplies and equipment as apprpriate. j. In any EOC peratin, whether at the primary lcatin r alternate lcatin, all EOC agencies and representatives must be prepared fr the ptential fr persnal service failure. In the event the feeding cntractr in the EOC is unable t meet the need either at the primary r alternate facilities, r fr sleeping arrangement, r any ther persnal need, every EOC representative must plan t be self-sufficient and maintain their jb respnsibilities. 2. RESPONSE ACTIONS a. Wrk with EOC representatives t crdinate resurces frm the cmmunity t meet unmet needs fr supplies and services where apprpriate. b. Assess lcal business needs in the aftermath f a disaster event t better crdinate and target respnse activities. c. The Business and Industry crdinatr will wrk clsely with all area chambers f cmmerce and EM t identify business and cmmunity leaders t assist in the rapid disseminatin f infrmatin, identify unmet needs, establish an nging dialgue and infrmatin exchange, and facilitate cllabrative Federal, State, and lcal planning and mutual aid supprt fr disaster recvery. d. Prvide status reprts, data, and infrmatin as required int EOC management sftware fr incident dcumentatin and management decisin-making prcesses. 3. RECOVERY ACTIONS a. Crdinate lcal business resurces t meet lcal cmmunity needs as apprpriate. b. Cntinue t prvide infrmatin and supprt as required t impacted businesses until respnse activities are cncluded r until they can be managed and staffed by the primary incident agency r jurisdictins. c. Prvide infrmatin, data, and status reprts t the EOC thrugh the EOC management sftware. 4. MITIGATION ACTIONS a. Prvide business wners with the apprpriate expertise t participate in activities designed t reduce r minimize the impacts t businesses frm future disasters. b. Assist in the identificatin f surces f funding. c. Assist with getting ut the cncept f mitigatin t allw businesses t be better mitigated against future events t minimize lss due t damage and lss f incme. ESF 18 Page 4

ESF 18 will perate under the ICS structure in the EOC and will crdinate liaisn staffing as needed and required t represent the business cmmunity in the EOC. a. ESF 18 will crdinate all activities with the supprt agencies and wrk under the Planning Sectin Chief. 1. PRIMARY AGENCY PENSACOLA BAY AREA CHAMBER OF COMMERCE a. Serve as the designated pint f cntact fr Escambia Cunty ESF 18, representing the business cmmunity in the EOC during a disaster r emergency. b. Serve as a clearinghuse and repsitry f business preparedness guidance that is develped by ESF 18 participants r prvided by the Escambia Cunty Emergency Management Divisin r ther surces. c. Crdinate the disseminatin f infrmatin t cmmunity businesses fllwing a disaster, including supprting agencies. d. Crdinate the receipt f pre- and pst-incident assessment infrmatin frm the cmmunity thrugh t the EOC and apprpriate Sectins fr decisinmaking prcesses. e. Prvide status infrmatin fr use by all EOC Sectins and liaisns fr inclusin int EOC briefings and Incident Actin Plans as apprpriate. 2. SUPPORT AGENCIES a. Participate in business preparedness seminars, awareness prgrams, disaster preparedness training, and exercises. b. Assist in the disseminatin f recvery infrmatin and guidance t member businesses fllwing a disaster. c. Supprt ESF 18 in prviding resurce supprt in meet missin needs and requirements. d. Assist in the cllectin and cmpilatin f business cmmunity data fr use by all EOC Sectins and liaisns that may be included int EOC briefings and Incident Actin Plans as apprpriate. e. Utilize each supprt agencies cmmunicatins netwrks already develped (membership grups, etc.) t enhance the sharing f infrmatin t and frm the business cmmunity. ESF 18 Page 5

FINANCIAL MANAGEMENT Participatin in EOC and ESF 18 activities will be at the expense f the participating rganizatins, unless activities have been pre-apprved fr financial supprt frm ther surces. Expenses incurred in supprt f ESF 18 and the EOC des nt autmatically transfer financial respnsibility t the Bard f Cunty Cmmissiners r any f the Bureaus and Divisin within the rganizatin. It is encuraged that all cmmunity businesses track and reprt damage assessment and financial impact data thrugh ESF 18 fr reprting purpses nly and t assist in dcumenting the extent f damages in the cmmunity t assist the prcess in triggering financial assistance prgrams fr the cmmunity. Financial assistance prgrams may be available fr lcal businesses, depending upn the extent f cmmunity-wide impacts, frm the federal gvernment Small Business Administratin lan prgram. Thrugh these ESF 18 effrts, the EOC and cmmunity are nt requesting businesses t dnate gds and services, unless they wish t d s n their wn, but instead the EOC/ESF 18 is attempting t enhance the effrt f bringing custmers and businesses back tgether as quickly as pssible t bring cmmerce back t nrmal in the cmmunity.
