Provide loan guarantees for the development and construction of commercial-scale biorefineries or to retrofit facilities using eligible technology for the development of advanced biofuels. Provide payments to biorefineries to replace fossil fuels with biomass. Provide payments to producers of advanced biofuels. Rural small businesses and agricultural producers.
