Backgrund The Ice Strm n December 21 and 22 prduced freezing rain, ice pellets and wind, resulting in wide-spread pwer utages due t dwned hydr lines frm fallen trees and limbs. In ttal, apprximately 416,000 Trnt Hydr custmers and ver 1 millin Trnt residents were withut pwer at ne pint during the event. City staff and the Canadian Red Crss quickly mbilized t prvide receptin centres fr displaced residents. TCH, CCACs, and Trnt Plice Service attended high-rise buildings t ensure the health and safety f vulnerable residents. Trnt Hydr and Frestry crews, with assistance f mutual aid crews frm ther jurisdictins, wrked arund the clck t restre pwer by remving damaged trees and limbs and repair damage t the hydr system. Need t develp respnse prtcls with the Trnt Plice Service fr the management f traffic at key high vlume intersectins. The City learned valuable lessns which need t be incrprated int the City s Emergency Plan. Enhance emergency staffing capacity and maintain, at a minimum, five-deep staffing levels t ensure sufficient redundancy fr the Emergency Operatin Centre and at Emergency Receptin Centres; 3. Develp a practive public educatin and awareness prgram t increase the awareness f residents and businesses n emergency preparedness measures; 4. Mre effective partnerships with health and cmmunity-based service prviders t identify and supprt vulnerable ppulatins.
