As requested by the Bard, the Directr General is transmitting the Nuclear Security Plan t the General Cnference, with the Bard s recmmendatin that the Cnference takes nte f the Nuclear Security Plan 2018-2021 and calls upn Member States t cntribute n a vluntary basis t the Nuclear Security Fund.

Thrugh General Cnference reslutins, Member States have asserted that the respnsibility fr nuclear security within a State rests entirely with that State and that they are mindful f the respnsibilities f every Member State, in accrdance with its respective natinal and internatinal bligatins, t maintain at all times effective and cmprehensive nuclear security f all nuclear and ther radiactive material. 2. The Agency has prvided, upn request, assistance t States and supprted their natinal effrts t establish and imprve nuclear security regimes since the early 1970s, when it began prviding ad hc training in physical prtectin. The Agency s first cmprehensive plan f actin t prtect against nuclear terrrism 1 was apprved in March 2002 by the Bard f Gvernrs, tgether with the creatin f a vluntary funding mechanism, the Nuclear Security Fund, in rder t help implement the Plan. Further Nuclear Security Plans were apprved by the Bard f Gvernrs in 2005 2, 2009 3, and 2013 4. 3. Member States have cnsistently recgnised the central rle f the IAEA in strengthening the nuclear security framewrk glbally and in crdinating internatinal cperatin in nuclear security. B. Backgrund 4. The Nuclear Security Plan 2018-2021 is based n Prgramme 3.5 f the Agency s Prgramme and Budget 2018-2019, 5 and prvides further details regarding the Agency s nuclear security activities fr the perid 2018-2021 that are prpsed t be undertaken using vluntary cntributins t the Nuclear Security Fund. Activities under this Plan are in accrdance with the Agency s Statute. 5. The Plan crrespnds t the pririties f Member States expressed thrugh the decisins and reslutins f the Agency Plicy Making Organs as well as pririty setting fr Nuclear Security Series 1 GOV/2002/10. 2 GOV/2005/50. 3 GOV/2009/54-GC(53)/18. 4 GOV/2013/42-GC(57)/19. 5 GOV/2017/1

Page 2 Guidance as recmmended by the Nuclear Security Guidance Cmmittee (NSGC). The Internatinal Cnference n Nuclear Security: Cmmitments and Actins, chaired by the Freign Minister f the Republic f Krea, was cnvened at Agency headquarters in Vienna n 5-9 December 2016. On 5 December, Ministers adpted a Declaratin which was als taken int accunt, as apprpriate, in finalizing this Plan. 6 6. The Agency will cntinue t build upn experience in implementing the Nuclear Security Plan fr 2014-2017 as well as the activities set ut in previus Nuclear Security Plans such as advisry services, educatin and training and the develpment f Integrated Nuclear Security Supprt Plans (INSSP), taking int accunt new and changed pririties f Member States. This includes taking accunt f develpments frm 2014-2017, mst significantly, the increased respnsibilities fr the Agency fllwing the entry int frce f the Amendment t the Cnventin n the Physical Prtectin f Nuclear Material n 8 May 2016 and the accmpanying increased bligatins n States Parties t the Amendment. 7. Activities under this Plan may, where apprpriate, assist States effrts t establish effective and sustainable natinal nuclear security regimes and, where apprpriate, t fulfil their bligatins including under the CPPNM and its 2005 Amendment as well as the UNSCRs 1540 and 2325. 8. Supprt and assistance is prvided by the Agency t States, upn request, t assist in meeting their bligatins under internatinal instruments relevant t them and in rder t supprt the encuragement expressed by Member States that they take int accunt, as apprpriate, the relevant recmmendatins in the Nuclear Security Series, and make use f them at their natinal discretin in their effrts t strengthen nuclear security. This may include supprting State s effrts t establish effective and sustainable natinal nuclear security regimes thrugh assisting with the develpment f apprpriate natinal legal and regulatry framewrks, prvided that the requests are within the scpe f the Agency s statutry respnsibilities. Nuclear Security Series guidance publicatins are develped accrding t the pririties set by Member States and thse decisins and reslutins f the Agency Plicy Making Organs and recmmendatins f the NSGC. 9. Agency assistance in capacity building and in facilitating infrmatin exchange is prvided slely at the request f States, and nthing in the Plan is intended t impse bligatins upn States. 10. The General Cnference, thrugh its reslutins, has called upn all States t ensure that measures t strengthen nuclear security d nt hamper internatinal cperatin in the field f peaceful nuclear activities, the prductin, transfer and use f nuclear and ther radiactive material, the exchange f nuclear material fr peaceful purpses and the prmtin f peaceful uses f nuclear energy, and d nt undermine the established pririties f the Agency s Technical Cperatin Prgramme. 11. The bjective f the Agency s Nuclear Security Prgramme is: T cntribute t glbal effrts t achieve effective nuclear security, by establishing cmprehensive nuclear security guidance and, upn request, prmting its use thrugh peer reviews and advisry services and capacity building, including educatin and training; T assist in adherence t, and implementatin f, relevant internatinal legal instruments, and in strengthening the internatinal cperatin and crdinatin f assistance; and T play the central rle and enhance internatinal cperatin in nuclear security, in respnse t the pririties f Member States expressed thrugh the decisins and reslutins f the Agency s Plicy Making Organs. 13. Prpsed prjects t be undertaken frm 2018-2021 are summarized in the fllwing sub-sectins, including tasks under each prject and the main planned utputs f the prjects in this time perid, with a fcus n tasks t be undertaken using vluntary funding. 14. The structure f these sub-sectins reflects the structure f Prgramme 3.5 f the Agency s Prgramme and Budget fr 2018-2019. Sub-sectins reflect the sub-prgrammes and prjects described in the Prgramme and Budget, and the tasks described under each prject are thse set ut in the Agency s Prgramme and Budget fr 2018-2019. Hwever, the Secretariat anticipates that sme tasks set ut under this Plan will be implemented during the perid 2020-2021, and will thus be further cnsidered by Member States in the Prgramme and Budget fr 2020-2021. 15. Each prject includes a task fcusing n verall management, typically funded thrugh the regular budget, cvering crdinatin, versight and management f the implementatin f the prject, including supplies, resurce allcatin and general expenditures. Where necessary, prjects include several sub-tasks specific t the implementatin f the Nuclear Security Plan 2018-2021, which are expressed as sub-bullets, and will be carried ut in accrdance with the pririties f Member States expressed thrugh the decisins and reslutins f the Agency Plicy Making Organs. Text prvided as sub-bullets under the tasks explains the activities intended t be implemented in greater detail than is available in the Prgramme and Budget dcument GOV/2017/1. 16. Objectives, utcmes and perfrmance indicatrs fr the Nuclear Security Plan 2018-2021 as well as fr each f the sub-prgrammes described in this sectin are thse set ut in Prgramme 3.5 f the Prgramme and Budget fr the relevant biennium (2018-2019 r 2020-2021). The bjectives, utcmes and perfrmance indicatrs fr the perid 2020-2021 will cntinue t be further elabrated in cnsultatin with Member States. C.1. Pririty and crss-cutting issues 17. As reaffirmed by Member States, the Agency plays a central rle in internatinal nuclear security thrugh: Develping cmprehensive nuclear security guidance publicatins and, n request, prviding assistance t Member States in rder t facilitate their implementatin; Facilitating internatinal cperatin in supprting the effrts f States t fulfil their respnsibilities t ensure the security f civilian nuclear and ther radiactive material; and

Page 4 Strengthening and imprving cperatin in, and crdinatin f, internatinal effrts in the field f nuclear security in rder t avid duplicatin and verlap. 18. Member States, thrugh the Ministerial Declaratin adpted in December 2016, have identified a number f tpical areas as pririties fr the Agency s wrk. Member States have recgnised physical prtectin as a key element in nuclear security, and supprt the further develpment f the Agency s assistance in areas f imprtance t States such as nuclear frensics, nuclear security detectin architecture and respnse, infrmatin security, transprt security and insider threat mitigatin, recgnizing the need fr apprpriate measures t prtect sensitive infrmatin in achieving this bjective. In particular, Member States supprt the Agency s effrts t assist States t strengthen cmputer security, recgnizing the threat f cyber-attacks against nuclear installatins. 19. Member States have als encuraged the Agency t: cntinue its effrts t prmte universalizatin f the 2005 Amendment t the Cnventin n the Physical Prtectin f Nuclear Material (CPPNM); prmte and facilitate technical exchanges f knwledge, experiences and gd practices n the use and security f high activity radiactive surces thrughut their life-cycle; and t strengthen nuclear security culture and prvide educatin and training pprtunities in nuclear security, including by using natinal Centres f Excellence and Nuclear Security Training and Supprt Centres, als thse with reginal rles, s that the current and future generatins f nuclear security prfessinals are well equipped t meet the challenge f creating and maintaining effective and respnsive natinal nuclear security regimes. Mrever, Member States have underlined the imprtance f keeping pace with evlving challenges and threats t nuclear security using scientific and technlgical innvatins and have affirmed the imprtant rle f science, technlgy and engineering in understanding and addressing such challenges and threats. 20. A number f Agency activities in nuclear security addressed in this plan cut acrss prjects and sub-prgrammes. Sme f these elements are repeated in this sectin under multiple sub-prgrammes r prjects t reflect their crss-cutting nature, and in ther cases, they are addressed nly under ne sub-prgramme r prject. 21. The imprtance f physical prtectin as key element f nuclear security has been recgnised thrugh the implementatin f activities n a crss cutting basis such as the develpment f e-learning mdules n physical prtectin related tpics and the prmtin f the universalisatin f the Amendment t the CPPNM. 22. Anther example f a crss-cutting activity is cmputer security. While the Agency s activities in cmputer security are included under Sectin B.2 (Infrmatin Management) due t the structure currently in place fr the nuclear security prgramme, cmputer security is als an imprtant element f nuclear security fr nuclear and ther radiactive materials and assciated facilities (Sectin B.3) and is imprtant t detecting criminal r intentinal unauthrized acts invlving nuclear and ther radiactive material ut f regulatry cntrl and respnding t nuclear security events (Sectin B.4). 23. A third example f a crss-cutting activity emphasized by Member States is supprt prvided by the Agency t States upn request in develping and strengthening their legal and regulatry framewrks related t nuclear security. This supprt is described under multiple sub-prgrammes and is repeated under each prject in which training and assistance in this area is prvided. In additin, sectin B.5 highlights wrk dne by the Agency t prmte and facilitate the exchange f infrmatin n the implementatin f the CPPNM and its 2005 Amendment as well as f the nuclear security prvisins f ther binding and nn-binding internatinal instruments. 24. Agency advisry services such as Internatinal Physical Prtectin Advisry Service (IPPAS) and Internatinal Nuclear Security Advisry Service (INSServ) missins are by nature crss-cutting, as they advise n many linked aspects f nuclear security in a State and cntain mdules addressing

Page 5 varius tpic areas. While crss-cutting, they are addressed in this Plan under the mst relevant sub-prgrammes and prjects. C.2. Infrmatin Management C.2.1. Backgrund 25. The Agency s nuclear security prgramme includes prjects fcused n the management and sharing f infrmatin, as apprpriate, f nuclear security infrmatin vluntarily prvided by States. In additin, the prper prtectin f nuclear security infrmatin in States is enhanced thrugh the prvisin f guidance and training in infrmatin security and cmputer security t States, upn request. This includes the Agency s wrk t raise awareness f the threat f cyber-attacks, t help enhance States technical capabilities, t develp guidance and t prvide training in cmputer security. C.2.2. Prjects and main planned utputs 26. Agency wrk in this sub-prgramme is carried ut under three prjects: assessing nuclear security needs and pririties; infrmatin sharing; and infrmatin and cmputer security and infrmatin technlgy services. Tasks t be implemented during the perid 2018-2021 in respnse t the pririties f Member States as expressed thrugh thse decisins and reslutins f the Agency Plicy Making Organs are listed in the fllwing sub-sectins. The executin f these tasks will be subject t the availability f resurces and will be mdified t respnd t changes in Member State pririties as expressed thrugh thse decisins and reslutins f the Agency s Plicy Making Organs. Assessing nuclear security needs, and pririties 27. The Agency assists individual States that s request t identify and address natinal nuclear security needs thrugh the develpment and implementatin f Integrated Nuclear Security Supprt Plans (INSSPs) and the develpment f self-assessment tls. Tasks under this prject fr the 2018-2021 time perid include the fllwing: Overall management and peratins t supprt the identificatin f nuclear security needs in States cncerned (INSSPs), including: Cntinuing t develp and prmte self-assessment methdlgies and appraches that are based n IAEA Nuclear Security Series dcuments and can be used by States n a vluntary basis t ensure effective and sustainable natinal nuclear security infrastructure; and Assisting States, upn request, in the develpment f INSSPs and in the develpment f implementatin strategies f their INSSPs in clse cnsultatin with the cncerned States. In the curse f implementing the NSP, in respnse t requests frm Member States, the prject will expand t encmpass: Further develpment, in clse cnsultatin with Member States, and implementatin f a vluntary mechanism t match States requests fr assistance with ther States ffers f assistance, highlighting, in cperatin with the recipient State, the mst urgent needs fr assistance, with due regard t the cnfidentiality f infrmatin relevant t nuclear security.

Infrmatin sharing mechanisms managed by the Agency culd prvide valuable services t States. While the use f these services is vluntary in nature, they may facilitate infrmatin exchange and the building f cnfidence. Tasks under this prject fr the 2018-2021 time perid include the fllwing: Overall management and supprt f activities relevant t nuclear security infrmatin exchange, including: Prmting the use f infrmatin sharing mechanisms managed by the Agency with the cnsent f States, such as: Infrmatin prvided in accrdance with States Parties bligatins under the CPPNM and its 2005 Amendment; Infrmatin prvided thrugh vluntary cmmitments such as the ITDB; and Infrmatin prvided vluntarily as part f the IPPAS gd practices database; Further facilitating, including thrugh Designated Pints f Cntact, the exchange f infrmatin including thrugh secured electrnic access t infrmatin cntained in the Incident and Trafficking Database (ITDB); and Outreach t Member States wh d nt participate in the ITDB t encurage further participatin. 30. The Agency als prvides advisry services in this area and initiates and manages crdinated research prjects t address emerging nuclear security issues identified by the Member States and help enhance States technical capabilities. The regular budget primarily funds staff csts t supprt the implementatin f thse activities designed t benefit the greatest number f Member States. As assistance is prvided at the request f States, the actual resurces required fr implementatin f the Plan ver the fur years will depend n the number and cmplexity f requests received. The Secretariat will prvide further infrmatin in the curse f the implementatin f the Plan. 66. Member States have emphasised the need t cntinue prviding apprpriate technical, human and financial resurces, including thrugh the Nuclear Security Fund, fr the Agency t implement its nuclear security activities and t enable the Agency t prvide, upn request, the supprt needed by Member States. 67. The Agency will cntinue t rely n vluntary cntributins t the Nuclear Security Fund t implement the majrity f prgramme activities under the Plan. The Secretariat is prepared t address pssible future reductins in cntributins t the Nuclear Security Fund and the cnsequences f such reductins n the implementatin f the Plan. 68.
