Guidance: Cmpleting the Fld Risk Reprt fllwing prvisin f prperty level fld prtectin measures. 1. Aims f the Fld Risk Reprt T prvide prperty wners with infrmatin n current fld risk t their prperty taking int accunt the prperty level fld prtectin measures they have. This infrmatin can be prvided t insurers wh can use it when cnsidering insurance terms and prvided t purchasers f their prperty t reassure them that wrk has been dne prperly. 2. General infrmatin n the reprt template The reprt was created by a wrking grup chaired by Defra and cmprising representatives frm the Assciatin f British Insurers (ABI), British Insurance Brkers Assciatin (BIBA), the Law Sciety, Ryal Institutin f Chartered Surveyrs (RICs), Envirnment Agency and insurers. The key infrmatin abut prperty fld prtectin measures insurers may find useful is: the residual, pst-installatin fld risk t the prperty and the quality and surce infrmatin n which that is based. the fld prtectin measures that have been prvided and hw effective these are likely t be in reducing fld damage. There can be n guarantees an insurer will be able t take int accunt prperty level fld prtectin measures, but the reprt is designed t give the insurers relevant infrmatin t help them make their assessment. 3. Use f the reprt The cmpleted reprt shuld be prvided t the prperty wner. If the prperty is rented the wner shuld be encuraged t share the reprt with tenants. The reprt shuld be kept with the title deeds, s that it is available t shw t any ptential buyer. The prperty wner may then share the reprt with their insurer, r prspective insurers, t see if they will take int accunt the infrmatin and fld prtectin measures when assessing the terms they will ffer fr cntinued r new cver. We recmmend prperty wners cntact several insurers, using the reprt, t find the best insurance terms fr their prperty. Cmpleting the Fld Risk Reprt The reprt is designed s it can be cmpleted by a prfessinal, suitably qualified, independent surveyr either: engaged by the prperty wner (where they are investing r have invested in their wn fld prtectin measures), r Fld Risk Reprt Guidance v1.0 18-10-12 Page 1 f 6

engaged by the Lead Lcal Fld Authrity, lcal authrity r the Envirnment Agency, wh are prviding fld prtectin measures t prperty wners. Where prperty wners are purchasing their wn measures we advise them t engage a suitably qualified, independent surveyr t undertake a fld risk mitigatin survey. This shuld include a pre-installatin survey f fld risk identifying apprpriate measures fr the prperty. The Fld Risk Reprt shuld then be cmpleted after measures have been prvided. Hwever, where detailed infrmatin n fld water levels is nt available and the residual, pst-installatin fld risk t the prperty cannt be established, the reprt may be f little value t insurers. Where fld prtectin measures are being prvided by Lead Lcal Fld Authrity, lcal authrity r the Envirnment Agency we recmmend that an independent surveyr is used. The surveyr shuld be cmmissined t undertake a fld risk mitigatin survey prir t the fld prtectin measures being installed and, after measures have been prvided, they shuld inspect the prperty, cmplete the Fld Risk Reprt and prvide it t the wner. It is recmmended Fld Risk Reprts frm surveyrs are quality checked by the prject manager prir t distributin t prperty wners. If the fld risk mitigatin survey has been cmpleted in-huse, then this reprt shuld be apprved by the prject manager. The reprt template is anntated in the fllwing way: Text t be edited is given in blue fnt. Ntes fr authrs are given in [purple fnt and surrunded by square brackets]. These ntes shuld be remved when cmpleting the reprt. The fllwing ppulated examples are available t accmpany the Fld Risk Reprt template and this guidance: Example 1 Fluvial fld risk where tpgraphic survey f the prperty and mdelling f the fld risk has been cnducted. In this example, estimates can be prvided fr fld risk and fld depths at the prperty level. Example 2 Fluvial fld risk with infrmatin frm the Envirnment Agency s Natinal Fld Risk Assessment (NaFRA) data nly available. In this example, fld risk and fld depths cannt be estimated at the prperty level. In general terms, the mre infrmatin that can be prvided the better but, in many cases, accurate infrmatin n fld risk t the prperty may nt be available t cmplete all the tables in full. Wherever there is n data available, the authr f the reprt shuld insert nt available. Insurers are mst interested in pst-installatin fld risk t the prperty. Any infrmatin that can help them assess the pst-installatin risk and the reductin in ptential damages and claims frm prviding fld prtectin measures culd be useful, even if this is just that the measures will help prtect against flding previusly experienced. The mre detailed the infrmatin that can be prvided in the reprt, the mre likely insures are t feel that they can use the infrmatin. 4.1. Sectins 5 and 6 are default text and shuld nt need t be altered. 4.2. Sectin 1 Fld risk with prtectin measures Aim T summarise the fld risk t the prperty taking int accunt the fld prtectin measures prvided. Prvide the maximum depth f fld water fr which the measures prvide prtectin in metres abve prperty threshld and, where pssible, in m AOD. Fld prtectin measures d nt reduce fld risk t prperties but they d prvide prtectin and limit the damage t the prperty. This sectin shuld nt state that the fld risk, in terms f frequency f flding, t the prperty has been reduced. It can state that prtectin has been prvided up t a specified standard f risk. Fr example: The Envirnment Agency s Natinal Fld Risk Assessment carried ut in 2012 classified the fld risk in this area as Significant - greater than 1.3% (1 in 75) chance in any year With fld prtectin measures we estimate that the prperty is prtected t a higher standard 1% (1 in 100) chance in any year. Please nte that as the Envirnment Agency s natinal assessment des nt take prperty level prtectin int accunt the fld risk categry fr this area will nt change. NaFRA is a natinal assessment which assesses fld risk t large areas f land and cnsiders the effect f permanent fld defences. It desn t assess the effect f temprary defences (demuntable r prperty level). It desn t assess fld risk t individual prperties because prperty flr levels are unknwn. The results are prduced fr areas f land larger than individual prperties. Including the effect f a prperty s prtectin measures in the natinal assessment is very unlikely t change the fld risk fr the larger area f land. Prvide the estimated fld risk the measures prvide prtectin up t in the summary table fr each surce f flding. Fr each surce f flding, prvide the estimated fld risk likelihd abve which the prtectin measures will cease t be effective. Briefly summarise the measures fitted t the prperty stating which measures are manual and which autmatic. Fr example: The prperty has been prvided with autmatic fld resistant airbricks, nn-flw return valves n plumbing and walls painted with sealant. Fld resistant dr barriers which require manual installatin prir t flding have been prvided. N fld resilience measures have been installed within the prperty. State which measures culd be visually inspected and thse which have been delivered, but culd nt be visually inspected at the time f the survey e.g. inaccessible measures r measures nt visible such as water-prfing treatments. Additinal infrmatin - This sectin prvides additinal infrmatin which may be f benefit t assessing the likely effectiveness f fld prtectin measures in reducing flding r fld damage t the prperty. State whether the prperty is detached r shares a wall with an adjining prperty. If a wall is shared then, where pssible, prvide infrmatin n whether the adjining prperty has fld prtectin measures and the prtectin affrded by these measures. Prvide infrmatin n any cmmunity fld grups in the area and whether the wner r tenant is a member f the grup. This is especially imprtant where manual measures have been prvided. Prvide infrmatin n relevant warning services fr flding, hw r which rganisatin prvides the warning and whether the resident is signed up. 4.3. Sectin 2 Fld prtectin measures prvided Aim T summarise the fld prtectin measures prvided t the prperty t reduce fld impacts. Prvide details f all fld prtectin measures prvided / available t the wner in the tables, including prduct names, details, descriptins and whether the prduct is Kitemarked (as the Kitemark may give cnfidence that the measures have been tested and shwn t be effective). Fr remvable dr barriers and fld drs prvide either the height f the prduct r the depth f water abve prperty threshld up t which the measures prvide prtectin against (usually 600mm). Where a tpgraphic survey has been undertaken prvide als the height measures prvide prtectin up t in m AOD. Add and delete rws in the tables as necessary. If nne f the types f prtectin measures (e.g. manual resistance measures) have been prvided, delete the table and insert N measures f this type prvided under the heading. Other measures fld prtectin measures can be cmbined with wrks utside the bundary f the prperty t reduce fld risk. If any such wrks have been undertaken in the area impacting this prperty, prvide details here. Maintenance and installatin f prducts This is default text prvided fr the benefit f the wner and shuld nt be edited. 4.4. Sectin 3 Fld risk infrmatin fr the prperty Aim T prvide infrmatin t assess the fld risk t the prperty withut fld prtectin measures. Summarise the fld risk frm all relevant / knwn fld surces in the Fld Risk. Fr each surce f flding, prvide the estimated fld risk likelihd that will fld the prperty. Use all the default 10%, 3.3%, 1%, 0.5% and 0.1% (1 in 10, 1 in 30, 1 in 100, 1 in 200 and 1 in 1000) chance in any given year risk levels in the table. If yu d nt have infrmatin fr ne f the default risk levels abve enter Nt available. Add additinal rws t the table where mre risk levels are available and where this prvides a clearer definitin f pre-installatin and residual risk. Risks shuld be stated in the frmat X% (1 in X) chance in any ne year. This frmat is the best t use fr insurers and hmewners. Put N Risk if the prperty is definitely nt at risk frm any f the listed surces Enter Nt available if the prperty culd be at risk frm this surce, but the level f risk is nt knwn Prvide the NaFRA categry fr river and sea flding t the prperty, if knwn, in the clumn in the table. If the fld risk t the prperty cannt be estimated then this shuld be in a sentence abve the summary table. Prvide details f any tpgraphic survey undertaken. If n tpgraphic survey f the prperty has been undertaken then state this. Use supplementary tables t prvide mre detailed infrmatin n fld depths and heights at the prperty frm different surces, where this infrmatin is available. If the infrmatin is nt available delete the tables but nt the headings and insert a sentence t say the infrmatin is nt available fr this surce f flding. Include apprpriate errr margins with surveyed levels e.g. 31.05m AOD +/- 0.02m. Use all the default 10%, 3.3%, 1%, 0.5% and 0.1% (1 in 10, 1 in 30, 1 in 100, 1 in 200 and 1 in 1000) chance in any given year risk levels in supplementary tables. If yu d nt have infrmatin fr ne f the default risk levels abve enter Nt available. Add additinal rws t the table where mre risk levels are available and where this prvides a clearer definitin f pre-installatin and residual risk. Risks shuld be stated in the frmat X% (1 in X) chance in any ne year. This frmat is the best t use fr insurers and hmewners. If any infrmatin is available n the effects f climate change n fld risk (fr example, fr tidal flding) prvide this at the end f this sectin. 4.5. Sectin 4 Fld Histry f the Prperty Aim T prvide backgrund infrmatin t insurers n the histry f flding fr the prperty and the lcal area Enter any knwn infrmatin f recrds f the prperty flding. Include details f dates, the surce f flding, water depths and impact in the prperty fr all knwn fld events. State the surce f the infrmatin. If the latter, it wuld be prudent t qualify the reply by inserting t the best f the wner / ccupiers knwledge If the prperty has nt flded but there is infrmatin n flding f the lcal area, cmmunity r nearby prperties then state this and summarise the infrmatin. If there are n knwn r recrds f flding f the prperty, cmmunity r lcal area then state s. Prvide infrmatin n any previus fld risk mitigatin wrks t the prperty r area including wh they were managed by and when they were undertaken. 4.6. Sectin 5 Guidance fr prperty wner / ccupier Aim T remind the prperty wner / ccupier hw t use the cmpleted reprt and prmpt them t maintain and stre their measures apprpriately. This sectin shuld nt need t be edited. 4.7. Sectin 6 Glssary Aim T define the terms fr types f measures used in the reprt. This sectin shuld nt need t be edited. 5.
