Missin Emergency Supprt Functin 2 (ESF 2) prvides cmmunicatins resurce supprt during disaster situatins in an effrt t maintain cmmunicatin links t all respnse peratins in supprt f the EOC effrt. The pririties fr allcatin f these assets will be, thugh nt all inclusive: Establish and maintain cmmunicatins fr facilities that are integral t efficient disaster peratins. Ensure the Emergency Cmmunicatins Center (ECC)/911 and ther lcal emergency cmmunicatins centers and systems are prepared fr emergencies. Establish and maintain cmmunicatins fr respnse and recvery peratins. Supprt and facilitate where apprpriate, any private sectr effrts t restre cmmunity cmmunicatin tls (cell, televisin, landline, etc.) II. Cncept f Operatins A. ESF ORGANIZATION/STRUCTURE ESF 2 is lcally rganized cnsistent with state EOC, the requirements f the Natinal Prtectin Framewrk (NPF), Natinal Respnse Framewrk (NRF), Natinal Recvery Framewrk, Natinal Incident Management System (NIMS), and the Incident Cmmand System (ICS). This structure supprts incident assessment, planning, prcurement, deplyment, crdinatin, and supprt peratins t Escambia Cunty thrugh the Escambia Cunty EOC t assure a timely and apprpriate respnse t an emergency r disaster. The cunty EOC utilizes a cmbinatin ICS and ESF management system t manage disaster peratins in the EOC. ESF 2 will be rganized and perate as a team leveraging the resurces f all agencies t meet the needs f the cmmunity. ESF 2 lead will be the team leader, primary cntact, and crdinatin and facilitatin pint fr all planning and peratinal activities fr the ESF. ESF 2 Page 1

ESF 2 lead will crdinate any requests f ESF 2 and their resurces as apprpriate. ESF 2 lead will be respnsible t crdinate, facilitate, and participate in all predisaster planning activities as it relates t the evlving missin f ESF 2. ESF 2 supprt rganizatins will partner with, be respnsive t, and supprt the lead in all planning and peratinal activities in accmplishing the evlving missin f ESF 2. ESF 2 will prvide the IC and EOC cmmand with expert guidance, directin, and recmmendatins fr planning and peratinal cnsideratins thrughut an incident t leverage resurces and prgrams that may be applicable t the disaster situatin at hand. ESF 2 lead des nt have the authrity t direct, cmmit, nr assume respnsibility r liability fr the resurces f any supprt rganizatin. Each ESF rganizatin is respnsible fr and manages their wn resurces while wrking tgether as a team t accmplish the ESF missin(s) at hand. ESF 2 will be crdinated by and reprt t the infrastructure branch directr, wh reprts t the peratins sectin chief, wh then reprts t the incident cmmander. The EOC cmmand structure will request, guide, and evlve the missin and task respnsibilities f each ESF bth befre an incident as it relates t planning activities thrughut the year fr disaster services and peratins, as well as, peratins during an EOC activatin. ALERTS/NOTIFICATIONS The Divisin f Emergency Management is regularly mnitring the cmmunity fr ptential disaster threats that may rise t the level f taking actin. Shuld there be any need t take actin in respnse t a ptential r imminent threat, the Divisin will reach ut t the apprpriate EOC psitin(s) and/r ESFs fr further crdinatin. The Divisin f Emergency Management has several tls frm which cmmunicatins t EOC partners and rganizatins may be cntacted as it relates t prviding any ptential threats, any decisin-making meetings, briefings, r EOC activatins. Depending upn the situatin, the apprpriate peple will be cntacted as it may relate t any varying degree f actins that may need t be taken. ESF lead rganizatins will fllw up with any ESF supprt rganizatin t crdinate any staffing r resurce needs fr the situatin and t make sure apprpriate ESF staffing cverage is prvided in supprt f any EOC activatin. C. DIRECTION AND CONTROL When the EOC is activated, ESF 2 falls under a crdinatin and management structure within the EOC. Each ESF rganizatin will vluntarily crdinate their resurces in supprt f the EOC management structure s guidance, requests, and directin t maximize the efficiency and effectiveness f the respnse, and t leverage resurces as much as pssible. Much f the EOC activities are preplanned and the EOC will lk t each rganizatin t fulfill their cmmitment t varius peratins, but will als lk t each rganizatin t assist with needs that may nt have been preplanned. It is understd that each ESF rganizatin has the sle respnsibility fr any cmmitment, crdinatin, and management f their wn rganizatin s resurces and that resurces ffered t supprt EOC peratins are merely crdinated thrugh ESF 2 in supprt f the EOC peratin and nt directed, cntrlled, r will any respnsibility be accepted fr thse resurces by any ther rganizatins unless specifically identified and agreed upn by the apprpriate parties invlved. Financial respnsibility fr thse same resurces will als rest with the rganizatin wning and cmmitting their resurces t a particular need r task unless ther financial bligatins are identified prir t any deplyment r rendering f service. Determine when t cease any peratin when cnditins may becme unsafe utilizing several cnditinal factrs t include: Crdinatin with cessatin f ther disaster respnse activities that may include ther first respnder peratins when cnditins may becme unsafe fr persnnel and equipment. Utilizing a guideline t cease peratins when winds in the area reach sustained 39 mph speeds fr high prfile vehicles. Prfessinal assessment input frm ther public safety prfessinals as may be fund in ESF 4, 8, 9, 10, & 16 t determine when cnditins may be unsafe fr persnnel and equipment. ESF 2 Page 3

PLANNING ESF 2 lead and supprt rganizatins will crdinate, facilitate, and/r participate in activities t develp plans, prcedures, cmmit resurces, initiate mutual aid agreements, and cntract service arrangements in the effrt t enhance the crdinatin and develpment f peratinal activities as needed and requested in supprt f the ESF missin. ESF 2 lead and supprt rganizatins will develp, initiate, crdinate, facilitate, and/r participate in any training r exercise activities as requested and as resurces may allw, t refine and hne disaster respnse plans, prcedures, guides, and checklists utilized t carryut activities in meeting the missin requirements. Develp and maintain a list f essential emplyees, supprt rganizatins, and apprpriate vendrs, cntractrs, r ther resurces t supprt peratins as apprpriate. Identify and develp a list f lcal cmmunicatin resurces that will be available t supprt the ESF 2 missin. Supprt additinal planning initiatives where resurces may allw and crdinate with supprt r ther cmmunity rganizatins as apprpriate. Assess vulnerability f cmmunicatin systems and develp and implement upgrade and mitigatin plans fr thse systems. Crdinate backup equipment and supplies fr each cmmunicatins center and system that may include: Adequate spare parts, resurces, plans, and persnnel t ensure peratins during a disaster r emergency. Adequate staffing level fr disaster situatins. Emplyees are recalled as needed and scheduled apprpriately. Planning fr cmmunicatins will need t cnsider the fllwing peratins, thugh nt all inclusive: ESF 2 Page 4

Each ESF rganizatin will be required t be familiar with the EOC COOP and t be able t maintain their peratinal capacity and integrity at any f the ptential alternate EOC lcatins shuld the EOC peratins need t relcate. Additinal plans and prcedures may need t be develped by ESF 6 t enhance peratins at these alternate EOC lcatins. Thrughut the planning effrt, make sure plans are in place and activities are crdinated in such a manner that will allw access and reasnable accmmdatin t any disaster service that is prvided t the rest f the cmmunity in cmpliance with the Americans with Disabilities Act (ADA). E. OPERATIONS ESF 2 will: Prvide apprpriate staffing t manage the ESF 2 functins in the EOC as requested r required. Attend and/r participate in any meetings, briefings, discussins, and ther activities as needed and requested in supprt f EOC peratins. Mnitr peratinal status f resurces and assets under the purview f ESF 2. Evaluate, analyze, and prcess infrmatin and data and undertake cntingency planning t meet anticipated demands r needs. Identify and reprt n any anticipated gaps in service and develp cntingency plans t address thse gaps r any unanticipated demands n cmmunicatin infrastructure and resurces. Acquire apprpriate intelligence infrmatin and data frm ESF resurces and cmplete any reprting needs and requirements in supprt f the EOC peratin and at the request and directin f EOC management and leadership. Crdinate with ESF 12 n the priritizatin f pwer t critical cmmunicatins infrastructure, with the understanding that supprt rganizatins are dependent upn restratin f cmmunicatins tls t critical facilities and infrastructure that includes 911/phne services, internet, data, televisin, all part f the cmmunicatins netwrk and ptins fr businesses, families, and individuals. Crdinate with ESF 14 and CIC fr any infrmatin needed fr public disseminatin. Crdinate and establish cmmunicatins with any peratin as may be needed and r requested frm the EOC as apprpriate. Crdinate with ther EOC partners fr any resurce supprt needed t meet the missin f ESF 2. Crdinate with the lgistics sectin as apprpriate, with any requests fr mutual aid resurces t supprt cmmunicatins needs that exceed ESF 2 lcal capabilities. Crdinate, manage, and/r facilitate the use f mutual aid resurces t meet the cmmunicatin needs f ESF 2. Make sure all ESF 2 planning effrts and peratins include cnsideratin fr the maintenance f access fr all services prvided t the cmmunity at large as required by the Americans with Disabilities Act (ADA). Make sure each ESF rganizatin is familiar with the EOC COOP and t be able t maintain their peratinal capacity and integrity at any f the ptential alternate EOC lcatins shuld the EOC peratins need t relcate. Additinal plans and prcedures may need t be develped by ESF 2 t enhance peratins at these alternate EOC lcatins. Crdinate the damage assessment prcess fr ESF 2 resurces and assets and crdinate data and dcumentatin thrugh ESF 3 and the finance sectin as apprpriate. Dembilize resurces as requested by EOC cmmand structure. Initiate financial reimbursement prcesses fr recvery activities when such supprt is available. Crdinate with the finance sectin as apprpriate. Prvide any after actin imprvement cmments and suggestins as requested t cntinue planning effrts and t imprve peratinal readiness fr the next disaster incident. Crdinate with varius lng-term recvery effrts and supprt cmmunicatins initiatives in crdinatin with disaster recvery centers, disaster field ffices, the lcal mitigatin strategy grup, the pst-disaster redevelpment cmmittee, r any ther relevant lng-term effrts as apprpriate. Emergency Supprt Functin (ESF) 2 Cmmunicatins Unit F. RESPONSIBILITIES 1. PRIMARY AGENCY COMMUNICATIONS DIVISION Prvide and maintain 911/first respnder, EOC and supprting field peratins cmmunicatins during an emergency. Maintain an inventry f persnnel, equipment, and vendrs, which will be used in the restratin f services. Crdinate the acquisitin and deplyment f cmmunicatins equipment, persnnel, and resurces t establish temprary cmmunicatins capabilities within the affected areas as necessary and apprpriate. Crdinate with private sectr resurces t prvide and maintain cmmunicatins and equipment t meet the needs f EOC and field peratins as apprpriate and required. Crdinate resurces necessary t maintain access and accmmdate ADA needs where apprpriate and required by law. 2. SUPPORT AGENCIES Pensacla Plice Department: Respnsible t maintain their 911/dispatch center in supprt f city first respnders. Respnsible t supprt the ther jurisdictinal dispatch centers as a back-up 911/dispatch center if any f the primary facilities are disabled. Respnsible t prvide supprt t ESF2 in prviding and maintaining the tls necessary t maintain cmmunicatins t and frm varius peratins and facilities thrughut the cunty. Escambia Cunty Sheriff s Office Respnsible t maintain their 911/dispatch center in supprt f sheriff s ffice first respnders. Respnsible t supprt the ther jurisdictinal dispatch centers as a back-up 911/dispatch center if any f the primary facilities are disabled. Respnsible t prvide supprt t ESF2 in prviding and maintaining the tls necessary t maintain cmmunicatins t and frm varius peratins and facilities thrughut the cunty. Amateur Radi Emergency Service (ARES) Respnsible t prvide primary and back-up cmmunicatin services fr varius peratins where cmmunicatins is lacking r is incnsistent as apprpriate and as requested. Respnsible t supprt peratins in cmmunicating situatins and issues fr peratins r areas in the cmmunity that may need primary r secndary recnnaissance where cmmunicatins and infrmatin may be lacking as apprpriate and requested. Prvide back-up cmmunicatins between the cunty EOC and the state EOC as needed and apprpriate. PRIVATE SECTOR RESOURCES ESF 2 will crdinate with cmpanies t capture peratinal status infrmatin as it may relate t service interruptins and service reestablishment timelines fr peratinal decisin making. ESF 2 will crdinate with cmpanies in prviding varius cmmunicatins tls, such as cell and/r satellite phnes, t supprt peratins cmmunicatins needs as necessary and available. ESF 2 will crdinate with cmpanies t crdinate any temprary cmmunicatins/infrmatin infrastructure t supprt r supplement permanent infrastructure increased demands and/r failures t maintain service cnnectivity fr priritized peratins. Will priritize the reestablishment f critical services t critical facilities as apprpriate with respect t cunty critical facilities list as apprpriate. Will crdinate with ESF 12 fr pwer restratin pririties fr critical infrastructure. G. FINANCIAL MANAGEMENT Each rganizatin is respnsible t track and manage its wn expenses related t a disaster/emergency respnse and recvery effrt, whether the EOC has been mbilized r nt. Mutual aid sharing f resurces shuld be tracked by each and all rganizatins ffering and receiving thse resurces, t ensure nn-cnsumable resurces and assets are returned apprpriately, timely, and in the same cnditin frm which it was received. Any expected cmpensatin fr mutual aid services r resurces ffered, rented, leased, bught, and/r requested frm any rganizatin and prvided t any rganizatin, shuld have all financial expectatin pre-identified in advance f service r resurce delivery. Any expenses nt clearly identifying a financially respnsible party will be at risk fr nn-payment. Any disaster/emergency expenses incurred by any rganizatin may be requested, in summary, by the finance sectin t satisfy reprting requirements t the state r federal authrities, r even frm media requests as may be apprpriate. Release f such infrmatin will ultimately be at the discretin f thse rganizatins and as applicable by law. H.
