PUBLIC NOTICE REQUEST FOR QUALIFICATIONS FY 2017 Wrkfrce Implementatin Strategy The Western Maricpa Calitin (WESTMARC) is requesting qualificatins frm qualified cnsultants fr the FY 2017 Wrkfrce Implementatin Strategy. The purpse f the prject is review qualitative and quantitative data related t the available wrkfrce in the West Valley; finalize the Strengths, Weakness, Opprtunity, and Threat (SWOT) analysis, and develp implementatin strategies t enhance the advanced industry wrkfrce in the West Valley. SCOPE OF SERVICES Intrductin The purpse f this Request fr Qualificatins (RFQ) is t slicit qualificatins frm qualified cnsultants, either ne r many, depending n the expertise as related t the task, fr Wrkfrce Implementatin Strategy. The purpse f the prject is review qualitative and quantitative data related t the available wrkfrce in the West Valley; finalize the Strengths, Weakness, Opprtunity, and Threat (SWOT) analysis assessment, and develp implementatin strategies t enhance the advanced industry wrkfrce in the West Valley. The West Valley is defined as cmmunities in the Phenix Metr area west f the I-17 in Maricpa Cunty. Backgrund Wrkfrce is ne f the mst imprtant elements in grwing a strnger ecnmy in the West Valley. Every day, cmmunities west f the I-17 exprt talent thrughut the regin. The leadership in the West Valley is wrking t attract additinal advanced industries. T be successful, the West Valley needs t validate the talent that resides in the West Valley and mitigate any gaps with actinable implementatin strategies. T this end, WESTMARC has been partnering clsely with West Valley cmmunities, the Maricpa Assciatin f Gvernments (MAG), and the Greater Phenix Ecnmic Cuncil (GPEC). Thrughut the past year, these partners have cllected and analyzed wrkfrce data; cnducted utreach with leaders in industry and educatin; created an initial Strengths, Weakness, Opprtunities, and Threats (SWOT) analysis; and develped an analytical tl t advance this wrk. A cnsultant is sught t analyze the data, finalize the SWOT, and supprt the West Valley in develping implementatin strategies that will strengthen the wrkfrce. Data has been analyzed t shw varying cncentratins f West Valley wrkers in the fllwing desired sectrs: Advanced Business Service Finance, Insurance, Real & Estate Healthcare High Tech Metal Inputs & Transprtatin Nn-Metallic Manufacturing Telecmmunicatin Transprtatin The cnsultant will prvide relevant infrmatin abut best in class examples t assist in the develpment f a talent management pipeline. These best in class examples will be used t further refine the implementatin strategy. This prcess will help us build cnsensus and supprt fr viable wrkfrce develpment strategies that can be implemented in the West Valley. PROPOSED TASKS The Prpser is encuraged t be creative in develping a sund analytical apprach which achieves the gals fr this prject. The Prpser is urged t be as specific as pssible when describing the activities that will be perfrmed t supprt each task. The Prpser is als urged t make maximum use f matrices, tables and drawings in wrking papers prduced fr the prject t ensure cnciseness and clarity and t 2
minimize the amunt f text required. In preparing qualificatins fr cnsideratin by WESTMARC, the Prpser may suggest additinal tasks as warranted. The Prpser is nt limited t the the specific tasks listed belw. These tasks may be accmplished by ne r mre cnsultant r agency, depending n the expertise needed t accmplish the task. Task 1. Data Analysis The CONSULTANT will review the data cllected by the Prject Management Team t date. This includes quantitative and qualitative data (i.e. cmmute shed and TRP data that indicate which emplyees are leaving the West Valley fr wrk) cllected frm industry and educatin frums, site selectr interviews, demgraphic data, ccupatinal and residential data cmpiled by the Maricpa Assciatin f Gvernments (MAG), and the initial stakehlder SWOT. Identify and assist with clsing any existing data gaps that may reasnably be addressed and that are critical t the prject. Task 2. Stakehlder Engagement The CONSULTANT will cnvene stakehlders thrugh interviews, fcus grups, and wrking grup meetings as needed. Stakehlders may include ecnmic develpment representatives frm cmmunities west f the I-17, educatrs, the Greater Phenix Ecnmic Cuncil, and MAG. The CONSULTANT will leverage the expertise f the stakehlders and use their feedback t identify pririties fr the prject. Task 3. SWOT Validatin The CONSULTANT will review and validate the initial stakehlder SWOT develped by the Prject Management Team. This review will include determining the skills gaps fr the targeted industries; the amunt f surge labr f cllege-age students, retirees, and stay at hme parents; and a review f the current training and educatinal prgrams t mitigate the skill gap. The data needed t be reviewed will be prvided by the Prject Management Team. The CONSULTANT will review and finalize the shrt, medium, and lng term gals based n the data. The gals will address industry leadership expert grups, retraining the adult ppulatin, preparing the upcming wrkfrce thrugh career technical educatin, and Bachelrs and Masters prgrams t supprt targeted advanced industries. Task 4. Literature Review The CONSULTANT will identify relevant best in class examples f talent management that may be viable t implement in the West Valley. The CONSULTANT will nuance these examples t fit within the capacity and pririties f the West Valley. Task 5. Wrkfrce Implementatin Strategy Develpment The CONSULTANT will develp a multi-year implementatin strategy fr the West Valley. The strategy shuld describe activities and rganize them int initiatives designed t accmplish gals and bjectives frm the SWOT. The actin plan will recmmend respnsibilities, resurces, and pririties fr implementatin. The CONSULTANT will develp estimated perating csts and capital csts, timeframes, and financing strategies. Task 6: Evaluatin and Reprting The CONSULTANT will determine what perfrmance measures are apprpriate and establish a methd fr cllecting them thrughut the perid f the strategy. This will include a prcess fr maintaining public cmmunicatin and prgress made, as well as a plan fr updating the strategy in five years. 3
Deliverable Prducts: Required prducts f this prject are listed belw. An administrative draft f each deliverable will be submitted in electrnic frm and, when requested, hard cpy frmat, t the WESTMARC prject manager fr review. Cmments frm the WESTMARC prject manager will be incrprated int the deliverable by the CONSULTANT, befre it is distributed fr external review. Cmments received during the external review prcess will be incrprated int the final drafts. 1. Data Analysis Reprt. This will include a list f all dcuments reviewed, the findings f the review and f the analysis, as well as additinal data t address gaps in the data as negtiated by WESTMARC and the CONSULTANT. 2. Stakehlder Engagement Reprt. This will include attendance, agendas and minutes ntes frm meetings held with stakehlders, as well as findings frm the meetings. 3. Finalized SWOT. This will include a summary f the West Valley wrkfrce strengths, weaknesses, pprtunities and threats in the West Valley; as well as gals fr enhancing the advanced industry f wrkfrce in the West Valley. Supprting data will be included in the reprt. 4. Prject Crdinatin. This includes bi-mnthly calls between the WESTMARC team and the CONSULTANT t prvide an update n prgress made and t identify midcurse adjustments. 5. Wrkfrce Implementatin Strategy. This includes a detailed strategy t enhance the wrkfrce in the West Valley, especially regarding advanced industry. The CONSULTANT will prvide a timeline fr executin and a crrespnding budget fr said strategy. 6. Final Reprt. This will include a final West Valley Wrkfrce Implementatin Strategy with a detailed executive summary in Micrsft Wrd. It will als include a final PwerPint t be used in public presentatins with key stakehlders, the general public, and elected fficials. 4
Qualificatins Cntent QUALIFICATIONS REQUIREMENTS AND CONTENT It is required that the qualificatins include the fllwing items in the same rder as they are listed belw. Brief and cncise submittals are encuraged. The ttal number f pages must nt exceed 20 pages, entirely n letter size (8.5 x 11 inches), excluding the resumes, the cver letter, table f cntents, tabs, appendices, and frms. Blank pages are nt included in the ttal page cunt. The utside packaging f the submittal must be clearly marked with the Prject Title, the RFQ Due Date, and the Prpser s name. 1. Identificatin. A cver letter r equivalent which includes: a. The title f this slicitatin. b. Prpser s name and business address. c. The name, title, mailing address, and telephne number and email address f the principal cntact. 2. Table f Cntents. 3. Organizatin and Apprach. A brief statement describing the Prpser s rganizatin and utlining its apprach t cmpleting the wrk required by this slicitatin. This statement shall briefly illustrate the Prpser s verall understanding f the prject. 4. Wrk Plan. A cncise explanatin f hw the Prpser will carry ut the bjectives f the prject. In the wrk plan, the Prpser shall describe each prject task and prpsed apprach t the task as clearly and thrughly as pssible. 5. Preliminary Schedule. A prject schedule in bar-chart frmat will indicate all wrk plan tasks and their duratins. The schedule shall clearly identify prject deliverable dates. 6. Staffing Plan. The plan shall include the fllwing in table frmat: a. A prject rganizatin chart, identifying the prject manager. b. Names f key prject team members and/r Sub cnsultants. Only thse persnnel wh will be wrking directly n the prject shuld be cited. c. The rle and respnsibility f each team member. d. Percent effrt (time) f each team member fr the cntract perid. e. The rle and level f WESTMARC technical staff supprt, if any. 7. Résumés. Include résumés fr majr staff members assigned t the prject. These résumés shuld fcus n their experience in this type f prject. 8. Budget. A cmpleted labr cst allcatin budget frmatted as nted in Appendix A. 9. Recent Examples. Prpser s recent experience in perfrming wrk similar t that anticipated herein. This descriptin shall include the fllwing: 5

Qualificatins received after the deadline shall be stamped fr time and date and returned unpened t the Prpser. All material submitted in respnse t this slicitatin becmes the prperty f WESTMARC and shall nt be returned. 6
QUALIFICATIONS EVALUATION AND SELECTION PROCESS 1. Evaluatin Criteria. All QUALIFICATIONS will be evaluated by a grup cnsisting f WESTMARC staff and stakehlders. Evaluatin criteria include the fllwing, listed in rank f imprtance: Demnstrated understanding f the prject thrugh a well-defined wrk plan cnsistent with prgram bjectives. Clarity f qualificatins, realistic apprach, technical sundness, and enhancements t elements utlined in this RFQ. Educatin and relevant experience f persnnel in prviding similar services. Only thse persnnel assigned t wrk directly n each area shuld be cited. Prven track recrd in this area f study. Prpser shuld clearly identify the principal peple wh wrked n past prjects and the amunt f time they devted t the wrk effrt. Availability f key persnnel thrughut the prject effrt. Price. Ability and cmmitment t deliver required prducts and services, meet all deadlines fr submitting assciated wrk prducts, and ensure quality cntrl. Recgnitin f wrk pririties and flexibility t deal with change and cntingencies. 2. WESTMARC may cnduct discussins with Prpsers wh submit qualificatins determined likely t be selected fr the award. 3. WESTMARC reserves the right t: a. Cancel this slicitatin. b. Reject any and all qualificatins and re-advertise. c. Select the qualificatins(s) that will, in its judgment, best meet WESTMARC 's needs, despite any differences in estimated prject csts between the prpser and all thers. d. Negtiate a cntract that cvers selected parts f a qualificatins, r a cntract that will be interrupted fr a perid, r canceled, fr lack f funds. 4. Cntact with WESTMARC r WESTMARC Member Agency Emplyees. All firms interested in this RFQ (including the firm s emplyees, representatives, agents, lbbyists, attrneys, and sub cnsultants) will refrain, under penalty f disqualificatin, frm direct r indirect cntact fr the purpse f influencing the selectin r creating bias in the selectin prcess with any persn wh may play a part in the selectin prcess. This plicy is intended t create a level playing field fr all ptential firms, and t prtect the integrity f the selectin prcess. All questins n this selectin prcess shuld be addressed t the authrized representative at WESTMARC. 5. WESTMARC Apprval. A recmmendatin fr apprval f the cnsultant selectin shall be made by the WESTMARC Executive Directr t the WESTMARC Bard f Directrs. The decisin f the Bard f Directrs is final. 7
