The first includes tribal village representatin and brugh and/r lcal gvernment representatin. The secnd grup is cmprised f rganizatins r stakehlders that may be affected by an incident. 1) Tribal and Lcal Gvernment Grup The United States gvernment recgnizes its unique legal relatinship with tribal gvernments as set frth in the United States Cnstitutin, treaties, statutes, executive rders, and curt decisins. In 1994, the President f the United States issued a presidential memrandum reaffirming the gvernment-tgvernment relatinships with Native American tribal gvernments. Subsequently, each U.S. President has reaffirmed the imprtance f these relatinships with Executive Orders and Memranda, including EO 13084 (1998), EO 13175 (2000), and mst recently, President Obama s Memrandum f 2009 affirming Tribal Cnsultatin. On May 14, 1998, the President issued Executive Order 13084, Cnsultatin and Crdinatin with Tribal Gvernments,'' which addresses regular and meaningful cnsultatin and cllabratin with Native American tribal gvernments. Similarly, the State f Alaska als supprts the need fr gvernment-t-gvernment crdinatin with the federally-recgnized tribes. Bth the state and federal gvernments recgnize the rle f elected fficials frm rganized cmmunities in addressing issues related t spill respnse. During a spill incident, when apprpriate, the mst directly affected cmmunity may be ffered a seat in the Unified Cmmand as the Lcal On-Scene Crdinatr. In situatins where multiple cmmunities are affected r when multiple cmmunities are affected in additin t ne primary cmmunity, then the vices f all these cmmunities need t be heard. Tribal leaders (r their designates) and brugh and/r lcal gvernment lead fficials (r their designates) will be given the pprtunity t cnvene as the Tribal and Lcal Gvernment (TLG) Grup. The TLG Grup s rle is t cnvey t the Unified Cmmand infrmatin relating t the authrity, cncerns, and expertise f its members. In additin, the TLG Grup allws the Unified Cmmand a mechanism t prvide the lcal and tribal gvernments with infrmatin regarding the prgress r directin f the respnse effrts. The TLG Grup is nt directly invlved in respnse peratins, thugh sme f its members may be. The Liaisn Officer will serve as the lead crdinatr fr the TLG Grup. As exemplified by the nscene crdinatrs in the Unified Cmmand, the liaisn fficers frm the respnsible party, the federal gvernment, and the state gvernment will wrk their psitins in a cperative, unified manner. The Unified Cmmand will prvide updates and relevant infrmatin t the TLG Grup thrugh the Liaisn Officer. The TLG Grup will cmmunicate its cmments r recmmendatins n incident pririties, bjectives, r issues f lcal cncern t the Unified Cmmand by way f the Liaisn Officer. The Unified Cmmand will attempt t hld direct meetings with the TLG Grup when feasible during the curse f the respnse t the incident. 2) Affected Stakehlder Grup Depending n the incident and its span f impact, a number f rganizatins r stakehlder grups may be affected. These grups may include Reginal Citizen Advisry Cuncils, land wners, fishermen unins, nn-gvernmental rganizatins, and thers. The Unified Cmmand will direct the Liaisn Officer(s) t establish an inclusive and rbust prgram fr utreach t these rganizatins r stakehlder grups whse interests in the regin may be affected. These interested parties may cme tgether as the Affected Stakehlders Grup. Nn-gvernmental rganizatins and ther reginal stakehlders whse interests may be affected by the incident but wh chse nt t participate in the Affected Stakehlders Grup may cntact their lcal

The Affected Stakehlders Grup will be crdinated and led by the Liaisn Officer, wh will serve as a cnduit t the Unified Cmmand fr delivering the recmmendatins r cncerns f the grup t the Unified Cmmand and, in turn, prviding infrmatin and updates frm the Unified Cmmand t the Affected Stakehlders Grup. The Tribal and Lcal Gvernment (TLG) Grup Annex A, Appendix VI, Tabs D and E, f this plan utlines the requirement fr ntificatin f lcal and tribal gvernments and describes the rles they may have during a spill. T ensure that lcal knwledge and resurces are integrated int the respnse effrt, as well as t be cgnizant f any recmmendatins r cncerns that lcal r tribal gvernment r their cnstituents may have, the Unified Cmmand needs t have a channel fr cmmunicating with these parties. The Tribal and Lcal Gvernment Grup is this channel fr cmmunicatin. TLG Grup Membership TLG Grup membership cnsists f each tribal cuncil leader and mayr (r city manager/ cuncil leader), r their designates, frm the respective villages r cmmunities that may be affected by the spill incident. Tribal and lcal gvernments that may play a rle in the TLG Grup are pre-identified in the subarea plans. Ptential TLG Grup members shuld be infrmed regarding the prcess described belw and be willing t play an active rle in the TLG Grup. 1. General Guidelines fr the TLG Grup: Tribal leaders and elected lcal and brugh gvernment fficials are the primary representatives fr all stakehlders and ffer the best access t ensure full lcal representatin. These leaders will be invited by the Unified Cmmand Liaisn Officers t participate in the TLG Grup. The tribal leader r mayr may designate an alternate persn t be their representative t the Grup. The members f the TLG Grup need t be empwered by their cnstituents t make decisins and priritize issues r cncerns. The TLG Grup members need frequent cntact with their cnstituents. Frequent public meetings chaired by the TLG Grup members fr their respective cmmunities are critical t ensuring all issues and cncerns are identified. The TLG Grup will have direct access t the Liaisn Officer. The Grup s input needs t be cnsidered during the ICS planning cycle. Supprt f the TLG Grup is a Unified Cmmand respnsibility. This supprt can be further enhanced by hsting meetings at the lcal level. When practicable, a Cmmunity Liaisn will be designated fr a cmmunity t assist in the tw-way cmmunicatin with the Unified Cmmand. This Cmmunity Liaisn can assist tribal r lcal gvernment fficials in cnducting public meetings t share infrmatin abut the spill respnse effrt and t get feedback frm the lcal residents. As needed, the Unified Cmmand will direct the Liaisn Officer t schedule meetings with the TLG Grup t discuss specific peratins r pririties that may affect ne r mre f the cmmunities, r t hear directly frm these leaders their cmments r cncerns.

TLG Grup Infrmatin Flw Prcess In light f past lessns learned, a spill respnse effrt that best meets the challenges faced during an incident is ne where management receives regular inputs frm lcal tribal and gvernment fficials and, in turn, prvides a cnsistent flw f infrmatin back t these fficials. It has been determined that this wrks mst effectively when the Liaisn Officer(s) cnduct regular meetings with a Tribal and Lcal Gvernement Grup, and the respnse rganizatin is ready and able t accept and cnsider the input f the TLG Grup. This can be accmplished as fllws: a. The Unified Cmmand, thrugh the Liaisn Officer (r directly t the TLG Grup during any cnvened meetings with the grup), will prvide the TLG Grup with the fllwing: Current and frequent situatin updates. Any infrmatin regarding gegraphic respnse strategies, ptential places f refuge, cmmercial fisheries r subsistence harvest, r any infrmatin regarding the respnse that might have a direct impact n the cmmunity. All Unified Cmmand Public Infrmatin Officer r Jint Infrmatin Center prduced infrmatin r publicatins. Respnses t questins raised by the TLG Grup. Supprt t the TLG Grup members in the cnduct f their respnsibilities. b. The TLG Grup will prvide t the Unified Cmmand, via the Liaisn Officer (r directly t the Unified Cmmand during any cnvened meetings with the UC), the fllwing infrmatin: Issues that are imprtant t tribal r lcal gvernment leaders. lcal residents. Lcal leaders need t cnduct regular meetings with their cnstituents in rder t be aware f the cncerns that the lcal residents may have. Resurces that are available t assist with respnse activities. These include wrkers and supprt persnnel; cmmunicatins equipment r systems; htel and berthing facilities; heavy equipment; aircraft supprt; harbr facilities; machine shps and repair facilities fr vessels and equipment. needed in the lcal area. Fr example, transprtatin issues due t vessel traffic lane clsures, r the necessity f increased staples and fd supplies because f lst subsistence surces r the supprt f a large influx f respnse persnnel. Cleanup assistance that is available t assist with respnse activities. This may include persnnel with special expertise, unique spill respnse equipment, heavy trucks, r useful industrial gear. The Unified Cmmand wuld be particularly interested in cntacting persnnel with lcal knwledge t assist with spill respnse tactics, wildlife behavir, and safe navigatin. NOTE: Of particular cncern t the Unified Cmmand are issues f an immediate nature. These shuld be highlighted. c. T ensure an effective and successful prcess, extensive cmmunicatin will need t take place between the Liaisn Officer(s) and TLG Grup members and their cnstituents as infrmatin is cmpiled and questins are answered. Additinally, the Liaisn Officer(s) will assemble and deliver pertinent infrmatin and requests t the prper sectins within the incident management team.

Public meetings r ther lcally determined methds that allw individual stakehlder input t the TLG Grup members frm their respective cmmunities. Thse cnducting these meetings need t ensure that the lcal feedback is prvided t the TLG Grup members. The TLG Grup members wrk with their respective representatives in the lcal cmmunities t define and reslve issues and answer questins raised by cnstituents. The TLG Grup members must priritize issues and rute pertinent infrmatin thrugh the Liaisn Officer t the applicable staff within the incident management team. 4. Respnsibilities a. TLG Grup members need t Be cmmitted t representing their cmmunity s interests and cncerns within the cmmand structure f the respnse. Establish a system that allws lcal residents t prvide input t ensure their ideas and cncerns are heard. After the first meeting r receptin f input, this system shuld prvide a way fr the TLG Grup t cmmunicate t the lcals the feedback and answers received frm the Unified Cmmand. Assemble and priritize any input int the three areas: issues, resurces, and cleanup assistance. Wrk with the Liaisn Officer t clarify any issues. b. The Liaisn Officer will Assist the TLG Grup with the perfrmance f their duties. Cnduct regular meetings with the TLG Grup. Cmmunicate TLG Grup infrmatin t the Unified Cmmand as clearly and accurately as pssible and, in turn, clearly and accurately cmmunicate Unified Cmmand infrmatin t the TLG Grup. Crdinate and facilitate any direct meetings r telecnferences between the TLG Grup and the Unified Cmmand. Oversee the peratins f any cmmunity liaisns that are deplyed t villages r cmmunities during the respnse. Ensure that the TLG Grup and any cmmunity liaisns are prvided regular updates n all pertinent infrmatin prvided during incident management team briefings.

The Unified Cmmand will direct the Liaisn Officer t establish an inclusive and rbust prgram fr utreach t lcal rganizatins and stakehlder grups whse interests in the regin may be affected by the spill incident. The Liaisn Officer will cnvene the Affected Stakehlder (AS) Grup t address this Unified Cmmand directive. 2. It is the respnsibility f the Unified Cmmand t ensure that nn-gvernmental stakehlders have the pprtunity t receive infrmatin relating t the incident and that the cncerns f these grups can be cmmunicated t the Unified Cmmand. Relevant infrmatin that the Unified Cmmand can prvide t the AS Grup includes, but is nt limited t, the fllwing: cmmercial r sprt fisheries clsures; subsistence harvest restrictins; general respnse peratins; public health advisries; maritime safety znes; airspace restrictins; r any ther infrmatin relating t the incident that may affect these rganizatins, their cnstituents, r the cmmunities in which they reside. 3. Respnsibilities are utlined as fllws: a.
